The public may comment on any items on the Consent Agenda within the three-minute time limit. Individual items may be removed by the Civic Engagement Committee for a separate discussion. Committee members also provided feedback on the BrightSide Newsletter and inquired about a reader board. 6.b CITY COUNCIL LIAISON Council Member Kelly and Mayor Quintanilla extended their gratitude and thanks to the Civic Engagement Committee. 6.c CITY STAFF Community Relations Supervisor Penta provided update on Civic Academy. 6.d ATTENDANCE REPORT Report provided; no action taken on this item. 6 3 7. BACKGROUND/ANALYSIS: The Civic Engagement Committee is dedicated to fostering meaningful resident participation in City activities and programs, empowering the community to contribute effectively to the City’s decision-making process. The proposed 2025 Work Plan identifies key priorities and initiatives to enhance civic engagement, aligning with the City’s goals to address the evolving needs of our community. The development of an annual work plan is a routine process undertaken by all appointed bodies, including committees and commissions, to ensure a goal -driven approach to their activities and responsibilities. The proposed 2025 Work Plan includes:  Review and Approve the Palm Desert Resident Guide: The committee will review and approve the Palm Desert Resident Guide.  Provide Ongoing Feedback on Increasing Resident Participation: The committee will work with staff to explore and recommend strategies to boost resident participation at community events and through online platforms.  Consider and/or Implement a Marketing Strategy for Civic Engagement Programs: The committee will evaluate potential marketing strategies to enhance awareness of civic engagement programs and identify actionable steps for implementation.  Perform Annual Review of Engagement Programs: The committee will conduct a comprehensive review of existing civic engagement programs to assess their effectiveness, identify areas for improvement , and propose enhancements as needed. If the Committee agrees this strategy has merit, staff will return in April with draft designs for consideration. BACKGROUND/ANALYSIS: Palm Desert offers a variety of programs and initiatives to foster community involvement in local government decision-making. These include the Civic Academy, Engage Palm Desert, and Palm Desert Discussions. These programs aim to increase civic knowledge, create dialogue, and empower residents to actively participate in shaping the future of our community. Recently, a City of Palm Desert employee attended a conference and met with a representative from Albemarle County, Virginia, who shared examples of promotional items they use to encourage civic engagement. These items included pins and stickers featuring slogans such as:  “I Got Engaged in My Community”  “Local Government is for Everyone”  “Get Engaged in Your Community” These simple yet impactful tools have reportedly helped Albemarle County generate interest and enthusiasm for its civic programs while creating a sense of pride and inclusivity among residents. FINANCIAL IMPACT: The cost of designing and producing pins and stickers is anticipated to be minimal and can be accommodated within the existing budget for Civic Engagement Program outreach efforts. Specific cost estimates will be provided alongside draft designs in April. 11 12 Page 1 of 1 CIVIC ENGAGEMENT COMMITTEE CITY OF PALM DESERT STAFF REPORT MEETING DATE: January 16, 2025 PREPARED BY: Ryland Penta, Community Relations Supervisor SUBJECT: REVIEW AND PROVIDE FEEDBACK ON DRAFT PALM DESERT RESIDENT GUIDE RECOMMENDATION: Staff requests the Civic Engagement Committee’s feedback on the design and content of the draft Palm Desert Resident Guide. Based on the Committee’s input, staff will either make updates for further review at the April meeting or begin distributing to residents. BACKGROUND/ANALYSIS: In October 2024, the Civic Engagement Committee approved the creation of the Palm Desert Resident Guide to establish a friendly initial connection with new hom eowners and provide essential City information. Initially titled the “New Resident Guide,” the name was changed to “Palm Desert Resident Guide” to ensure inclusivity for all residents, including long-term community members. The guide will be distributed at City-owned facilities and mailed to newly purchased homes within City limits. The draft guide, included in the Committee’s agenda packet, is intentionally focused on City of Palm Desert services and programs only. A more comprehensive listing of community partners and their contact information is available on the City’s website, allowing for easier updates without redesigning the guide whenever external information changes. The guide is designed as an 8.5 x 11-inch booklet. When mailed, it will be folded in half and sent in an envelope featuring the City’s seal. This format ensures readability and cost-effectiveness. Previous experience has shown that items in City-labeled envelopes achieve higher engagement, as they are perceived as official correspondence rather than marketing materials. FINANCIAL IMPACT: Costs for the Palm Desert Resident Guide are anticipated to remain consistent with earlier estimates. Based on discussions with Xpress Graphics, the City’s printing vendor, the guide will cost approximately $2.50 per copy to print and mail, including envelopes. Staff is in conversation with Xpress Graphics to determine other cost-saving options, such as printing a large quantity of guides and then mailing them ourselves. ATTACHMENTS: 1.
