Business Improvement District Board on issues that are not on the agenda for

Parking and Business Improvement District Board to act on items not listed on
the agenda, members may briefly respond or refer the matter to staff for a report
and recommendation at a future meeting.

Update for On-street Parking Striping Plan
BACKGROUND/ANALYSIS:
Public Works Director Martin Alvarez will give an update on the Public Works department’s
project to add on-street parking striping to El Paseo, currently scheduled for the summer of 2025.

on both sides of the street.
•No accurate count of existing on-street parking
spaces can be provided because of random
parking gaps. However, it can be estimated that
approximately 150 cars can park on the street

RECOMMENDATION:
Approve the mid-year budget adjustment as discussed at the last EPPBID meeting.
BACKGROUND/ANALYSIS:
At the January EPPBID meeting, a mid-year budget adjustment was proposed and discussed. Most
of the recommendations were approved by the Board, with the exception of Bandwango. Staff now
seeks the Board’s approval of that final piece, rounding out the mid-year budget adjustment for FY
24-25.

SUBJECT: FISCAL YEAR 2025-26 BUDGET PLANNING DISCUSSION
RECOMMENDATION:
Discuss and approve a schedule of meetings for planning the FY 25-26 EPPBID budget.
BACKGROUND/ANALYSIS:
It’s time to begin planning for the FY 25-26 budget, which this year will entail the following:
Goal-setting session
Recommended marketing plan to achieve those goals
Budget approval
These steps can be worked into the Board’s regular meetings, or a special meeting may be called
for one or more steps. Staff recommends one special meeting for the goal-setting session in late
March or early April, date and time to be selected by the Board. The recommended marketing plan
could then be presented at the April Board meeting, with final budget approval on the agenda for
the May meeting.

SUBJECT: COURTESY CART PROGRAM UPDATE
RECOMMENDATION:
Provide feedback on the implementation of a Courtesy Cart Program .
BACKGROUND/ANALYSIS:
The Courtesy Cart Program is operated by Circuit Transit with a fleet of three carts, including
two standard and one ADA-accessible vehicle. Running seven days a week from 11 AM to 6 PM
(mid-October to the end of May), except on Thanksgiving and Christmas, the service follows a
fixed route from Highway 74 to Portola, with exceptions for special events. The current co ntract
is set to expire on May 26, 2025.
