Answers below:
1. There is no formal agreement between the City and CVWD, however the City collaborates with CVWD to ensure proper connection to the sewer, both entities have conditions that are required
for connection and communicate with each other.
2. The Certificate of Compliance is being created and reordered and will follow by email.
3. Yes, the City requires a Building and Safety permit with all the conditions met to allow legal connection to the sewer. The City also performs the property record research necessary
to facilitate the sewer connection.
4. After the property owner secures the permit, it is the property owners responsibility to ensure proper connection.
5. It’s the responsibility of Title and Escrow to confirm connection prior to sale not the City, it’s the buyer’s responsibility to confirm if the property is legally connected to sewer.

Happy Friday! I was hoping you could help me answer the questions below, or point me in the right direction to someone who could help. The City received a claim, the claimant contends
that her septic sewage tank overflowed and backed up into her residence at 73477 Silver Moon Trail, Palm Desert, CA 92260 on 07-03-2020. Claimant further contends that it was unknown
to her that the residence was on septic and that City of Palm Desert Sellers documents said that the residence was on the City’s sewer system.
Our Claim Examiner emailed us the following questions:
1. What is the relationship/connection between the City and CVWD? Is there is a signed agreement?
2. Copies of the “certificates of compliance” regarding connection to public sewer to subject property per Ordinance No 743, Section 8.60.035 and Section 8.60.040
3. Does the City make decisions and grant approvals of a sewer connection?
4. After a property owner secures a permit, whose responsibility is it to follow up with installing a connection to City sewer? Is it City responsibility? Permittee responsibility?
5. Any other pertinent information about this claim that City staff would like to share
