as a Metro City with the County of Riverside.

Authorize the City Manager to execute the Joint Recipient Cooperative Agreement as a Metro
City with the County of Riverside and take any other actions necessary to effectuate the action
taken herewith.

REQUEST: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT JOINT RECIPIENT
COOPERATIVE AGREEMENT WITH THE COUNTY OF RIVERSIDE FOR
FISCAL YEARS 2025/26 AND 2026/27
RECOMMENDATION:
1. Authorize participation in the County of Riverside’s Urban County Program for Fiscal Years
2025/26 and 2026/27.
2. Authorize the City Attorney to finalize the Joint Recipient Cooperative Agreement as a Metro
City with the County of Riverside.
3. Authorize the City Manager to execute the Joint Recipient Cooperative Agreement as a Metro
City with the County of Riverside and take any other actions necessary to effectuate the
action taken herewith.
BACKGROUND/ANALYSIS:
On June 8, 2023, the City Council voted to join the Urban County Program with the County of
Riverside (County) as a Metropolitan City for three fiscal years, to recognize staff time savings
as well as maximize funding opportunities by leveraging the County’s HUD experience and
reporting infrastructure. However, following the County’s submission to HUD, staff discovered
that the City had been identified incorrectly and began working with County staff to determine
the best way to remedy their error. By approving this item, this allows the City to participate in
FY 25/26 and FY 26/27.
County and City staff have been collaborating with local and federal Housing and Urban
Development (HUD) representatives to resolve the error and facilitate the City's inclusion in the
County Program. On March 28, 2024, HUD outlined the necessary steps for progress, which
includes the requirement for City Council to authorize reducing the term of the Cooperative
Agreement from three fiscal years to two fiscal years.
Legal Review:
This report has been reviewed by the City Attorney’s office.
FINANCIAL IMPACT:
The City received a CDBG allocation of $365,446 in FY 2024-25. During Fiscal Years 2025-26
and 2026-27, the City will retain its entire entitlement allocation and share the administrative
apportionment with the County. This action does not impact the General Fund.
