MINUTES
Pursuant to Assembly Bill 361, this meeting was conducted by teleconference, and there
was in-person public access to the meeting location.
1.CALL TO ORDER
A Regular Meeting of the Resource Preservation & Enhancement Committee was called to
order by Chair Gatons on Monday, February 27, 2023, at 3:00 p.m., in the Administrative
Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2.ROLL CALL
Present: Committee Members Dennis Guinaw (via Zoom), Vincent Heuring, Mel Mason,
Stephen Nelson, Vice-Chair Berlinda Blackburn, and Chair Dean Gatons.
Absent: None.
Liaison(s)
Present: Jan Harnik, City Council Liaison.
City Staff
Present: Amy Lawrence, Deputy Director of Economic Development; Eric Ceja, Director of
Economic Development; Luis Moctezuma, Management Analyst; and Monique
Lomeli, Recording Secretary, were present at Roll Call. Other staff members
presented reports or responded to questions as indicated in the minutes.
3.NON-AGENDA PUBLIC COMMENT:
Anthony Mejia, City Clerk, provided an update on Assembly Bill (AB) 361 and AB2449 and
responded to Committee inquiries.
Alex Cruz, Cathedral City resident, expressed concerns regarding the City’s response to
climate emergencies.
4.PRESENTATIONS:

Deborah McGarrey, Public Affairs Manager, SoCalGas, narrated a PowerPoint
presentation regarding renewable energy, and responded to Committee inquiries.

6. ACTION CALENDAR
A. REQUEST FOR DIRECTION ON BANNING MYLAR BALLOONS FROM USE IN PALM
DESERT PARKS
Deputy Director Lawrence presented the staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER HEURING, SECOND BY
COMMITTEE MEMBER MASON, CARRIED 6-0, to recommend that the City Council
refer the item to the Coachella Valley Association of Governments (CVAG) for a potential
regional ban on the sale of mylar balloons within the Coachella Valley
7. INFORMATIONAL REPORTS & COMMENTS
A. RESOURCE PRESERVATION & ENHANCEMENT COMMITTEE MEMBERS
Committee Member Guinaw requested an update from staff regarding the bicycle lane
signage program.
Committee Member Nelson requested that staff arrange for Sunline to provide a
presentation regarding the various transportation programs.
Vice-Chair Blackburn requested staff provide a report regarding the use of turf on El
Paseo.
Chair Gatons expressed concerns regarding the use of plastic bags throughout the City.

B. CITY COUNCIL LIAISON
Councilmember Harnik expressed appreciation for the Committee, and reported the City
Council is exploring the feasibility of a train station within the City.
C. CITY STAFF
Deputy Director Lawrence provided a written project status report and provided a verbal
update on a turf rebate program, Arbor Day celebrations, and department reorganizations.
D. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.
8. ADJOURNMENT
The Resource Preservation and Enhancement Committee adjourned at 4:18 p.m.

Subject: RPEC Status Report for June 19, 2023
1. Mylar Balloon – On June 8, 2022, the City Council adopted an ordinance banning
mylar balloons from all Palm Desert Parks. Due to this action, the Coachella Valley
Association of Governments has agreed to bring this item up again for discussion
with their Public Safety and Energy and Environmental committees to look into a
reginal ordinance.
2. Turf Rebate Program – As a refresher, in September 2022, the City Council
approved a $1.5 million turf rebate partnership with the Coachella Valley Water
District (CVWD) to assist Palm Desert residents, businesses, and HOAs with turf
conversion. The program was a great success and by the end of February 2023,
the funds were 100 percent allocated to various projects.
In February 2023, staff was informed that the City was awarded $262,321 in Urban
Community Drought Relief funding through a group application submitted by the
Coachella Valley Integrated Regional Water Management Group (CVIRWMG).
Because this was a group application, funding will go directly to CVWD and
CVIRWMG and CVWD staff will handle all paperwork and reporting on the City’s
behalf. This brings the total turf rebate partnership funding for Palm Desert
residents, businesses, and HOAs to $1,762,321. All funds have been allocated to
the various projects listed below and at this time CVWD has a waitlist since
sometimes customers reserve funds and then withdraw or reduce their project
amount.
Residential Commercial/HOAs
41,748,285 gallons saved for projects that have converted (this estimated amount is based on
conversions from spray irrigated turf to drip irrigated native landscape. The actual savings could be
greater as numerous projects are using very low water use plants or have artificial turf (no water
use).
