A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, DESIGNATING CERTAIN BOARDS,
COMMISSIONS, COMMITTEES, AND TASK FORCES AS ELIGIBLE FOR
TRAVEL REIMBURSEMENT AND IDENTIFYING OFFICIALS SUBJECT
TO STATE-MANDATED ETHICS AND FISCAL TRAINING
REQUIREMENTS
WHEREAS, the City Council has adopted a Travel and Expense Reimbursement
Policy governing the authorization and reimbursement of travel expenses incurred in
connection with official City business; and
WHEREAS, the Travel and Expense Reimbursement Policy limits reimbursement
eligibility for appointed officials to those designated by City Council action and cross -
referenced in the City’s Conflict of Interest Code; and
WHEREAS, Assembly Bill 1234 (Government Code Sections 53232 –53232.4)
requires ethics training for local agency officials who receive, or are eligible to receive,
public funds through compensation or reimbursement ; and
WHEREAS, none of the City’s Boards, Commissions, Committees, or Task Forces
receive compensation in the form of stipends, and members of such bodies have not
historically received travel reimbursement ; and
WHEREAS, Senate Bill 827 establishes fiscal and financial training requirements
for certain local agency officials and staff whose roles involve fiscal oversight or financial
decision-making; and
WHEREAS, the City Council desires to clearly identify which Boards,
Commissions, Committees, and Task Forces are eligible for travel reimbursement and
which officials are subject to applicable ethics and fiscal training requirements, consistent
with state law and City policy.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM DESERT
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Designation of Reimbursement-Eligible Appointed Officials. The
following Boards, Commissions, Committees, and Task Forces are hereby designated as
eligible for travel reimbursement, subject to the City’s Travel and Expense
Reimbursement Policy and applicable approval requirements:
• Planning Commission
• Architectural Review Commission
• Finance Committee
• Historic Preservation Committee
Designation under this section establishes eligibility for reimbursement only and does not
create an entitlement to reimbursement.

SECTION 2. Ethics Training Requirements (AB 1234). Pursuant to Assembly Bill
1234, appointed officials serving on the Boards, Commissions, Committees , and Task
Forces identified in Section 1 of this Resolution shall be subject to ongoing ethics training
renewal requirements, as required by state law.
In addition, the City Manager , Department Directors, and Deputy Directors shall be
required to complete ethics training and to renew it biennially due to the scope of their
authority, discretionary decision-making responsibilities, and involvement in the use and
oversight of public resources.
All other appointed members of Boards, Commissions, Committees, and Task Forces
shall continue to complete ethics training upon appointment, but shall not be subject to
ongoing renewal requirements unless otherwise required by law.
SECTION 3. Fiscal and Financial Training Requirements (SB 827). Pursuant to
Senate Bill 827, the following officials and members of the Finance Committee are
identified as subject to the required fiscal and financial training:
• City Council
• City Manager
• Department Directors
• Finance Deputy Director(s)
• Finance Committee Members
Designation under this section is based on the fiscal oversight and financial decision -
making responsibilities associated with these positions.
SECTION 4. Administration. The City Clerk shall administer and track compliance
with applicable ethics and fiscal training requirements consistent with this Resolution and
state law.
