1. CALL TO ORDER - STUDY SESSION
A Study Session of the Palm Desert City Council was called to order by Mayor Harnik
on Thursday, July 10, 2025, at 2:33 p.m., in the Council Chamber, City Hall, located at
73-510 Fred Waring Drive, Palm Desert, California.
2. STUDY SESSION TOPICS
2.a OVERVIEW OF RIVERSIDE COUNTY DEPARTMENT OF ANIMAL SERVICES
– PROPOSED CONTRACT AND COST RECOVERY MODEL
Assistant City Manager Cannone narrated a PowerPoint presentation and
responded to City Council inquiries.
Following discussion, City Council requested the following follow-up items:
• Review of County metrics, including totals of adopted animals, total
spay/neuter procedures, and response times for priority one calls;
• Inclusion of a clause in the proposed contract allowing the City to modify
the agreement if the services provided are deemed unsatisfactory;
• Research of a potential requirement that animals be licensed, altered, and
microchipped prior to release; and
• Research the feasibility of including weekend field services.
Councilmember Quintanilla recommended the creation of a subcommittee
consisting of Mayor Pro Tem Trubee and Councilmember Quintanilla as they
currently serve as liaisons to the Coachella Valley Animal Campus (CVAC).
2.b OVERVIEW OF CITY TREE PRUNING AND MAINTENANCE
Community Services Manager Muir narrated a PowerPoint presentation and
responded to City Council inquiries.
3. ADJOURNMENT
The City Council adjourned the Study Session at 3:41 p.m.
