RECOMMENDATION:
Provide feedback on the concept of a new location for a raised mid-block
pedestrian crossing on El Paseo between Portola Avenue and San Luis Rey
Avenue.

Approve the proposed agenda for the Fall Merchant Meeting, scheduled for

A Regular Meeting of the El Paseo Parking and Business Improvement District Board
was called to order by Chair Klein on September 19, 2024 at 8:12 a.m. in the
Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm
Desert, California.

3. NONAGENDA PUBLIC COMMENTS
Elyssa Goldberg, of BG's El Paseo and Chair of Paint El Paseo Pink, announced that
the annual Paint El Paseo Pink event would take place on October 19, 2024.

Management Analyst Mager provided an update on the Curb Replacement
project, introduced new business outreach aids, and addressed questions from
Board Members.
6.a.1 THE 20252026 EL PASEO SCULPTURE EXHIBITION
Management Analyst Powell announced the 2025-2026 El Paseo
Sculpture Exhibition deinstallation and installation schedule and
responded to Board Member inquiries.
6.b SHERIFF UPDATE
None.
6.c MARKETING UPDATE
Stephanie Greene, of FG creative, provided the August 2024 Marketing Report
and responded to Board Member inquiries.
7. ACTION CALENDAR
7.a MARKETING INITIATIVES DISCUSSION
Stephanie Greene, of FG Creative, presented proposed new programs and
responded to Board Member inquiries.
Feedback was provided; No formal action taken.
7.b FALL MERCHANT MEETING PLANNING
Stephanie Greene, of FG Creative, proposed that the event be scheduled the
second week of November. With concurrence from the Board, the Fall Merchant
meeting would take place on November 12, 2024.

7.c EL PASEO CATALOG & DIRECTORY UPDATE
Frank Jones, of Palm Springs Life, narrated a presentation on the El Paseo
Catalog and Directory and responded to Board Member inquiries.
Brian Boyce, of Skidmore Contemporary Art, praised Palm Springs Life Magazine
as a world-class publication and suggested incorporating more content about
Palm Desert's lifestyle, including its smaller shops and unique elegance.
Feedback was provided; no formal action taken.
8. COMMENTS
8.a EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD
MEMBERS
Chair Klein suggested adding sections for new business and old business to
provide ongoing project progress updates from staff on street improvements and
invited individuals to apply for a position on the Board.
Vice Chair Elliot agreed with Chair Klein, emphasizing the importance of frequent
updates on project progress.
Board Member Fletcher suggested an outreach program to encourage the
general public to visit El Paseo.
8.b CITY COUNCIL LIAISON
Mayor Pro Tem Harnik emphasized the importance of the Board being informed,
as it empowers members to serve as effective ambassadors in the community
and highlighted that El Paseo offers unique experiences for everyone and that
events promote inclusivity, attracting a diverse audience.
8.c CITY STAFF
Management Analyst Mager provided the President's Plaza waste receptacle
schedule; encouraged communication with restaurant owners on proper disposal
of grease; and responded to Board Member inquiries.
Public Affairs Manager Soule announced the Board is accepting applications for
the vacant position.
8.d ATTENDANCE REPORT

Following up on the feedback from the EPPBID Board meeting of September 19, 2024, FG
Creative will present an updated proposal regarding new Marketing Initiatives for the District.

Based on Board input and FGC concurrence, it was determined to cancel “First Fridays” as
a street-wide event as it was difficult to activate the entire district, and the change to the El
Paseo Cruise Night element took away the most visible aspect of the event.
UPDATE: Meetings were held with Skidmore Contemporary Art to determine if the Art
Galleries will be developing a new “Art/Design” event. They are gathering support and will
determine feasibility over the next few months.

●Reinvent “Happy Hopping” previously launched in 2020 prior to the
Pandemic, which was initially popular with merchants and was
expandable to drive traffic and awareness.

●Allocate a portion of this budget for a renewed focus on specifically
curated content on Facebook to bolster the merchants, street events
and highlights.
