OF THE
PALM DESERT CITY COUNCIL
NOTICE IS HEREBY GIVEN that the Palm Desert City Council will convene
Thursday, January 22, 2009, at 2:00 p.m. in the Administrative Conference Room of the
Palm Desert Civic Center, 73-510 Fred Waring Drive, Palm Desert, California 92260, for
the purpose of conducting a Study Session. Said Study Session will be held in order to
discuss the issue of bicycle lanes and paths Citywide.

The City is analyzing the need for widening Cook Street. This is a major project to be
undertaken and it will have ramifications with regards to the increase in traffic noise.
As you are aware, some of the residents in the Cook Street area south of Frank Sinatra
previously approached the Council concerning this. In addition to the widening issues, there
is the question of whether bicycle lanes can be accommodated within the proposed widening.
The indication from Public Works seems to be that if both the widening and the bicycle lanes
are to be included, it will be a very costly project. Before Public Works proceeds further with
the project, I have asked them to schedule a Study Session so that staff can get direction on
the Council's preferences.
Attached is a memorandum from Lauri Aylaian and Mark Greenwood that outlines the issues
to be addressed.

SUBJECT: Bicycle Lanes and Paths
As part of our ongoing efforts to enhance transportation options in Palm Desert, we
have had cause to revisit bike paths, bicycling needs, and potentials for future
development in the city. In particular, an in-depth analysis of the bike path on Cook
Street, and its treatment during planned widening, has been undertaken. We believe
that the concerns raised are more than just technical in nature, and that policy guidance
from the City Council is warranted on the issues of bike paths and alternatives to single
occupant vehicle transportation.
The 2004 General Plan establishes very general goals for construction of bike paths,
and adopts a policy to prepare a master plan of bikeways and multi-use trails. It pays
special tribute to the importance of non-motorized access in the University Park
planning area, and discusses connection to planning areas in Riverside County on the
north side of Interstate 10. To date the master plan has not been prepared, and there is
growing need for the city to develop bikeways and multi-use trails judiciously in order to:
• Prioritize future bike lane projects so as to ensure that the most important
segments are constructed when funding all segments is not possible
• Identify which types of bicyclists (families/beginners, commuters, or enthusiasts)
are being served, and whether the concerns of other types of cyclists are being
adequately addressed
• Balance the needs of motorized traffic against those of non-motorized traffic
• Assure the connectivity of bikeways so that it is possible to get from one area in
the city to another without use of conventionally fueled single occupant vehicles

• Identify if and where alternative transportation options could be provided by
Sunline or a shuttle service more effectively than by the construction of bikeways.
Policy guidance is important as these issues are addressed, since the city is
approaching build out. Once residential and commercial growth in the north end of town
is complete, the opportunity to provide for alternative modes of transportation has
effectively passed. The City Council's endorsement of community-wide sustainability
has yet to be measured against other priorities that might argue against expensive
extensions to the existing network of bikeways. For example, should bike lanes be
added if they will result in a lower Level of Service for vehicular traffic? In consideration
of fiscal responsibility, should bike lanes be limited to certain streets, rather than
provided everywhere? Should the city pursue designation as a Bicycle Friendly
Community? If so, at what cost?
Staff would appreciate an opportunity to present information on the myriad issues
surrounding bike lanes to the City Council so that they can provide policy directive. We
can use the planned widening of Cook Street as an example for discussion, since it
illustrates the options and trade-offs found when too much road and too much bikeway
are trying to occupy too little space. We would also use the opportunity to solicit input
before undertaking the master plan for bikeways and multi-use trails called for in the
General Plan.
