Receive and file Resource Preservation and Enhancement Committee status report for October 2024. BACKGROUND/ANALYSIS: Below is the status of projects/programs and follow-ups from previous meetings: 1. Southern California Edison (SCE) Presentation – The SCE presentation has been rescheduled for the February meeting. 2. SB 1053 Plastic Bag Ban – This legislation is aimed at closing a loophole in California’s ban of single-use plastic bags at grocery store checkouts, which was first passed in 2014 and then approved by the state’s voters in 2016. It allowed stores to provide consumers with thicker plastic bags at checkout. Beginning January 1, 2026, st ores will only be allowed to distribute recycled paper bags to customers at the point of sale. Staff is working with our grants consultant to identify available funding to purchase reusable bags to hand out at City events to educate the public about this upcoming ban. 3. Grant Funding – Staff continues to work with our grants consultant to identify funding for various projects related to sustainability. We currently have grant funding available from CalRecycle to purchase items to assist with beverage container recycling such as water bottle fillers for City parks/facilities or containers for businesses. 4. E-Waste Collection Event - On September 21, the City held an e-waste collection event at the Civic Center to help residents and businesses safely dispose of unwanted electronics, batteries, and lightbulbs. During the event, over 3.5 tons of electronics,180 lbs. of batteries, and 322 light bulbs were collected and diverted from the landfill. The event was such a success that the truck was full by 10 a.m. To p revent early closures in the future, staff has contracted with Desert Arc to bring two trucks to the 2025 event. 5. Shredding Event – The City’s next document shredding event is scheduled for Friday and Saturday, November 22 and 23, at the Civic Center. The event will be held from 7:30 a.m. to 11:30 a.m. each day, or when the truck is full. Palm Desert residents and businesses can drop off up to ten boxes of documents to be disposed of per day. 9 Resource Preservation and Enhancement Committee Meeting October 21, 2024 10 Resource Preservation and Enhancement Committee Meeting October 21, 2024 Page 1 of 2 RESOURCE PRESERVATION AND ENHANCEMENT COMMITTEE CITY OF PALM DESERT STAFF REPORT MEETING DATE: October 21, 2024 PREPARED BY: Amy Lawrence, Deputy Director of Economic Development SUBJECT: RESOURCE PRESERVATION AND ENHANCEMENT COMMITTEE 2024/2025 WORKPLAN UPDATE RECOMMENDATION: 1. Provide feedback on potential Greenhouse (GHG) Measures to be included in the Comprehensive Climate Action Plan (CCAP). BACKGROUND/ANALYSIS: On September 26, 2024, the City Council was informed of the Coachella Valley Association of Governments (CVAG) Comprehensive Climate Action Plan (CCAP) project. As indicated at the August Resource Preservation and Enhancement Committee (RPEC) meeting, staff would be seeking both RPEC members and the community’s input on identifying, prioritizing, and selecting potential measures on this project as we move forward to assist with development of the plan. To seek this input, staff posted ICF’s GHG Emissions Comm unity Survey (scheduled to remain open until November) on the City’s Engage Palm Desert webpage in English and Spanish and shared to the following:  City Council  RPEC Members  Planning Commission Members  City Staff  Desert Valley Builders Association (DVBA)  City’s Facebook and Twitter social media pages  E-blast by the Palm Desert Area Chamber of Commerce Additionally, during the City Council meeting, the City Council was presen ted with a draft list of potential GHG Reduction Measures that was provided to CVAG’s consultant (ICF) by City staff by the required deadline. It was noted at the meeting that this draft list could be updated to include or remove measures during the course of the project. At this time, staff plans to update the list to include the following measures:  Commercial Solar Installation  Residential Solar Installation  Warehouse Solar Installation  Solar PV + Battery Storage Installation 13 Resource Preservation and Enhancement Committee Meeting October 21, 2024 Resource Preservation and Enhancement Committee City of Palm Desert GHG Measures to be included in the Comprehensive Climate Action Plan Page 2 of 2 As mentioned at the last RPEC meeting, once CVAG’s CCAP is completed, which is now anticipated in Q3 2025, the City will have a current GHG inventory and its own climate action plan, which will make us eligible grant funding we otherwise would not qualify for. FINANCIAL IMPACT: There is no financial impact associated with this request. ATTACHMENTS: 1. Draft List of Potential GHG Reduction Measures 14 Resource Preservation and Enhancement Committee Meeting October 21, 2024 Working Draft List of Potential CVAG GHG Reduction Measures Comprehensive Climate Action Plan Draft, 07/19/2024 Below is a working draft list of potential measures to include in the CVAG Comprehensive Climate Action Plan (CCAP) for the municipalities within CVAG. This list is not the proposed list to include in the CCAP. This is, if you will, a “shopping list” that individual jurisdiction can use to identify the measures that are appropriate to include for their community. This list can also be used to solicit input from others within each community and from stakeholders. It is requested that you consider this list and provide feedback back to Jacob Alvarez (jalvarez@cvag.org) at CVAG with a cc to Jakub Zielkiewicz (Jakub.Zielkiewicz@icf.com) at ICF by no later than August 9, 2024. Please note that in the tables below, when it says “Similar to” other measures, these measures are listed in the Priority Climate Action Plan (PCAP) prepared for SBCOG. WRCOG, and CVAG earlier this year. See the PCAP for descriptions. Thank you for your assistance in providing your input and developing a CCAP that works for all CVAG jurisdictions: Please provide the following information: Jurisdiction: City of Palm Desert _____________________________________________________________________ Person Who Filled this Template Out: Amy Lawrence__________________________________________________ Date Completed: August 8, 2024_____________________________________________________________________ Other comments/questions (Please provide below): 15 Resource Preservation and Enhancement Committee Meeting October 21, 2024 Building Energy Building Weatherization, Electrification, and Energy Efficiency Measures Category Measure Details Similar to Include for your Municipality?
