The City of Palm Desert and Riverside County Sheriff's Department (RCSD) Palm Desert Station are looking to replace several outdated critical DUI enforcement equipment and provide funding for enforcement efforts and training for our officers. Palm Desert is a City located in Riverside County, CA with a year-round census population of 51,951, according to 2020 US Census statements. However, seasonal tourism to the Coachella Valley results in 14.4 Million visitors traveling to the region (2023 estimates), which bring unique challenges to the City and our public safety efforts. The high number of tourists, entertainment tourism, and casino and gambling industries around the City result in high rates of DUI and alcohol-involved crashes, according to the Office of Traffic Safety. The City of Palm Desert ranks 3 rd (worst) out of 104 similarly sized cities for had been drinking drivers under the age of 21 in 2022, according to OTS’ Crash Rankings results. In 2022, 114 drivers were arrested within Palm Desert City limits for DUIs. Additionally, the City’s existing officers, contracted through Riverside County Sheriff’s Department, are not all trained in SFST, ARIDE, and DRE courses. Additionally, the existing DUI command post (trailer) is outdated, showing signs of age, and in need of replacement. Collision training will also allow more of our officers in the field to help address and determine DUI causes in crashes. The proposed grant will address several of the City’s unique needs given its elevated rate of DUI arrests and serious concerns regarding traffic collisions. First, increased enforcement and checkpoints will allow the Department to respond to this acute need more adequately within the community. Lastly, by funding the training for our officers, the grant will allow our officers to respond to roadside evaluations more comprehensively, allowing our officers to effectively and efficiently identify impaired driving. The PD anticipates that Cannabis Tax Fund grant dollars will ultimately result in an overall reduction in the number of DUI’s and in the number alcohol and drug involved traffic injuries and fatalities. Performance Measures/Scope of Work Detail EACH Project activity/item below, which will serve as your goals and objectives for the Project. For EACH goal/objective, include estimated timelines (ex: monthly, quarterly), quantitative measurements (ex: reduction of DUI/DUID by %), and justification detailing how it will enhance/support the Project. Replacement of DUI Command Post: Acquisition will begin immediately upon grant award, to be completed within 3-5 months of a grant agreement. 2. DUI Saturation Patrols: 10 additional patrols to be conducted at 8 hours each at regular intervals throughout the grant performance period (approximately 1 every 1.5 months). Anticipated to result in overall reduction of DUIs. 3. DUI Collision Training: for a Bosch EDR technician and EDR analysis. To be begun as soon as a grant agreement is reache 4. DUI training: 1 time training off-site for officers in need of DRE, SFST, and ARIDE training. EXAMPLE ONLY 16 DUI Saturation Patrols (Q1 = 4, Q2 = 4, Q3 = 4, Q4 = 4): Aim to reduce DUI/DUID deaths by 10%, which will improve roadway safety in the community. 2 DUI Checkpoints (Q2 = 1, Q4 = 1): Aim to reduce DUI/DUID by 15%, which will reduce the number of impaired drivers in the community. 4 Message Boards for DUI Checkpoints and Educational Messaging (Q1 = Purchase, Q2 = Receive, Q2-Q4 = Use to complete DUI Checkpoints and education): We will utilize the Message Boards to notify the public of an approaching DUI Checkpoint. In between DUI Checkpoints, we will display educational messaging against driving under the influence. 4 Educational Presentations at local high schools (Q1 = 1, Q2 = 1, Q3 = 1, Q4 = 1): Aim to contact at least 100 students each quarter to increase awareness of driving under the influence. Project Performance Evaluation Provide the method of evaluation to show Project effectiveness and positive impact(s) on the community. These strategies shall include captured quantitative/qualitativ e data and a communication plan to share Project results with both internal and external stakeholders. The City of Palm Desert and Riverside County Sheriffs Department will utilize the following methods of evaluation to gauge the program’s success and positive impact on the community: 1. Using the data compiled during the grant, the Grant Director will complete the “Final Evaluation” section in the fourth/final Quarterly Performance Report (QPR). The Final Evaluation should provide a summary of the grant’s accomplishments, challenges and significant activities. This narrative should also include whether goals and objectives were met, exceeded, or an explanation of why objectives were not completed. Each quarter can also be evaluated separately to determine if the department is on track to reach its goals and objectives. Results will be shared internally with all police department personnel during staff briefings as well as via email. 2. Applicant will report and monitor the qualitive DUI arrest and injury/crash statistics to evaluate program success. 4. Applicant will evaluate community feedback delivered via word-of-mouth, public comment, forums, or online feedback, and respond appropriately to community input on the effectiveness of the project. RCSD and the City of Palm Desert have robust grant administration experience, and achieved successful reduction of DUI rates through these prior grant funded activities. Equipment Costs may include non-expendable, tangible, personal property having a normal useful life of more than one year, and an acquisition cost of at least $5,000 (ex: four identical assets, which cost $1,250 each, for a total of $5,000, are not considered an equipment purchase). Equipment shall be directly related and necessary to complete CTFGP grant-funded activities included in the Project. Equipment should be purchased at the beginning of the Project Performance Period to ensure it is utilized when completing corresponding Project activities. If requesting equipment, the Project shall contain a correlating CTFGP grant-funded Project activity (ex: Message Board for DUI Checkpoints).
