CALL TO ORDER A Regular Meeting of the Parks and Recreation Committee was called to order by Chair Maldonado on February 4, 2025, at 8:30 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON­AGENDA PUBLIC COMMENTS Paul Murphy, resident, expressed concerns regarding the Palm Desert Aquatic Center. Susan Ware, resident, provided comments regarding the inconvenience of the lighting at Cahuilla Hills Park during hours the park is not in use. 4. CONSENT CALENDAR To approve the consent calendar as presented. 4.a APPROVAL OF MINUTES Motion by: Committee Member O'Donnell Seconded by: Committee Member Murphy Approve the Minutes of January 7, 2025. ACTION CALENDAR 6.a BUFORD CRITES DEDICATION BENCH Community Services Manager Muir presented a staff report and responded to Committee Member inquiries. Tammy Martin, Director of Friends of Desert Mountains, responded to Committee inquiries regarding the history of Buford Crites. Motion by: Committee Member Guyer Seconded by: Vice Chair Perry Approve placement of a bench in dedication to former City Councilmember and trail advocate, Buford Crites, amending the name on the plaque inscription to read: “Pups at Chapel Hill Road In memory of Buford Crites” Motion Carried (7 to 0) 6.b DISCUSS THE UPDATED CONCEPTUAL PLAN FOR THE NORTH PALM DESERT COMMUNITY PARK Gianno Feoli, Interwest Consultant, narrated a PowerPoint presentation and responded to Committee Member inquiries. Motion by: Vice Chair Perry Seconded by: Committee Member O'Donnell Recommend that the City Council approve the updated conceptual plan for the North Palm Desert Community Park with the condition that the design consultant provide an alternative option for the proposed plan. This alternative should include: • Limited lighting on the sports field to accommodate evening use, ensuring minimal impact on the surrounding area and maintaining the park’s aesthetic. • A reconfiguration of the playground and activity areas, swapping their locations to optimize the space for both children and recreational activities. Motion Carried (7 to 0) 6.c DISCUSS THE PALM DESERT AQUATIC CENTER YEAR 2 FEE INCREASE Community Services Manager Muir and Liberty Urban of Urban Consulting narrated a PowerPoint presentation and responded to Committee Member inquiries. 6 Parks and Recreation Committee Meeting Minutes February 4, 2025 3 In response to an inquiry, Assistant City Manager Escobedo provided a brief explanation of the YMCA’s management agreement amendment for the Palm Desert Aquatic Center. Motion by: Vice Chair Perry Seconded by: Committee Member Guyer Recommend that the City Council approve the alternate Year 2 increase in admission fees for the Palm Desert Aquatic Center. Motion Carried (7 to 0) 7. INFORMATIONAL REPORTS & COMMENTS 7.a UPDATES FROM PARTNER ORGANIZATIONS 7.a.1 Palm Desert Aquatic Center Palm Desert Aquatic Manager, David Keyes, provided a report and responded to Committee Member inquiries. 7.a.2 First Tee ­ Coachella Valley Desert Recreation General Manager, Kevin Kalman, provided a report and responded to Committee Member inquiries. 7.a.3 Friends of the Desert Mountains Friends of the Desert Mountains Executive Director, Tammy Martin, provided a report, distributed flyers regarding upcoming events (included in the supplemental agenda materials); expressed concerns regarding the illegal trails created by members of the local biking community; and responded to Committee Member inquiries. 7.a.4 Palm Desert Library Per Staff's request, this item was removed from the agenda. 7.a.5 Friends of the Library Per Staff's request, this item was removed from the agenda. 7.b UPDATES FROM EX­OFFICIO MEMBERS 7.b.1 Family YMCA of the Desert A written report was included in the agenda packet. 7.b.2 Desert Recreation District Desert Recreation District General Manager, Kevin Kalman, provided a report and distributed a flyer (included in the supplemental agenda materials) regarding an upcoming event. 7 Parks and Recreation Committee Meeting Minutes February 4, 2025 4 Desert Recreation District Community Relations Director, Brenda Nutcher, provided information regarding an upcoming health fair and open house event. 7.c PARKS AND RECREATION COMMITTEE MEMBERS Committee Member O'Donnell requested that the Committee be included in the design process of walking and biking trails. 7.d CITY COUNCIL LIAISON None. 7.e CITY STAFF Project Manager Swartz reported the following updates: • Replacement sand for the volleyball courts will be included in the proposed budget. • In response to public input regarding safety, the City will be moving forward with installing fencing to enclose the playgrounds at City parks, beginning with Joe Mann Park. 7.f ATTENDANCE REPORT Report provided; no action taken on this item. 8. With our range revenue soaring from $137,056 to $165,020—a remarkable 20% increase—we're seeing our hard work come to fruition. While the number of golf rounds remains stable (3,118 in 2023/2024 and 3,133 in 2024/2025), the rise in fees has brought us an additional $8,599. As we enter our peak months of February and March, we’re excited for the growth ahead.
