CALL TO ORDER A Regular Meeting of the Architectural Review Commission was called to order by Chair Vuksic on May 13, 2025, at 12:30 p.m. in the Development Services Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON­AGENDA PUBLIC COMMENT Chair Vuksic opened and closed the public comment period for Non -Agenda public comment. No public comments were provided. 4. CONSENT CALENDAR Motion by: Commissioner Colvard Seconded by: Commissioner McAuliffe The Consent Calendar was approved as presented. Motion Carried (7 to 0) 4.a APPROVAL OF MINUTES Motion by: Commissioner Colvard Seconded by: Commissioner McAuliffe The Architectural Review Commission (ARC) regular meeting minutes of April 8, 2025, were approved as presented. ACTION CALENDAR 6.a CONSIDERATION FOR DESIGN REVIEW APPROVAL FOR CONSTRUCTION OF 3,394 SQUARE FEET OF PATIO SHADE STRUCTURES FOR OUTDOOR DINING AT UNIVERSITY VILLAGE LOCATED AT 36901 COOK STREET AND 36891 COOK STREET Chair Vuksic advised the Commission of his need to recuse from this item as his firm is the Architect on this project and left the conference room. Assistant Planner, Kayleen Aguirre, narrated a PowerPoint presentation on the item and responded to Commission inquiries. David Prest and Ryan McComb with PVG Architects, Applicant, were present in person. Vice Chair McIntosh opened the public comment period and invited the applicant to speak. David Prest and Ryan McComb with PVG Architects, Applicant, introduced themselves and answered questions from the Commission. With no other members of the public wishing to comment, Vice Chair McIntosh closed the public comment period. Discussion on the item ensued with Commissioners providing comments on the project. Motion by: Commissioner McAuliffe Seconded by: Commissioner Latkovic Motion carried to approve Case No. CUP25-0003, as presented with the following conditions: 1. The Applicant shall provide an updated University Village sign program to clarify the new building frontage sign locations and blade signs, consistent with DR25-0003 drawings. The updated sign program is to be approved by Staff. 2. Piping and conduit, which services the patio structures, shall be concealed. Motion Carried (6 to 0) 6.b CONSIDERATION TO APPROVE A DESIGN REVIEW FOR A NEW, FOUR- STORY HOME2SUITES HOTEL LOCATED ON TECHNOLOGY DRIVE (APN: 694190093) Deputy Director Flores advised the Commission Chair Vuksic would be recused from this item as his firm is the Architect on this project. Architectural Review Commission Minutes May 13, 2025 3 Deputy Director Flores narrated a PowerPoint presentation on the item and responded to Commission inquiries. David Prest with PVG Architects, Applicant, and Jinger Sighn, Owner, were present in-person. Vice Chair McIntosh opened the public comment period and invited the applicant to speak. David Prest with PVG Architects, Applicant, and Jinger Sighn, Owner, introduced themselves and answered questions from the Commission. With no other members of the public wishing to comment, Vice Chair McIntosh closed the public comment period. Discussion on the item ensued with Commissioners providing comments on the project. Motion by: Commissioner McAuliffe Seconded by: Commissioner Sanchez Motion carried to approve Case No. PP24-0004, as presented with the following condition: 1. An internal gutter shall be installed on the edge of the arched metal roof. Motion Carried (6 to 0) Chair Vuksic rejoined the meeting at the conclusion of this item. 7. REPORTS & REMARKS 7.a ARCHITECTURAL REVIEW COMMISSIONERS Commissioner Colvard reported the Cultural Arts Committee identified their top three priorities with one priority focusing on the annual El Paseo art competition and a second priority placing more emphasis on the installation of art in the City's north sphere. 7.b CITY STAFF Deputy Director Flores provided the following updates:  The City of Palm Desert is receiving an award from the Inland Empire section of APA (American Planning Association) for the City's Objective Design Standards. The receipt of this award will allow the City to apply for an award from the State.  The City's annual budget session was held last Thursday, May 8, 2025, and is available to view online at the City's website.  The DSRT Surf project is still moving along, with a lot of grading activity for the various project components. Several plans are currently in review; the Surf Center and some of the residential building plans having already been approved.
