Recommendation:
By Minute Motion: Direct staff to proceed with plans to establish the Palm Valley Channel Bicycle Trail,
in conformance with the Palm Desert Bikeway Plan.
Executive Summary:
A bicycle route on the Palm Valley Channel access road has been included on the Palm Desert
Bikeway Plan for many years. Although this bike route has not been actively pursued, recent
developments have brought the issue to the forefront. The Homme/Adams Park is being developed,
including treatment of the dirt access road for dust control; the Crest development is under
consideration; and CVWD has softened their position regarding public usage of their access roads.
The Public Works Department has taken the opportunity to consider the details of a bicycle route along
the Palm Valley Channel and has developed a preliminary plan. The unique feature of this plan is use
of the existing dirt access road is proposed to create a "bicycle trail". This plan makes use of the
existing CVWD Palm Valley Channel access road, and public streets and bridges to create a series
of looping routes for bicyclists. The plan does not include any proposal for paving. Essentially, this
plan acknowledges existing public uses of the CVWD access road and seeks to legitimize them. As
we have experienced with the Homme/Adams Park access issues, CVWD now allows public use of
their access roads under certain conditions. We have been in communication with CVWD and believe
that an agreement can be made to allow a bike trail along the Palm Valley Channel. Of course CVWD
would impose certain conditions which may include indemnification for bicycle or pedestrian accidents,
maintenance activities, signing installation, modification of gates, etc.
Tasks to be completed in the planning process for this bike trail include researching right of way,
preparing an agreement with CVWD, identifying any needed improvements, and developing cost
estimates. final plan would then be submitted for City Council ap royal.
