BUSINESS ITEMS 5.a CONSIDERATION OF A REQUEST FOR APPROVAL OF A HEIGHT EXCEPTION TO PERMIT THE DEVELOPMENT OF A NEW SINGLE-FAMILY RESIDENCE LOCATED AT 47600 SILVER SPUR TRAIL Siji Fernandez, Senior Planner, narrated a PowerPoint presentation and responded to Commission inquiries. Toni Ringline, applicant, stated she believes she has met all requirements for approval and expressed appreciation for the Commission's review. Groundbreaking has been rescheduled for November 6, 2025, at noon, with project completion scheduled for the end of February 2026. Motion by: Commissioner Latkovic Seconded by: Vice-Chair Blakeley 1. The single-family home shall conform to the plans and elevations submitted and approved by ARC, including the maximum building height of 16 feet 6 inches measured from finished grade. 2. The maximum building height shall not exceed 16 feet 6 inches as approved. Any future increase in height shall require separate review and approval by ARC. 3. The exterior materials and color palette shall be consistent with the approved design, utilizing neutral earth tones. 4. The structure shall maintain all other required setbacks and site design standards per the R-1 Residential Single Family zoning requirements. Motion Carried 6-0 6. BACKGROUND/ANALYSIS: Case No.: Design Review 25-0002 (Precise Plan (PP) 25-0002) Najafi Enterprises, LLC (Applicant and Owner) is proposing a new 9,756 square foot warehouse building (Project), located at 34501 Spyder Circle which is south of Dinah Shore Drive and north of Dick Kelly Drive (Assessor’s Parcel Number 694 -240-019). The project includes 18 parking stalls that include 5 interior spaces, one (1) van accessible handicapped space, and two (2) electrical vehicle spaces. The project includes a trash enclosure, on-site landscaping, and perimeter block wall. The project is in the Service Industrial (SI) District. Project Summary: The project is a Design Review request by the Applicant for approval of architecture and landscaping for a 9,756-foot warehouse building, on-site parking, landscaping, and a trash enclosure. A. Property Description The project site (Site) is a 0.58-acre vacant parcel within the within the Service Industrial (SI) District on Assessor’s Parcel Number 694-240-019 at 34501 Spyder Circle south of Dinah Shore Drive and north of Dick Kelly Drive in the northern part of the City of Palm Dese rt. 9 Architectural Review Commission City of Palm Desert DR25-0002 Page 2 of 11 Exhibit 1 – Vicinity Map B. Project Description Site Plan The Site Plan (Exhibit 2 below) shows the building location and orientation, vehicle and pedestrian access, handicapped path of travel, and parking. The project site plan has been reviewed and conditioned by the City’s Land Development division to ensure proper vehicular circulation, safety, fire access, and reviewed against traffic impacts to Spyder Circle, Dinah 10 Architectural Review Commission City of Palm Desert DR25-0002 Page 3 of 11 Shore Drive, and Dick Kelly Drive. The access to the site will be from the east side of the property from two access points, one to the parking area and one that le ads to interior parking spaces. The other will be a shared access point from the north side of Spyder Circle Both fire trucks and trash collection would enter from Spyder Circle (east) and exit the Mutual Access Easement to Spyder Circle (north). Even though this is very straightforward it will need to be approved by Burrtec and Riverside County Fire. The driveway to the rear is 160 feet and the fire trucks will pull the hose from the street if the need arises. Exhibit 2 – Site Plan Architecture The proposed architecture of the 9,756 square foot warehouse (Building) is characterized by a Modern style incorporating slanted stepped roofs for each section. The building will be metal with differing colors and textures, block wall and metal siding to match the building, rolled garage doors to each section of the building, glass pedestrian entryways with sidelights and black metal framing, and the use of goose neck lighting. The South Elevation, which is the right side of the building will face adjacent SI uses and the architectural elements include the following identified by the notes on the plan:  Eight-Foot Lower Wall Wainscotting Panels in a burnt sienna color (K3) 11 Architectural Review Commission City of Palm Desert DR25-0002 Page 4 of 11  Twenty Foot Upper Wall Panels in a sky-blue color (K2)  Gooseneck Lighting (K8)  Beige Roll-up Garage Doors (K9)  Beige Person Doors to match upper panels (K10)  Downspout screened from public view (K16) The West elevation will face a vacant lot and have limited visibility from Dinah Shore Drive and contain the following features:  Tan Roof Trim to compliment adjacent materials (K5)  The exterior walls will match the upper tan walls on other elevations. (K2)  Sectional Masonry Block Wall to match upper walls and metal siding to match lower walls. (K11 & 12)  The Note on the Plans for the metal section is labeled K13 but should be K12 and the color to match the lower walls.  This elevation is the most plain but given its limited visibility staff did not request enhancements. The next two elevations would be considered the character defining elevations and have the most visibility. The East elevation will face Spyder Circle and contain the following:  Sectional Masonry Block Wall to match upper walls and metal siding to match lower walls. (K 11 & 12)  The address rust channel letter sign will be externally illuminated with gooseneck lighting. (K13)  The upper wall panels in a sky-blue color (K2)  The lower panels will not be visible because of the block wall.  The name of the business will be on the block wall in rust colored channel letters. (K14) The North elevation will face the parking lot and include the following:  Main glass entry door to each section of the building framed by black Aluminum. (K6)  Eight Foot Lower Wall Wainscotting Panels in a burnt sienna color. (K3)  Twenty Foot Upper Wall Panels in a tan color. (K2)  Black Metal Louvered entry canopy over each door (K7)  Gooseneck lighting over each entrance. The standing seem roof will be slanted but each unit will be stacked a little higher than the other. If roof equipment is ever placed up there it will be required to be screened via a condition of approval. Landscaping The project will include 4,094 square feet of landscaping which will be 16% of the site which exceeds the 15% requirement of 3,790 square feet. Landscaping will be placed on the east, north, and west sides of the property. 16 Architectural Review Commission City of Palm Desert DR25-0002 Page 9 of 11 East Elevation This will be the vehicular entrance and contain rich mix of trees and shrubs. The tree will be the Desert Museum Palo Verde with a 48” Box which will be sturdy and will not be damaged from the strong winds in the area. However, it is recommended that the applicant place guidewires as staking to keep the multiple trunk tree growing in the right direction and for reinforcement. The trees will be surrounded by Mexican Birds of Paradise, Century Plants, Desert Spoon, and a variety of Rocks and boulders. The groundcover will be rock/cobble and crushed rock. The crushed rock will be Copper Canyon which is a tan color that will complement the building. North Elevation This elevation will also have the same mix with the addition of Silver Cascia. The use of plants and trees will complement the building, but it is recommended th at there be more shade trees. One can be placed at the end of the parking row and four (4) more along the parking row using triangle or rectangle planters that are large enough for a tree. There is no groundcover identified and it is recommended that the Copper Canyon be used. West Elevation The west elevation will have a mix of the same plants used in the other elevations; however, no ground cover is called for and it is recommended that the copper canyon crushed rock be used. Parking The applicant is proposing 6 interior parking spaces. This total comes to 900 square feet which is deducted from the total square footage of the building which is then 8,856 square feet. The 18 spaces meets the code requirements. The labels for the parking are incorrect, a nd the number 14 was omitted, and it shows 19 spaces when there are only 18 spaces. The PDMC also requires one space that is electric available or capable and the site plan has two (2) electric vehicle capable spaces which meets the requirements of the PDMC. Zoning Ordinance Summary: ARC approval of proposed Design Review applications is required per PDMC 25.68.020. Findings for ARC Design Review are listed under PDMC Section 25.68.040 – Findings of the ARC. That the proposed development conforms to any legally adopted development standards. The proposed development conforms with the standards for the Service Industrial (SI) District of the Palm Desert Municipal Code as required in Section 25 of the PDMC. This includes meeting standards on lot coverage, parking, setbacks, height, and land use. B. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed project is in the Service (SI) District of the PDMC and is surrounded by vacant property or other industrial uses, therefore it will fit seamlessly into the neighborhood and will not impair anyone from reasonably using their property. C. That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. The proposed project blends well with the surrounding neighborhood by incorporating a modern utilitarian design and utilizes a desert color and landscaping palette that is harmonious with surrounding development on Spyder Circle. The design of the Building use architectural pop-outs, decorative eyebrows, wainscoting, and decorative bands to provide articulation. 18 Architectural Review Commission City of Palm Desert DR25-0002 Page 11 of 11 D. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed design utilizes desert colors and landscaping that are decorative bands, wainscoting, and use of decorative block. The project also includes onsite landscaping along perimeter frontages and pedestrian and vehicular connectivity t o surrounding developments. E. That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed development conforms with all development standards of the Service (SI) District in the PDMC. The proposed warehouse use will meet all the requirements of the PDMC. F. That the overall development of the land shall be designed to ensure the protection of the public health, safety, and general welfare. The site plan and grading plan have been reviewed to confirm the design provides protection of the public’s health, safety, and general welfare. The site is adequately serviced by utilities and the grading plan reviewed in accordance with City requirements. AIA, AIBD Project Information T1 Please visit cmsanders.com Lease Shell Building Subject Site Project Intent & Goals Design, Geometry, & Orientation The meticulous design of this building creates a structure that is: ▪Energy efficient ▪Noncombustible ▪Disaster resilient ▪The building shell will be net-zero consumption ▪The form follows function is uniquely attractive. The geometry and orientation of this building is intentional. The design is a true example of form follows function. A gentle single slope roof takes advantage of the southerly Palm Desert sun for solar power generation purposes. In addition, the building has large overhangs shading the lower portions of the building. Exterior Appearance & Finishes The appearance and finishes for this project are inspired by and reminiscent of local turn-of-the-century mining facilities. The simple single slope roof and the rustic, traditional metal siding materials achieve that goal. Some of the benefits of utilizing metal siding and roofing for this project are as follows: ▪Metal is a non-combustible material with a Class A fire rating, the highest rating a material can have. ▪The PVDF Cool Coatings metal roof to be used meets energy efficiency compliance standards (i.e., LEED, the Cool Roof Rating Council, ENERGY STAR*, etc.). ▪Metal, including steel, is the most recycled material in North America therefore the use of metal siding has a positive environmental impact. ▪The metal siding and roofing is both made from recycled materials and able to be recycled again at the end of this project’s lifespan. ▪Because metal is a recycled material it eliminates landfill waste and reduces CO2 emissions unlike other types of exterior finish materials. ▪Metal siding is pest and mold resistant. Structural Systems A Nucor Building Systems (NBS) pre-engineered steel structure will be utilized for this project. The robust structural system is designed with an exceptional strength-to-weight ratio. This structural system makes this structure a safer choice in disaster prone areas. ▪Fire - The structure is steel therefore non-combustible. ▪High seismic activity - Due to the robust structural design the building is lighter and stronger. ▪Wind - Flexible steel framing allows the structure to better withstand external forces like wind. NBS is North Americas largest recycler. A typical NBS building is manufactured from over 70% recycled steel. At the end of the building’s lifespan, it is 100% recyclable. All interior tenant improvement structural components will be constructed of steel and will be structurally independent of the shell thus having no impact on the building’s shell performance. Energy Efficiency The intentional single slope design allows for maximum exposure to the southerly Palm Desert sun thus allowing us to meet our energy efficiency goal. A net-zero energy consumption shell. The roof and the walls of the building shell will be fully insulated. Thermal blocks will be utilized in the construction of the thereby stopping radiant heat gain. The independent design of the interior tenant improvements will create a “double wall” condition that will also be independently insulated. Values of R-40 and above will be realized.
