1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Committee was called to order by Chair
Maldonado on September 16, 2024, in the Administrative Conference Room, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.

Tanya Glotfelty, a Palm Desert resident, spoke about the importance of having fenced
playground areas in parks for all children, with a particular emphasis on their importance
for children with autism who have a tendency to run away.

Interwest Consulting Group representative Gianno Feoli narrated a PowerPoint
presentation and responded to member inquiries.

7.a PARKS MAINTENANCE EVALUATIONS
Project Manager Swartz led a discussion regarding the new Key Performance
Indicator scoring and Park Maintenance Evaluation forms for all City parks and
responded to member inquiries.

1. Adopt the Key Performance Indicator (KPI) scoring and Park Maintenance
Evaluations for all City parks.
2. Provide Park Scoring Sheets for all City parks by December 31, 2024.

Committee Member Guyer, with consensus of the Committee, requested the
following topics be placed on a future agenda:
• Playground fencing; and
• Palm Desert Aquatic Center facility fund.
Vice Chair Perry expressed appreciation to Staff for the park updates.
8.d CITY COUNCIL LIAISON
Councilmember Trubee spoke on the following topics:
• Dog park fencing and the potential use of mulch vs. sod;
• Palm Desert Aquatic Center usage of Palm Desert residents vs. non-
residents; and
• Skate Park usage reports.

SUBJECT: EXPLORE COST OPTIONS FOR FENCING AROUND PLAYGROUND
EQUIPMENT AT CITY PARKS
RECOMMENDATION:
Provide feedback to staff on whether to explore cost options for fencing around playground
equipment at City parks, starting with an assessment of Freedom Park.
BACKGROUND/ANALYSIS:
At the September 14, 2024, Parks and Recreation Committee meeting, a resident Ms. Glotfelty
spoke under “NONAGENDA PUBLIC COMMENTS”. Ms. Glotfelty discussed her six-year-old
son who was diagnosed with autism, and the difficulty of finding safe places (secure) for her son
to play at. Ms. Glotfelty stated that children with autism may have difficulty communicating or
understanding danger, and the importance of having a fenced in secure area. Ms. Glotfelty also
stated that other cities outside of the Coachella Valley have fenced in playgrounds around the
play structures/equipment, which creates a safe environment for all children.
After Ms. Glotfelty’s comments, the Committee members requested staff to place this item on a
future meeting for discussion.
FINANCIAL IMPACT:
There is no financial impact associated with this request of exploring cost options for fencing.

Palm Desert:
We have been tracking daily numbers at the skate park. The numbers have dropped a lot since the new
opening of the La Quinta Skate Park.
For September, the total number of skaters was 13 and bikes 9, spectators 8. For October the total
number of skaters was 30 and bikes 9, spectators 23.
The numbers have dropped significantly from the prior years. Below are the numbers of memberships
sold.
