CALL TO ORDER A Regular Meeting of the Cultural Arts Committee was called to order by Chair Hauer on October 9, 2024, at 9:01 a.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON­AGENDA PUBLIC COMMENTS None. 4. CONSENT CALENDAR Motion by: Committee Member Boren Seconded by: Committee Member Mitze To approve the consent calendar as presented. Motion Carried (7 to 0) 4.a APPROVAL OF MINUTES Motion by: Committee Member Boren Seconded by: Committee Member Mitze Approve the Minutes of September 11, 2024. Motion Carried 5. CONSENT ITEMS HELD OVER None. 6. ACTION CALENDAR 6.a CONSIDER PURCHASE OF RISING INVERSION SCULPTURE Vice Chair Adney advised that the proposed project is in proximity to her residence. On the advice of City Clerk Mejia, Vice Chair Adney recused herself and left the meeting room. Management Analyst Powell and artist Cristopher Cichocki narrated a PowerPoint presentation and responded to member inquiries. Motion by: Committee Member Simley Seconded by: Committee Member Rose Recommend City Council not approve expenditure in the amount of $150,000 for the purchase of Rising Inversion by artist Cristopher Cichocki (cha-house-key) in anticipation of National Endowment for the Arts Our Town Grant award. NOES (1): Committee Member Flint RECUSED (1): Vice Chair Adney Motion Carried (5 to 1) Vice Chair Adney returned to the meeting room. Vice Chair Adney stated that the project is not within 500 feet and objected to being recused from the deliberations. City Clerk Mejia explained that recusals may be required for distance greater than 500 feet depending on the circumstances a nd given the limited information available in the moment, recusal was the best course of action to protect Vice Chair Adney from a potential conflict of interest violation. Docusign Envelope ID: 864DE524-4E4D-4135-AC9D-A7F4DCD2F8FA Cultural Arts Committee Regular Meeting Minutes October 9, 2024 3 6.b ARTIST PROPOSAL SELECTION FOR PARK BENCH VINYL ART WRAP Management Analyst Powell lead discussion on proposed artists for the wrap of the park bench at Palm Desert Civic Center Park, by yes votes the artists were narrowed down to top two artists as Cheyne Ellett and Autumn Martino. Motion by: Committee Member Rose Seconded by: Committee Member Simley Select artist, Autumn Martino's proposal for one vinyl art wrap onto a park bench to be placed at the Palm Desert Civic Center Park Motion Carried (7 to 0) 6.c RELOCATE DESERT GATEWAY ROCK SCULPTURE BY HEATH SATOW Management Analyst Powell provided the staff report and responded to member inquiries. Motion by: Committee Member Boren Seconded by: Committee Member Flint Approve relocation of Desert Gateway Rock Sculpture by Heath Satow and deaccession of the monument sign. Motion Carried (7 to 0) 6.d RELOCATE ROADRUNNER SCULPTURE BY ALLEN ROOT Management Analyst Powell provided the staff report and responded to member inquiries. Motion by: Chair Hauer Seconded by: Committee Member Mitze Approve relocation of Roadrunner sculpture, by Allen Root, to Desert Willow Golf Resort. Motion Carried (7 to 0) 7. INFORMATIONAL REPORTS & COMMENTS 7.a PLANNING COMMISSION LIAISON None. 7.b ARCHITECTURAL REVIEW COMMISSION LIAISON None. Docusign Envelope ID: 864DE524-4E4D-4135-AC9D-A7F4DCD2F8FA Cultural Arts Committee Regular Meeting Minutes October 9, 2024 4 7.c CULTURAL ARTS COMMITTEE MEMBERS By consensus of the Committee, the following items were requested for a future agenda: • Presentation on conflicts of interest and recusal requirements; • El Paseo signage; and • Public art programming. 7.d CITY COUNCIL LIAISON Mayor Quintanilla thanked the Committee and staff for their ongoing support of the community, expressing enthusiasm for the projects that align with the Mayor's Monarch pledge and the upcoming library initiatives. 7.e CITY STAFF Management Analyst Powell provided updates on the installation of the new El Paseo Sculpture Exhibit. 7.f ATTENDANCE REPORT Report provided; no action taken on this item. 8.
