Recording Secretary Castellano informed the committee they would be available in January 2025. 8.b CITY COUNCIL LIAISON Councilmember Trubee provided thank you notes to Committee members on behalf of the City Council and expressed his gratitude for their service. 15 Public Safety Committee Meeting Minutes December 10, 2024 4 8.c POLICE/FIRE 8.c.1 POLICE Lieutenant Porras of Riverside County Sheriff's Department provided an update on recent significant activity and responded to member inquiries. 8.c.2 FIRE Chief Beverlin of CalFire/Riverside County Fire Department provided an update on the current fire station renovations and responded to member inquiries. 8.d CITY STAFF Recording Secretary Castellano notified the committee of an error on the current agenda which stated the next meeting would take place on January 14, 2024. The minutes will reflect the correct date of January 14, 2025. Public Safety Analyst Hurtado provided information on the Heroes & Helpers event taking place on Saturday, December 14, 2024, at Target in Palm Desert. 8.d.1 ENHANCED FIREWORK NOTIFICATION VERBAL UPDATE Public Safety Analyst Hurtado notified the committee that staff is working internally to update the firework notification plan which would allow for an additional day to notify the public of firework displays. 8.e ATTENDANCE REPORT Report provided; no action taken on this item. 16 Public Safety Committee Meeting Minutes December 10, 2024 5 9. The first arriving Company Officer reported light smoke from a single store commercial building. The fire was isolated and extinguished in the attic space above a restroom in the business. City of Palm Desert Building officials will need to follow up due to electrical damage in the building. 24CARRU187433 12/5/2024 4:49:00PM Units from CAL FIRE / Riverside County Fire responded to a structure fire at 904 Mesa Grande Drive in the City of Palm Desert. The first arriving Company Officer reported a single story residential structure with a working attic fire. Crews made an aggressive interior fire attack , until they were driven outside due to a partial roof collapse. The incident commander altered strategies, and a defensive attack was implemented for fire fighter safety. One resident was displaced, however they did not require assistance at this time . City of Palm Desert building officials will need to respond to red tag the structure. 24CARRU187820 12/6/2024 11:14:00AM CAL FIRE / Riverside County Fire Department responded to a residential structure fire at 43798 Virginia Avenue in the city of Palm Desert. The first arriving fire engine reported a single-story, single-family dwelling with heavy smoke and fire showing from the rear of the structure . The fire also threatened two additional residences on either side of the original residence; therefore, a second alarm was requested for extra staffing. Fire crews protected the exposures with hose lines and made an aggressive interior attack on the main fire . Fire crews were able to contain the fire to the home of origin without any additional damage to nearby homes. One resident was displaced from their home and has requested Red Cross assistance . The home was completely destroyed by fire and the Palm Desert Building and Safety Department was contacted to red-tag the home. 24CARRU190372 12/10/2024 4:43:00PM CAL FIRE / Riverside County Fire Department responded to a residential structure fire at 73629 Amir Drive in Palm Desert. The first arriving fire engine reported a single-story duplex with heavy smoke and fire coming from the garage. Fire crews quickly deployed hose lines and contained the fire to the garage. It was later determined that the fire originated from a vehicle. One resident was displaced from the home. Bystanders witnessed the adult male having seizure like activity while playing golf, which caused the male to collapse on the ground striking his head. The patient ended up falling into a pond of water next to the 13th green of the golf course. Witnesses stated that the male was submerged under water for approximately half a minute before bystanders removed him from the pond. Fire crews arrived on scene to find the male patient in severe respiratory distress , with an altered mental status. Firefighters provided advanced life support and trauma treatment measures to the patient on scene and transported to the nearest most appropriate medical facility. On arrival to the hospital, the male patient was alert, oriented, and speaking with firefighters in full and complete sentences. BACKGROUND/ANALYSIS: On June 2, 2022, Flock Safety was awarded a contract for a fixed location of the Automated License Plate Readers (ALPR) system. The system became operational in October 2022. The City has a contract with the Riverside County Sheriff's Department (RCSD) for law enforcement services and participates in the RCSD ALPR program. Therefore, the ALPR program and RCSD’s operator, Flock, are bound by Federal and State law, RCSD policy, and the requirements of the City's agreement with Flock. Palm Desert Shared Networks The City of Palm Desert is the owner of the data and RCSD manages it on its behalf according to state law, RCSD Policy 412, and the City’s agreement with Flock Safety. During a reporting period, the data is retrieved from RCSD which includes a review of the shared networks for the reporting period. Palm Desert data is shared only with other California agencies as is allowed by state law, SB 34 (2015). Flock by default deletes the data every 30 days. Once the data is deleted, it cannot be ret rieved. Flock is among the shortest of all the state statutes on data retention. Flock does not share with 3rd parties. Flock requires an investigative reason to search, and they provide an audit report to system administrators. Reporting In accordance with state law, City staff monitors the list of agencies with which Palm Desert data is shared. Beginning December 2023, the City has published its shared networks list. Receive a presentation on the City's Cooling and Warming Centers and Shelters, and discuss the proposed purchase and installation of an emergency generator at the Palm Desert Community Center BACKGROUND/ANALYSIS: In recent years, the community has experienced several instances of severe weather, leading to power outages and a heightened demand for emergency shelters and cooling centers. These facilities serve distinct and critical purposes during extreme weather events. Assembly Bill 782 mandates that at least one designated emergency shelter, cooling center, or warming center must accommodate pets. When selecting and designating these locations, it is essential to ensure compliance with this requirement by identifying at least one facility capable of meeting these specific accommodations. The City of Palm Desert has designated five facilities as Cool Centers for extreme heat events and four facilities as Warming Centers for cold conditions:  Palm Desert Library – Pet Friendly & Warm Center  Palm Desert Community Center – Warm Center  Portola Community Center – Pet Friendly & Warm Center  Joslyn Senior Center – Warm Center  California State University San Bernardino Palm Desert Campus These centers play a critical role in safeguarding vulnerable populations, including the elderly, individuals without access to air conditioning, and others at heigh tened risk of weather-related illnesses. Cooling Centers offer safe, air-conditioned environments to mitigate extreme heat risks, while Warming Centers provide heated spaces to protect against severe cold -related health risks. Differentiating Emergency Shelters and Cool Centers An emergency shelter provides temporary housing during emergencies, such as natural disasters (e.g., hurricanes or floods). Shelters offer food, water, sleeping arrangements, and basic needs for displaced individuals and families. The City coordinates with the County Department of Social Services and the American Red Cross to provide shelter services unt il more permanent housing solutions can be arranged. In contrast, Cooling Centers are dedicated facilities that provide temporary relief from extreme heat, offering cool, air-conditioned spaces where individuals can stay hydrated with access to water and light refreshments. Unlike emergency shelters, Cooling Centers do not provide full shelter services or overnight accommodations. Their primary purpose is to prevent heat -related illnesses by addressing the immediate dangers of high temperatures. Similarly, Warming Centers serve as safe, heated environments during periods of extreme cold, ensuring protection from weather-related health risks. Both types of centers are critical, short-term resources designed to meet specific community needs during extreme wea ther events. These efforts aim to enhance the City’s emergency preparedness and response capabilities. Currently, the City lacks fully reliable Cooling and Warming Centers or shelters to ensure the safety and well-being of residents during extreme weather events or other emergencies. This discussion is being presented to the City Council for further consideration. Strategic Plan: This discussion aligns with the Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically Priority 1: Enhance the delivery of public safety services. The key focus areas of the work plan include: Traffic Enforcement The PSC reviewed traffic enforcement programs, received updates, and provided input o n traffic calming initiatives and related Capital Improvement Projects (CIPs). Over the past year, the PSC received updates from law enforcement on speed enforcement measures and provided feedback to the City’s Capital Improvement Projects team on traffic calming improvements. Public Safety Budget The PSC conducted a review of the police and fire budgets, received updates, and analyzed fire and police contract rates and staffing levels. This included discussions on the development of a new fire station and minor adjustments to police staffing levels. Community-Oriented Policing The PSC engaged in discussions on community-oriented policing, received presentations on related programs, and worked on formulating recommendations for the City Council. This initiative received fewer resources due to the significant attention allocated to traffic enforcement and public safety priorities. Measure Success On November 5, 2024, voters approved the Palm Desert Public Safety, Roads, and City Services Measure, providing additional revenue to strengthen the City’s General Fund.
