Richärd Kennedy Architects narrated a PowerPoint presentation on the
Palm Desert Library conceptual design options and responded to
Committee member inquiries. During the course of discussion, the
committee expressed support for the high end option and concerns
regarding the Visitors Center, exterior and interior materials, and the size
of meetings rooms. No formal action was taken at this time.

SUBJECT: RECOMMEND CONCEPTUAL DESIGN OF THE NEW LIBRARY
FACILITY BE PRESENTED TO CITY COUNCIL
RECOMMENDATION:
Present Conceptual Design of New Library Facility to City Council.
BACKGROUND/ANALYSIS:
On June 8, 2023, the City Council voted to form a Library Task Force and on October 12, 2023,
the City Council voted to withdraw from the Riverside County Library System and self -operate
its library beginning July 1, 2024.
Library services for residents are currently administered from a 1990s leased facility located on
the neighboring College of the Desert campus. The City will continue to operate from this location
until a new facility is designed, constructed, and outfitted on city-owned land.
March 28, 2024, the City approved a contract for architectural services with Richärd Kennedy
Architects (RKA) for Conceptual Design of the New Library Facility.
RKA developed two (2) conceptual designs for the project. A “Low Option” for the then-approved
$20M project budget, and a “High Option” in anticipation of Measure G passing and increasing
the project budget to $30M. Both options were presented to the Library Advisory Committee on
November 7, 2024. Primary focus of the discussion was on the High Option as th e Measure G
vote was tracking at over 65% in favor of the ballot measure.
Comments received from the committee would be addressed and the revised High Option design
would be presented at the next committee meeting on December 9, 2024.

EXECUTIVE SUMMARY
In conjunction with the City of Palm Desert, the design
team led by Richärd Kennedy Architects has engaged
in a series of visioning and focus group meetings to
develop the conceptual design for the new Palm
Desert Municipal Library. This report documents the
process and relevant findings to date and lays out a
proposed overall concept with pricing options for how
the new Library can be realized in the future.
The vision for the Palm Desert Municipal Library is to
create a dynamic and inclusive space that provides
equal access to resources and technologies for all
residents. This project aims to foster community
participation and collaboration, advance educational
outcomes, and maximize the return on the
community’s shared investment by creating safe,
welcoming, and innovative spaces.

The low volume ‘boulder’ to the right of the entry
provides a large meeting room and several zoom
rooms. Additional meeting rooms are located
along the east wall with the young adult
collection and teen zone adjacent towards the
interior, abutting the staff and service functions
of the library.
The larger ‘boulder’ volume to the left of the
entry contains the lab space and innovation
studio. The adult collection area fills the two bars
at the northwest corner with the quieter more
reflective reading spaces facing views into the
park. To the northeast, the children’s area
features a low volume ‘boulder’ containing the
story time program room adjacent to an exterior
play area.
A much larger ‘boulder’ volume to the southwest
holds all the community functions such as the
multipurpose room, demonstration kitchen, café,
Friends of the Library bookstore, and the Palm
Desert visitor center.

NATIVE PALM GROVE CONCEPT
The building concept is defined by (3) main
architectural elements inspired by regional palm
groves – the ‘palm tree canopy’ shade screen
providing shade for all outdoor program areas, the
lower volume ‘boulder’ forms highlighting key
program areas, and the ‘riverbed’ surface materials
and planting approach that defines major pathways
through the site and building.

The exterior building palette is defined by three elements: plaster, stone, and glass.
The main volume of the library is comprised of white plaster and acts as a backdrop to
the ‘boulder’ forms of the lower volumes which are wrapped in stone veneer. Glass
walls are also located where key views to the park and mountains are provided.
