HomeMy WebLinkAboutOWR4 - Budget Modification Revised 5.7.2024 CITY OF PALM DESERTInstructions This CalRecycle Budget Modification template must be submitted as an Excel document. Grantees must provide complete, detailed information about proposed project costs. All Budget line items should be clearly described and support the implementation and/or completion of the proposed project. After completing this document, pleae email it to your Grant Manager for approval. As a reminder, all budget modfication must be approved by your Grant Manager prior to expending funds. Eligible and Ineligible Costs For more information on eligible and ineligible expenses, refer to the Procedures and Requirements document, available in the Summary tab of GMS. Indirect Costs Indirect costs may be reimbursed by the grant, up to 10% of total requested grant amount. Examples of eligible costs in this category include, but are not limited to: Accounting and HR services, utilities, certification fees, permitting fees, insurance, conferences, travel costs reimbursed at the approved State rate (https://www.calhr.ca.gov/employees/pages/travel-reimbursement s.aspx), and indirect supervision/management. Costs in this category must be identified; general line items, or otherwise unspecified costs, may be removed. Capacity Planning/Program Evaluation/Gap Analysis Capacity planning and evaluation for managing organics, this includes identifying existing capacity and new or expanded capcity that will be needed. Edible Food Recovery Provide quotes or other evidence of cost for equipment (including vehicles), software, or other large purchases and ensure quotes are consistent with the information provided in other application documents. Examples of eligible costs in this category include, but are not limited to: • Food preparation, kitchenwares, and materials: Ovens/ranges, broilers, food dehydrators, fryers, slicers, food processors, pots and pans, cooking utensils, dishware/glassware, packaging for distribution of recovered food, crates/bins for food storage, gloves, boxes, food rescue bin liners, PPE, etc. • Refrigeration systems: Refrigerators, freezers, cold storage units, etc. List the brand, size (capacity in cubic feet), model number, specify if a freezer is standing or chest type. If possible, upload quotes or price references for products. • Food Waste Prevention Projects: Projects that prevent food waste from being generated and becoming waste that is normally destined for landfills. Examples include, but are not limited to: modernizing production and handling practices to prevent and reduce food preparation waste; identifying and modifying ordering practices that result in measurable decreases in food waste; and • Software: Food waste tracking/source reduction platforms, food donation tracking or coordination software or platforms, personnel or project management/logistics, or other online platforms relevant to the rescue or prevention of food waste. • Vehicles: Year, make, model, and whether the vehicle is refrigerated, vehicle wraps/branding (must include required CalRecycle acknowledgements), and vehicle registration. Edible Food Recovery - Personnel Provide job title and salary rate for all positions related to Edible Food Recovery. Eligible costs include salaries for staff performing work that is directly related to edible food recovery including, but not limited to, food recovery drivers, food recovery workers, and food sorters. Education and Outreach Printed or electronic materials such as fliers, brochures, signs, e-mail campaigns, etc., graphic design work, necessary materials to participate in informational events such as: tables, canopy shade structure, tablecloths, etc. CalRecycle does not purchase "SWAG" items (e.g., branded pens, highlighters, hats, shirts, candy or food giveaway items, or any other items handed out for free to anyone attending public events). Personnel costs associated with education and outreach such as salary for staff to conduct education and outreach should be listed under the Personnel category. Equipment Equipment not related to Edible Food Recovery such as PPE, bins, lids, etc. Personnel Provide job title and salary rate for all positions listed not related to Edible Food Recovery. Eligible costs in the Personnel category include admin costs, salaries for staff performing work that is directly related to the execution of the grant project including, but not limited to: project management, outreach and education efforts, Tier 1 and 2 inspections, and consultants. Personnel related to executive staff, supervision, and management should be listed under the Indirect Costs category and is subject to the 10% cap. Procurement Using Recycled Organic Products - compost, mulch, and recycled paper and paper products. Record Keeping Costs assocated with the purchase, modifaction, or development of tracking software and mobile apps not related to edible food recovery. Upgrade/Expansion Costs related to the expansion or new construction of projects meant to increase infrastructure needed to meet SB 1383 related goals. Costs include, but are not limited to, permitting, equipment, labor, etc. SB 1383 Local Assistance Grant - Budget Modification Template - OWR4 Grantee Name: Directions: Before completing the Budget Modification Template, please review the Read Me tab of this workbook which includes examples of costs for each category. Then, complete the Budget Modification Template below by providing detailed information on costs requested for this modficaiton. Itemize each item type intended for purchase separately and include pertinent information (year, make, and model for vehicles; relevant specifications for large equipment; capacity (cubic feet) for refrigeration). Add rows to the table below, as needed, ensuring that formatting carries over to new rows. Please be sure to budget for all awarded funds. The agreement will ensure that FIND Food Bank has the capacity to recover food from all Tier 1 and Tier 2 Facilities in Palm Desert. It will also designate FIND Food Bank as the organization that will be doing inspections and contract management of Tier 1 and Tier 2 facilities on Palm Desert's behalf. Included in their scope of work is: contract management for each generator, food rescue management (including logistics, receipts for possible tax deductions, transportation, distribution and training), ongoing quarterly reports of lbs. rescued by establishment, outreach efforts in coordination with City staff, etc. Edible Food Recovery Subtotal Edible Food Recovery - Personnel Edible Food Recovery Subtotal - Personnel Subtotal Education and Outreach Education and Outreach Subtotal Equipment (not related to Edible Food Recovery such as PPE, bins, lids, etc.) Equipment Subtotal: Personnel HF&H, LLC - solid waste & recycling consulting services.
