1. PROJECT OVERVIEW
Determine the optimal location for a new substation with a 30MVA transformer bank that will
support the 20 MW demand usage for the North Sphere Project on the City of Palm Desert.
The basis of this study was developed with information from the current City of Palm Desert,
virtual site fielding and basic principals and standards on engineering, design and construction
of a substation.
The study was based on a standard substation build up with no alternative energy sources. It is
dependent on IIDs feasibility and estimate cost for the proposed substation.

2. LOCATION FACTORS - ACCESS AND INFRASTRUCTURE
Geographical and Topographical Characteristics:
Elevation: +/- 46 above sea level.
Proximity to population areas: Is about 180 / 200 ft from the residential building to the West.
Environmental Constraints:
Protected habitats: No protected habit or preserve area was found.
Flood Zone – High Wind Erosion: Not in a know flood area, Not in a fault zone and within high wind erosion area.
Accessibility & Infrastructure :
Proximity to major roads: General Ford Dr and Cook St.
Ease of transportation for equipment: Location meets IID heavy equipment requirements.
Availability of existing power and utility infrastructure: IID Transmission Line is within 1500 Ft

3. LAND ACQUISITION AND ZONING
Land Availability:
Cost and availability of land in potential locations: The parcel of land that was identified by City of Palm Desert and IID is part of California State
University San Bernardino – Palm Desert Campus. Located at the intersection of Gerald Ford Drive & Cook Street. IID has requested a 315 Ft by 315 Ft
section to be dedicated for the substation. It will have a fence around the entire perimeter of the substation and will require direct access to a main
street. Currently the cost to acquire the land for the substation is unknow and is assumed that IID will maintain the substation and parcel.
Zoning Regulations:
Review of local zoning and land use policies: The zoning for the proposed location
for the substation is established as Public Zoning. City to review use policy.

some Substation equipment specifications.
Transformer, Transformer accessories, Switchgear and
Circuit Breakers, Protection and Control Equipment,
Busbars, Voltage Regulator, Grounding System, Lighting
and Fire Protection, Security and Fencing.

4. TECHNICAL AND SITE REQUIREMENTS
Site Design Requirements:
Sufficient land area for the footprint requested by IID ( 315x315 Ft )*.
Necessary clearances for electrical safety.
Access to maintain large equipment and facilities.
The site must have rom for expansion due to load growth or planned additions.
Environmental effects ( drainage, noise and road traffic effects ).
Grounding to protect passers and workers.
The Substation is reasonable central location of the distribution area.
*Setbacks, right of way, sidewalks, berm, PUE, catch basins, etc.. Should be
considered outside of the 315x315 Ft area.

4. TECHNICAL AND SITE REQUIREMENTS
Site Requirements - Property:
A. Site shall be located as close as possible and in a strategic manner to allow transmission lines and distribution circuits access and exit to the substation in a
predetermined route.
B. IID won’t get involve with permits, design or process to hold storm water.
C. Developers shall provide IID with topographical data (AutoCAD format) showing the actual state that IID will receive land.
D. IID provides chain link fence around substation as a standard. Any other material to enhance aesthetics will require additional cost and compliance with
electrical safety standards.
E. IID will not take responsibility to maintain in good conditions any berm done by developer outside 315’x315’ area. This maintenance will be the developer's
responsibility, so the developer needs to ensure access and space to do this maintenance.
F. Site shall be clear of any contaminants and debris. Environmental analysis shall be performed before accepting site.
G. Site shall be away from any geological fault.
H. Sites proposed next to railroad tracks will be subject to a restrictive analysis.

4. TECHNICAL AND SITE REQUIREMENTS
Site Requirements - Access:
A. Two (2) access roads to get to the substation site are required. Access roads shall have at least 30’ width and must be capable to handle traffic of large and
heavy trucks without deformation and provide acceptable turn radius.
B. IID requires two (2) – 30ft. Gate access. The final location of these gates will be determined by IID.

Site Requirements - Drainage:
A. Substation finished ground level should be six (6) inches minimum above top of curb.
B. It is the owner-developer’s responsibility to do the necessary arrangements for proper independent drainage of the substation site out to the delivery point
(well, catch basin, etc).
C. IID requires substation land to be dry, and free of water infiltrations.
D. Owner-developer shall provide IID with a finished ground level with a 0.5% slope for drainage. This slope shall be in accordance with the proper drainage of
substation site. Owner developer shall summit proposal to IID for approval.
E. Imported fill soil, if required, should be per IID’s specification.

6. COST ESTIMATION
Cost Factors:
Factors that will drive the cost will be redundancy, availability of transformers, Power Backup Systems, ATS, Protection Systems and communication
controls systems, among others.
Cost estimate general assumption to build a 25 MW Substation is $15 - $25 Million.
Evaluate cost estimates for installation, equipment, construction, labor, maintenance, and ongoing operational expenses.

7. REGULATORY COMPLIANCE
Regulatory Requirements and Permits:
Before commencing any construction on the substation, it is imperative to secure the requisite regulatory approvals and permits.
These permissions typically involve local, state, and federal agencies, each with specific jurisdictional authority over different aspects of the project.
Key approvals may include zoning permits, environmental impact assessments, and construction permits.
Engaging with regulatory authorities early in the project timeline is crucial to ensure all requirements are understood and met.

8. COMMUNITY AND STAKEHOLDER ENGAGEMENT
Community Impact:
Community Outreach Plan: Develop a comprehensive outreach plan that outlines the strategies and methods for engaging with the community and
stakeholders. This plan should define objectives, target audiences, and communication channels.
Stakeholder Identification: Identify all relevant stakeholders, including residents, businesses, community organizations, government agencies, and
environmental groups. Categorize them based on their interests and influence on the project.

10. CONCLUSION
The proposed substation area aligns with the city's growth objectives and enhances IIDs electrical
infrastructure's reliability.
City of Palm Desert should maintain a level of transparency, environmental stewardship, and regulatory
compliance throughout the process.
The chosen substation site will support economic growth and ensures a brighter, sustainable future for the
residents and business in the North Sphere section of the City.
The cost was an opinion of cost based on IID high level estimate and industry pricing standards.
