A Regular Meeting of the Parks and Recreation Committee was called to order by Chair
Maldonado on Tuesday, January 7, 2025, at 8:30 a.m., in the Administrative Conference
Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

6.a DISCUSS NEW DISC GOLF COURSE AT HOMME ADAMS PARK /
SLAUGHTER RECREATION AREA
President of Palm Desert Disc Golf Club, Jon Berg, spoke in support of adding
disc golf course to Homme Adams Park and responded to member inquiries.
Following discussion, feedback to continue with Homme Adams Park as a
location for disc golf was provided, no formal action taken on this item.
6.b PARK NAMING SUBCOMMITTEE’S RECOMMENDATION FOR NAMING THE
FUTURE COMMUNITY PARK
Senior Project Manager Swartz narrated a PowerPoint presentation and
responded to member inquiries.

Recommend to the City Council approval of naming the future Community Park
in honor of Dave Erwin, the City’s first City Attorney.

Community Services Manager Muir with Chris Hermann of Hermann Design
Group lead discussion on enhancement of Baja Park with focal points being
lighting, landscape theft and signage. Feedback was provided, no formal action
taken on this item.

7.b UPDATES FROM EXOFFICIO MEMBERS
7.b.1 Family YMCA of the Desert
Executive Director of the Family YMCA of the Desert, Paula Simonds,
provided a report and responded to member inquiries.
7.b.2 Desert Recreation District
General Manager of Desert Recreation District, Kevin Kalman, provided a
report and responded to member inquiries.
7.c PARKS AND RECREATION COMMITTEE MEMBERS
The following items were requested by Committee Members for staff follow-up;
however, they do not necessarily reflect the consensus of the Committee:
• Installation of fencing around playgrounds;
• Updates and timelines for planned new parks; and
• A walkability study, bike safety assessment, and traffic enforcement review
for Portola Avenue between Fairway Drive and Haystack Road.
In response to an inquiry, Assistant City Manager Escobedo provided an update
on the YMCA's management agreement amendment for the Palm Desert Aquatic
Center. The Committee expressed disappointment over the lack of Committee
involvement in the process.
7.d CITY COUNCIL LIAISON
None.
7.e CITY STAFF
Senior Project Manager Swartz shared an update regarding the recent
resignations of Committee Members Flint and Akkerman; reminded the
Committee that interviews for Boards, Committees, and Commissions will take
place May or June 2025, with new members expected to start attending meetings
in July 2025.
Acting Assistant City Clerk Nance provided a reminder about the AB 1234
training session, scheduled for January 30, 2025. The training will be conducted
via Zoom or in person in the Council Chamber at City Hall.

SUBJECT: BUFORD CRITES DEDICATION BENCH
RECOMMENDATION:
Approve placement of a bench in dedication to former City Councilmember and trail advocate,
Buford Crites.
BACKGROUND/ANALYSIS:
Following the passing of Buford Crites in 2023, Friends of the Desert Mountains Association
submitted a request to City staff to dedicate a trail or amenity to Mr. Crites due to his work on
the City Council and with the Friends of the Desert Mountains Association. Mr. Crites also
resided within the City of Palm Desert and was an advo cate for hiking trails, preserving open
space within the hillside, and had a strong passion for dogs (Pups at Chapel Hill). Staff worked
with the City’s concrete park furnishings manufacturer, Outdoor Creations, to draft a bench
design for placement at the pavilion along the Homestead trail at Homme Adams Park.

SUBJECT: DISCUSS THE UPDATED CONCEPTUAL PLAN FOR THE NORTH PALM
DESERT COMMUNITY PARK
RECOMMENDATION:
Recommend approval to the City Council of the updated conceptual plan for the north Palm
Desert Community Park.
BACKGROUND/ANALYSIS:
A conceptual plan for the community park was approved by the Parks and Recreation Committee
in late 2023. Following review by Capital Improvement Department staff, changes to the design
were recommended to improve traffic flow, parking and accessibility. T he design consultant,
Interwest, made the requested updates and provided the updated conceptual plan. The design
consultant will provide a presentation at the February 4, 2025, meeting.

SUBJECT: DISCUSS THE PALM DESERT AQUATIC CENTER YEAR 2 FEE
INCREASE
RECOMMENDATION:
Recommend that the City Council approve the Year 2 increase in admission fees for the Palm
Desert Aquatic Center.
BACKGROUND/ANALYSIS:
Decreased attendance after the COVID-19 pandemic and increasing operational and
maintenance costs caused a reduction in cost recovery for the Palm Desert Aquatic Center. Staff
conducted research and provided a 5-Year fee increase plan to bring admission fe es up to the
current standard and stabilize the City subsidy. The Year 1 fee increase was approved in late
2023 and implemented beginning January 1, 2024. Staff have reviewed the impact of the
increase and recommend moving forward with Year 2 of the 5 -Year plan. Staff will provide a
presentation at the February 4, 2025, meeting.

Palm Desert:
We are partnering with the Palm Desert Chamber of Commerce to hold a health fair on February 22,
2025. The event will be from 10am to 2pm. Since we were not open on January 11, 2025, for the open
house. Our instructors will be joining in and offering free classes during the day.
We are having some success with the new tournaments we are offering. men’s soccer and women’s
volleyball had a nice turnout. A lot of the guests expressed gratitude and compliments on the
organization. We are hoping our upcoming beach volleyball tournament gets interest as well.
We are open normal hours since February 3, 2025. Come in and look at the new center. Consider
enrolling in one of our many programs.
