8.a CIVIC ENGAGEMENT COMMITTEE MEMBERS
Committee Member Holan suggested coordinating public outreach to occur in Fall
2024.
Committee Member Siddiq proposed public outreach at the October 2024 Opening
Day of the Palm Desert Youth Sports Association at Civic Center Baseball Fields.
Chair Vogt discussed the attendance at the recent Haystack Channel Project
outreach event at St. Margaret's Church and encouraged continued outreach.
Chair Vogt and Committee Member Siddiq encouraged the public to visit the library
and sign up for a new library card.
Committee Member Siddiq highlighted the need for cooling centers that allow pets.
Mayor Quintanilla shared that the Joslyn Center allows well-behaved or contained
pets.
Vice-Chair Stjerne suggested utility companies be considered to facilitate a future
session of the Palm Desert Discussions series.
8.b CITY COUNCIL LIAISON
Councilmember Kelly encouraged Committee members to visit
EngagePalmDesert.com for information on all projects, key issues, and to provide
feedback.
Mayor Quintanilla highlighted the need for continued inclusivity of those with
disabilities.

Community Relations Supervisor Penta announced several upcoming community
engagement events.

SUBJECT: NEW PALM DESERT RESIDENT GUIDE
RECOMMENDATION:
Provide feedback on a guide for new Palm Desert residents.
BACKGROUND/ANALYSIS:
Staff seeks the Civic Engagement Committee's input on adopting a new resident guide as a tool
to foster civic engagement and community understanding. This guide aims to introduce new
homeowners to City services, events, and resources, helping them establish an early positive
connection with the City. By targeting new residents, this effort provides a way to reach all
neighborhoods, districts, and homes, including non-HOA communities.
The guide would likely include the following:
A welcome letter from the City
Information about key city services
Details on community programs and events, such as the Civic Academy and Palm Desert
Discussions
An invitation to visit Engage Palm Desert for updates on city projects and surveys
Information on recreational facilities, such as the library and parks
Instructions for reporting issues through the Palm Desert In Touch app
At the July 2024 Civic Engagement Committee meeting, staff presented a concept strategy for
engaging non-HOA neighborhoods in a manner similar to our regular outreach to HOA
communities. After speaking to counterparts in other cities, it was determined that an effort to
coordinate neighborhood outreach would require substantial staff time. In response, staff is
proposing a resident guide as a more effective method for disseminating information .
The new resident guide is a more efficient use of staff time, as it provides consistent, direct
communication from the City. The guide will be mailed to new homeowners but also provided
digitally on the City’s website. Print copies will also be available in City Hall lobbies and at the
Visitor Center within the Palm Desert Library, allowing any member of our community, new or
long-term, the opportunity to get informed and engaged.
FINANCIAL IMPACT:

1. Staff time to design the packet and make any ongoing alterations to the design
2. Staff time to compile a list of recently sold homes (provided by online real estate websites)
3. Costs associated with printing
4. Costs associated with mailing
Initial discussions were held with our printing and mailing vendor Xpress Graphics, and costs
are anticipated to be approximately $2.53 per guide. This would be to print and mail a four-page,
8.5 x 11-inch booklet. For reference, in September 2024, 73 homes were sold in Palm Desert. If
a new resident guide was m ailed to all 73 homes, it would cost $184.69. This expense can be
incorporated into funds established for civic engagement in fiscal year 2024/2025.
If the Committee approves the creation of a new resident guide, a concept packet will be
provided to the Committee for their review at the January 16, 2025, meeting.

The City of Shakopee provides services in the areas of public safety, parks and recreation, planning
and zoning, building inspections, public works (streets, sanitary sewer and storm sewer) and
general administration.
In 2024, the city’s general
fund budget is $37.1 million,
of which 60.6% is funded by
property taxes. The remainder
is funded by charges for
services, permits, state aid,
etc. Shakopee continues
to have among the lowest
municipal property tax rates
of cities in the seven-county
metropolitan area.
SHAKOPEE CITY COUNCIL
The city is governed by a five-member City Council,
which includes a mayor and four at-large City Council
members. The mayor and council members serve
four-year, staggered terms. The mayor and each council
member have one vote apiece.
City elections are held in even-numbered years during the
November general election. The city also has volunteer
boards and commissions that advise the City Council.

WHAT’S IN A NAME?
The City of Shakopee is named
after a Dakota leader whose band
was living along the Minnesota
River when city founder, Thomas
A. Holmes, established a trading
post here in 1851. The original
name was Ŝakpe but later
changed to its present spelling.
Shakopee means “Six” in the
Dakota language.

SUBJECT: ONE-DAY YOUTH CIVIC ENGAGEMENT PROGRAM
RECOMMENDATION:
Approve a one-day civic engagement event with Palm Desert High School.
BACKGROUND/ANALYSIS:
On October 2, 2024, Palm Desert City staff met with the administration of Palm Desert High
School to discuss ongoing outreach efforts and explore new partnership opportunities. During
this meeting, a proposal emerged to create a one-day event designed to provide students with
an in-depth perspective on local government operations. This event would invite approximately
30 students to Palm Desert City Hall for an immersive experience, where they would learn about
various municipal roles and participate in interactive activities. Following their time at City Hall,
the students would be transported to the City's Corporate Yard facility to meet Public Works staff
and gain firsthand insight into the tools and equipment used to maintain the city’s infrastructure.
This initiative aims to provide an engaging platform for youth to connect with city government,
emphasizing the importance of civic values and fostering the development of civic skills. By
offering early exposure to local governance, the program aims to inspire young residents to
become informed, active participants in their community. It also encourages exploration of
potential career opportunities in public administration, Public Works, engineering, urban
planning, and other fields critical to municipal operations.
It was discussed that this program could take place in quarter one of 2025 and would support
newly implemented state education laws on civic engagement for students. Under the Civic
Engagement Committee’s bylaws, this program would support items One and Two in Article XI:
1. Research and explore civic engagement programs and/or resources that fully engage our
entire community in the civic process and make suggestions to the City Council;
2. Recommend events and educational programs to increase goodwill throughout the
community and enhance appreciation of diversity, participating in the implementation of
those programs as requested by the City Council;
FINANCIAL IMPACT:
The financial impact of this program is anticipated to be minimal, with costs shared between the
City and Palm Desert High School. While no agreement is set, at the October 2 meeting, Palm
Desert High School offered to cover transportation costs if the City agreed to provide lunch for

the participants. Additional expenses related to program, such as print materials, and lunch will
be accommodated within the existing community engagement budget. Staff time required for
planning and implementation will be integrated into regular work schedules, ensuring the
program is feasible with current resources.
