Key Information and Requirements: This email is not authorization to begin work, and it does not guarantee Federal funding. The United States Department of Transportation(USDOT) and City of Palm Desert must establish and execute a signed, mutually agreed upon grant agreement prior to the obligation of award funds. No costs incurred before USDOT signsand executes the grant agreement will be reimbursed or counted toward the 20% cost-share requirement. The project includes sidewalk construction, pedestrian lighting, and the inclusion ofhigh-visibility crosswalks, ADA-compliant curb ramps, and a speed feedback sign. Between2013 and 2022, 83% of injury and fatal crashes occurred on 8% of local streets. In total, 66%of Cook Street crashes involved unsafe behaviors. Improvements align with FHWA’s ProvenSafety Countermeasures and the Safe System Approach. This project includes Planning andDemonstration Grant funds to pilot inclusion of a median near two schools and to assess statelegislation-approved speed limit reductions. Preparing for Establishing a Grant Agreement The terms of the grant agreement will be in accordance with the FY 2025 SS4A NOFO andapplicable Federal requirements. The list below highlights key information to familiarizeyourself with as the grant agreement development process begins. Note that the informationbelow may not be applicable to all activities included in your award. 2 CFR part 200: All SS4A awards will be administered pursuant to the UniformAdministrative Requirements, Cost Principles and Audit Requirements for FederalAwards found in 2 CFR part 200 (NOFO p. 68). We encourage awardees to takeFHWA’s free training on these requirements, “Understanding the Uniform GuidanceRequirements (2 CFR 200),” Course #231034.Allowable Costs: To be considered allowable, costs incurred must be reasonable,necessary, and allocable, as described in 2 CFR Part 200 Subpart E – Cost Principles. Match and Cost Sharing: Grant recipients are required to contribute no less than a20% non-Federal match. For information related to match and cost-sharing in the SS4A context, please review https://www.transportation.gov/grants/ss4a/match.Use of Other Federal Funds: While SS4A grant recipients may also use other sources of Federal funding toward a SS4A project, administering a project that includes Federalfunds with other requirements, such as funds under Title 23, United States Code, will result in increased complexity and such grant agreements will take longer to execute.Consistency with Administration Priorities: The selected grant may need to remove activities for consistency with Administration priorities. If the grant application includedany of the following activities, they will need to be removed in coordination with FHWA prior to executing a grant agreement unless exceptions apply:automated traffic enforcement (except in school zones and work zones); curb extensions (except for bus or transit stops, roundabouts, school zones, on-street parking where the extension would not eliminate dedicated lanes for right turns, or curb extensions which do not reduce roadway capacity); andequity analysis.Maintenance Activities: Maintenance activities for an existing roadway primarily tomaintain a state of good repair are not eligible activities. If your award contains funding for supplemental planning and demonstration activities, notethat funds for supplemental planning and demonstration activities must not be shifted to implementation activities. Supplemental planning and demonstration activities must includethe following deliverables: Supplemental Planning: A written product that connects to, supports, and enhances anAction Plan (NOFO p. 17); and/orDemonstration Activities: An assessment of the demonstration activities and anupdated Action Plan that incorporates the information gathered from the demonstration activities into the Action Plan’s list of projects or strategies and/or informs another partof the Action Plan (NOFO p. 18).
