Some trees are pruned more frequently based on their location. The current tree inventory was conducted in 2019 and involved using GPS to locate the trees. West Coast Arborist did prune the trees prior to 2019, however, since the trees were not thoroughly inventoried (GPS) at the time, some errors did occur. The Shoestring Acacia is a totally separate tree that was removed in 2014. The tree limb that fell on the car is from the Chilean Mesquite. Based on the notes, the tree was not pruned in 2020 due to budget and more than likely it was not needed. The tree manager, Diane Hollinger, has retired and I can’t provide any additional granular information. Please note, the limb broke during a strong wind event and weather records should also be examined. Please let me know if you have any additional questions. Bill had requested information based on my instructions: Please get clarification on the tree trimming for the tree in question. Your report said that the tree was on a 3 year trim cycle. I see pruning on 5/14/08, 4/23/12, 3/7/13, then "Hazardous Tree & Stump Removal” on 5/16/14, then “Annual Hardwood Tree Prune (SHOESTRING ACACIA)” on 12/16/19, then on 12/4/20 “Inspector Cancel”, then on 5/28/21 (the day after the DOL) it says “Emer Tree only Rmvl Backup (CHILEAN MESQUITE)”. What is this a record of? Because it said that the tree was removed twice. What were the trim dates for the “CHILEAN MESQUITE” (which I assume was the tree that was involved in this loss)? When was it planted? Was it on a 3 year trim cycle? What were the specific prior trim dates? As the report does not clarify what tree was being trimmed (as it mentions 2 different tree on the same report), we need to confirm if the “CHILEAN MESQUITE” was properly maintained before we can finalize our liability investigation. If the City can provide clarification on this point we’ll be able to resolve liability. In the meantime, William is reaching out the to Claimant to advise that we are pending confirmation on the maintenance records of the tree in question before we are able to resolve our liability investigation.
