6.b ASPHALT ART FOR EL PASEO RAISED MIDBLOCK CROSSWALKS
Management Analyst Powell narrated a PowerPoint presentation and responded
to member inquiries.
Motion by: Chair Elizabeth Hauer
Seconded by: Committee Member Boren
During the discussion, it was agreed to eliminate the Daisy design. The
remaining design options were ranked in the following order, with the Palm Frond
design to be rendered in a single color:
1. Palm Frond
2. Palm Tree

Architectural Review Commissioner Colvard provided an update on recent
approvals of the Architectural Review Commission and responded to member
inquires.

In response to an inquiry, Management Analyst Powell provided a status for the
upcoming El Paseo Sculpture Exhibit.
The Committee expressed excitement at the new location of the sculpture
Recycle.
7.d CITY COUNCIL LIAISON
Mayor Quintanilla provided an update on recent City Council activities and
expressed gratitude to the Committee for their continued support to the
community.

Management Analyst Powell provided an update on the upcoming El Paseo
Sculpture exhibit and the sculptures purchased from the previous exhibit.
Deputy Clerk Nance provided information on AB 1234 training taking place
January 30, 2025, from 9:00 a.m. to 11:00 a.m., in the Palm Desert Council
Chamber.

BACKGROUND/ANALYSIS:
1. 2025/2026 El Paseo Sculpture Exhibition:
a. Installations are complete.

e. A dedication will take place on February 7, 2025, with a private reception for Artists,
Palm Desert City Council Members and the Cultural Arts Committee at 3:30 p.m.
and a Public Dedication at 4:00 p.m. at Melissa Morgan’s Sculpture Garden. Artist
and Committee name badges will be provided.

SUBJECT: CONSIDER SPONSORSHIP REQUEST FROM DESERT X FOR THE
2025 EXHIBITION
RECOMMENDATION:
Approve sponsorship request in the amount of $25,000 from Desert X for the 2025 exhibition.
BACKGROUND/ANALYSIS:
The City received a sponsorship request from Desert X for its 2025 exhibition, which is scheduled
to be held from March 8, to May 11, 2025. Desert X is proposing at least two art installations to
be sited in Palm Desert in locations to be determined. Below is a li st of some of the potential
install sites:
Northeast corner of Frank Sinatra Drive and Portola Avenue (former site of Phillip K.
Smith’s The Circle of Land and Sky and Eduaro Sarabia’s The Passenger)
Cap Homme Adams Park (former site of Torkwase Dyson’s Liquid a Place and Claudia
Comte’s Curves and ZigZags)
According to Desert X’s 2021 exhibition report, there were over 650,000 site visits to the various
installations located throughout the Coachella Valley, which was up from 400,000 in 2019.
Additionally, there was a great amount of international press coverage and social media activity.
FINANCIAL IMPACT:
Desert X is requesting a sponsorship in the amount of $35,000 to be used towards 2025
exhibition support and the creation of free public programming in Palm Desert. This request is
more than what the City sponsored in 2023 ($25,000) and the same as in 2017. Staff is seeking
direction on this request with $25,000 available in the Public Art budget and the remaining
$10,000 from the City’s marketing fund.

Dear Erica,
The Desert X team is full steam ahead at building Desert X 2025. Our internationally-renowned
contemporary art exhibition will be held March 8 – May 11, 2025, throughout the Coachella
Valley. As we gear up for Desert X 2025, we would like to submit a formal request and
proposal for funding to the City of Palm Desert. Desert X is appreciative to the City of Palm
Desert for past exhibition support and is hopeful that the city will renew its support in 2025.
Desert X would like to request $35,000 in exhibition support in 2025. Funds received will be
utilized towards exhibition production and the organization of free public programming in
Palm Desert.
Historically, Desert X has collaborated with the City of Palm Desert to present educational,
enriching, and engaging public programming and experiences associated with each exhibition
that activate public spaces within the city and promote art education & awareness. In 2017,
Desert X organized a hike in Homme Adams’ Park that encouraged visitors to experience the
installation, Curves and Zig Zags, from a different perspective with artist Claudia Comte and
curator Neville Wakefield. In 2019, Desert X hosted a series of public activations of Superflex’s
Dive-In and screenings with their senior programs. In 2021, though public programing was
highly impacted by the COVID-19 pandemic, we engaged local and visiting audiences by
deploying docents most Saturdays to popular installation sites and coordinating opportunities
for visitors to meet with Desert X artists at their respective installations throughout the
Coachella Valley, including a meet-and-greet with artist Eduardo Sarabia at his installation,
The Passenger, in Palm Desert. In 2023, Desert X had trained docents every Saturday and
Sunday morning at the two installations by Torkwase Dyson and Rana Begum, in the City of
Palm Desert. Our team discussed the artists’ works and issues of representation, diversity,
human rights, and art with the visitors of the exhibition.

In the Coachella Valley, where time unfolds in geological
epochs and the wind weaves stories through ancient
mountains, a profound reverence for the enduring spirit
of this harsh yet resilient region emerges, challenging us
to glean wisdom from its vast knowledge. Far from an
empty expanse, the desert landscape acts as a canvas of
real and imagined histories, narrating tales of
displacement, sovereignty and adaptation superimposed
over visible testaments of time.
Reflecting on the desert’s deep time evolutions, the fifth
edition of Desert X will delve deeper into nonlinear
narratives of time, forming a space where ancestral
wisdom intertwines and collides with contemporary
visions for our collective future.

ABOUT THE CURATORS
Kaitlin Garcia-Maestas is Curator and Director of Exhibitions at Socrates Sculpture Park in Queens, NY. Born and
raised in New Mexico, her research and curatorial interests have primarily explored themes of displacement,
decolonial resistance, and cultural hybridity in the United States and the Americas. For over a decade, she has been
devoted to the advocacy and realization of large-scale, site-specific installations by BIPOC and emerging artists.
Previously, Garcia-Maestas was Acting Curator of Visual Arts at the Momentary, the contemporary satellite space of
Crystal Bridges Museum of American Art in Bentonville, AR. While at the Momentary she oversaw the artist-in-
residency program and organized over a dozen exhibitions and outdoor installations, including site-specific projects.
Prior to the Momentary, she held curatorial positions at the Denver Art Museum, the Biennial of the Americas, and
MCA Denver.
Neville Wakefield is a postmodern writer and curator interested in exploring the ways in which art behaves outside of
institutional contexts. As senior curatorial advisor for PS1 MoMA and curator of Frieze Projects, he gained a reputation
for challenging the conditions that shape art in both commercial and noncommercial contexts. Explorations of time
and space have been a signature part of his practice. He has worked extensively with international institutions,
including the Schaulager in Switzerland, where he curated the Matthew Barney retrospective Prayer Sheet with the
Wound and the Nail one of the first shows to juxtapose the work of a contemporary artist with that of half a millennium
before. Space as it relates to landscape and land art led him to co-found Elevation1049, a site-specific biennial in
Gstaad, Switzerland, while also shaping the recurring Desert X exhibitions in the Coachella Valley region of Southern
California of which he is Founding Artistic Director. He has also been instrumental in the development and success of
Desert X AlUla, taking place in AlUla northwest Saudi Arabia, home to the country’s first UNESCO World Heritage Site,
Hegra along with numerous other initiatives aimed at promoting art in the Gulf region.

EDUCATION
Desert X has engaged over 4,500 of K-12 public
school students from throughout the Coachella
Valley since 2017.
During each exhibition, we offer field trips from
local school districts and invite students to explore
and experience the exhibition in person. We also
provide in-class and after school art curriculum,
student mentors and internships, and workforce
development, and an end of year student
exhibition.
Since 2023, Desert X partners with over 10 DSUSD
schools to provide after-school learning
opportunites on an annual basis.
