resolution.

• Coachella Valley Water District's book on water-friendly landscapes;
• City of Palm Desert's Emergency Management guide;
• The need for improved transportation options for residents in North
Palm Desert;
• The importance of both battery-operated and gas generators; and
• The possibility of using the Shops of Palm Desert as an air-conditioned
walking location before opening hours.

Mayor Pro Tem Harnik echoed the committee's comments on the importance of
having multiple generator options and provided an update on current City
projects.

STATUS REPORT – OCTOBER 2024
RECOMMENDATION:
1. Receive and file Resource Preservation and Enhancement Committee status report for
October 2024.
BACKGROUND/ANALYSIS:
Below is the status of projects/programs and follow-ups from previous meetings:
1. Southern California Edison (SCE) Presentation – The SCE presentation has been
rescheduled for the February meeting.
2. SB 1053 Plastic Bag Ban – This legislation is aimed at closing a loophole in California’s
ban of single-use plastic bags at grocery store checkouts, which was first passed in 2014
and then approved by the state’s voters in 2016. It allowed stores to provide consumers
with thicker plastic bags at checkout. Beginning January 1, 2026, st ores will only be
allowed to distribute recycled paper bags to customers at the point of sale. Staff is working
with our grants consultant to identify available funding to purchase reusable bags to hand
out at City events to educate the public about this upcoming ban.
3. Grant Funding – Staff continues to work with our grants consultant to identify funding for
various projects related to sustainability. We currently have grant funding available from
CalRecycle to purchase items to assist with beverage container recycling such as water
bottle fillers for City parks/facilities or containers for businesses.
4. E-Waste Collection Event - On September 21, the City held an e-waste collection event
at the Civic Center to help residents and businesses safely dispose of unwanted
electronics, batteries, and lightbulbs. During the event, over 3.5 tons of electronics,180
lbs. of batteries, and 322 light bulbs were collected and diverted from the landfill. The
event was such a success that the truck was full by 10 a.m. To p revent early closures in
the future, staff has contracted with Desert Arc to bring two trucks to the 2025 event.
5. Shredding Event – The City’s next document shredding event is scheduled for Friday
and Saturday, November 22 and 23, at the Civic Center. The event will be held from 7:30
a.m. to 11:30 a.m. each day, or when the truck is full. Palm Desert residents and
businesses can drop off up to ten boxes of documents to be disposed of per day.

RECOMMENDATION:
1. Receive and file update on the Resource Preservation and Enhancement Committee’s
2024/2025 Workplan.
BACKGROUND/ANALYSIS:
Below is an update on the three projects outlined in the Resource Preservation and
Enhancement Committee’s (RPEC) 2024/2025 Workplan that was adopted by the City Council
on May 9, 2024.
Develop a Climate Action Plan
At the October RPEC meeting, staff will present information on the Coachella Valley
Association of Government’s (CVAG) Comprehensive Climate Action Plan (CCAP).
Adoption of Ordinances and/or Policies related to Water and/or Energy Conservation
The Inland Regional Energy Network (I-REN) is currently completing an energy analysis
of City facilities for the purpose of providing suggestions on energy efficiency. Once this
Energy Resilience Roadmap is complete, staff will bring it forward for the Committee’s
review.
The policy banning artificial turf in the public right-of-way was approved by City Council
on September 26, 2024.
Education and Outreach for Water and Energy Conservation and Sustainable
Landscaping
The City’s Cultural Arts Committee selected an artwork in conjunction with the Mayor’s
Monarch Pledge to be wrapped on a bench in the Civic Center Park and placed near the
pollinator garden. The bench is made from a recycled wind turbine.
The Wyland Foundation’s National Mayor’s Challenge for Water Conservation is
scheduled for April 2025. Staff will bring information forward on this initiative at a
forthcoming meeting.
Staff added the Coachella Valley Water District’s Lush and Efficient Landscape Guide to
the City’s website under the “Landscape Resources” section.

RECOMMENDATION:

BACKGROUND/ANALYSIS:
On September 26, 2024, the City Council was informed of the Coachella Valley Association of
Governments (CVAG) Comprehensive Climate Action Plan (CCAP) project. As indicated at the
August Resource Preservation and Enhancement Committee (RPEC) meeting, staff would be
seeking both RPEC members and the community’s input on identifying, prioritizing, and selecting
potential measures on this project as we move forward to assist with development of the plan.
To seek this input, staff posted ICF’s GHG Emissions Comm unity Survey (scheduled to remain
open until November) on the City’s Engage Palm Desert webpage in English and Spanish and
shared to the following:

Additionally, during the City Council meeting, the City Council was presen ted with a draft list of
potential GHG Reduction Measures that was provided to CVAG’s consultant (ICF) by City staff
by the required deadline. It was noted at the meeting that this draft list could be updated to
include or remove measures during the course of the project. At this time, staff plans to update
the list to include the following measures:

As mentioned at the last RPEC meeting, once CVAG’s CCAP is completed, which is now
anticipated in Q3 2025, the City will have a current GHG inventory and its own climate action
plan, which will make us eligible grant funding we otherwise would not qualify for.
