1. CALL TO ORDER - STUDY SESSION
A Study Session of the Palm Desert City Council was called to order by Mayor Harnik
on Thursday, November 13, 2025, at 1:45 p.m., in the Council Chamber, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.
2. STUDY SESSION TOPICS
2.a UPDATE ON THE UNIFIED DEVELOPMENT CODE INCLUSIVE OF THE
DRAFT ADMINISTRATION AND PROCEDURES SECTION
Carlos Flores, Deputy Director of Development Services, and Matt Goebel of
Goebel Partners, narrated a PowerPoint presentation and responded to City
Council inquiries.
During discussion, the following directions were provided to staff:
Ensure the updated code maintains Subdivision Map Act compliance.
Implement pre-application conferences to improve efficiency and reduce
meetings.
Clarify roles and responsibilities between Architectural Review Commission
and Planning Commission.
Improve the online user interface and navigation for applicants.
2.b PROVIDE INPUT ON MODIFICATIONS TO THE MILLENNIUM SPECIFIC
PLAN DEVELOPMENT AGREEMENT
Ricard Cannone, Assistant City Manager, narrated a PowerPoint presentation
and responded to City Council inquiries.
During discussion, the following directions were provided to staff:
Proceed with preparing an amended development agreement memorializing
required developer obligations.
Ensure the developer completes the sidewalk at Portola/Gerald Ford without
delay.
Clarify and establish proportionate-share cost responsibilities for drainage
facilities and maintenance obligations.
Return with options for dissolving the master association and establishing a
clear, enforceable maintenance structure (cost-share or city-maintained).

2.c FEEDBACK ON THE KEY TO THE CITY POLICY
Oscar Per Matinez, City Clerk student intern, narrated a PowerPoint presentation
and responded to City Council inquiries.
2.d UPDATE ON NORTH SPHERE REGIONAL PARK
Shawn Muir, Community Services Manager, and Carlos Flores, Deputy Director
of Development Services, narrated a PowerPoint presentation and responded to
City Council inquiries.
City Council recessed to Closed Session at 3:45 p.m.
Following Closed Session, the Study Session resumed at 4:04 p.m.
Ms. Muir continued narrating the PowerPoint presentation and responded to City
Council inquiries.
2.e DIRECTION ON A POTENTIAL LEASE AGREEMENT WITH GOLDENVOICE
FOR INSTALLATION OF TAFFY BY ARTIST STEPHANIE LIN
Erica Powell, Management Analyst, narrated a PowerPoint presentation and
responded to City Council inquiries.
3. ADJOURNMENT
The City Council adjourned the Study Session at 4:21 p.m.
