REQUEST: RESOLUTION DESIGNATING THE CITY MANAGER, ASSISTANT CITY MANAGER AND CITY TREASURER TO BE AUTHORIZED AGENTS FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED
BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY AND SUB-GRANTED THROUGH THE STATE OF CALIFORNIA AND THE COUNTY OF RIVERSIDE.
RECOMMENDATION:
Adopt a Resolution entitled, “RESOLUTION DESIGNATING THE CITY MANAGER, ASSISTANT CITY MANAGER AND CITY TREASURER TO BE AUTHORIZED AGENTS FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL
ASSISTANCE PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY AND SUB-GRANTED THROUGH THE STATE OF CALIFORNIA AND THE COUNTY OF RIVERSIDE.”
BACKGROUND/ANALYSIS:
The Emergency Management Performance Grant (EMPG) program provides federal funds to state, local, and tribal governments to encourage the improvement of mitigation, preparedness, response,
and recovery capabilities for all-hazard incidents. The City of Palm Desert applies for the EMPG each year. The California Office of Emergency Services (CalOES) determines the amount
applied for through a funding formula.
The period of performance for FY23 EMPG is April 9, 2024 – May 31, 2025. The total amount of Palm Desert’s 2023 EMPG award is anticipated to be $13,683. The City must match this amount
to receive full grant funding.
These grant funds will be utilized to enhance emergency management and community preparedness. A new Signature Authorized Resolution requires authorized agents to be delegated via the
Governing Body Resolution with each year’s application. Approving this will enable the City to request and accept grant funding efficiently.
Strategic Plan:
This item is related to the Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically under Priority 3: Help the community become more prepared for
disasters and public safety emergencies. These funds will defray the costs on Community Emergency Response Team classes and disaster preparedness outreach.
FINANCIAL IMPACT:
This grant is a federally funded dollar-for-dollar local cash or in-kind match. It is anticipated that the 2023 EMPG will reimburse the City $13,683 in matching funds. No appropriation
is required as the matching funds components is fulfilled by the Emergency Services Coordinator salary that is included in the FY2023/24 City Budget.
