there will be in-person public access to the meeting location.

3. NON-AGENDA PUBLIC COMMENT: This time has been set aside for the public to address
the Resource Preservation & Enhancement Committee on issues that are not on the agenda
for up to three minutes. Because the Brown Act does not allow the Committee to act on items
not listed on the agenda, members may briefly respond or refer the matter to staff for a report
and recommendation at a future meeting.

5. CONSENT CALENDAR: All matters listed on the Consent Calendar are considered routine
and may be approved by one motion. The public may comment on any items on the Consent
Calendar within the three-minute time limit. Individual items may be removed by Committee
Members for a separate discussion.

RECOMMENDATION: Approve the Resource Preservation & Enhancement Committee
Regular Meeting minutes of September 5, 2023.

1. CALL TO ORDER
A Special Meeting of the Resource Preservation & Enhancement Committee was
called to order by Chair Gatons on Tuesday, September 5, 2023, at 3:00 p.m., in the
Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive,
Palm Desert, California.
2. ROLL CALL
Present: Committee Members Gustavo Gomez, Vincent Heuring, Stephen Nelson,
Vice Chair Berlinda Blackburn, and Chair Dean Gatons.
Absent: Committee Members Geoff Gregory and Melinda Mason

Present: Councilmember Jan Harnik, City Council Liaison

Present: Amy Lawrence, Deputy Director of Economic Development; and Monique
Lomeli, Recording Secretary.
3. ELECTION OF THE RESOURCE PRESERVATION AND ENHANCEMENT
COMMITTEE CHAIRPERSON AND VICE CHAIRPERSON
MOTION BY COMMITTEE MEMBER BLACKBURN, SECOND BY COMMITTEE
MEMBER HEURING, CARRIED 5-0 to appoint Dean Gatons as Resource
Preservation & Enhancement Committee Chairperson.
MOTION BY COMMITTEE MEMBER BLACKBURN, SECOND BY CHAIR GATONS,
CARRIED 5-0 to appoint Berlinda Blackburn as Resource Preservation &
Enhancement Committee Vice Chairperson.

5. PRESENTATIONS:
A. COACHELLA VALLEY WATER DISTRICT WATER CONSERVATION UPDATES
Lorraine Garcia, Coachella Valley Water District, provided an update on water
conservation efforts in the Coachella Valley and responded to Committee Member
inquiries.
B. PALM DESERT CIVIC ACADEMY – OCTOBER 2023
Digital Strategies Coordinator Penta provided information regarding the upcoming
Civic Academy pilot program and responded to Committee Member inquiries.
Donald Zigler, Palm Desert resident, commended the City for providing an
opportunity for residents to engage with the City.
C. PALM DESERT HEAT MITIGATION EFFORTS
Emergency Services Coordinator Esqueda narrated a PowerPoint presentation
regarding the City’s heat mitigation efforts and responded to Committee Member
inquiries.
Donald Zigler, Palm Desert resident, encouraged the City to acquire a community
based back up power supply with local divisions to assist the sensitive population
during power outages.

MOTION BY COMMITTEE MEMBER BLACKBURN, SECOND BY COMMITTEE
MEMBER NELSON, CARRIED 5-0, to approve the consent calendar.
A. APPROVAL OF MINUTES
MOTION BY COMMITTEE MEMBER BLACKBURN, SECOND BY COMMITTEE
MEMBER NELSON, CARRIED 5-0, to approve the Resource Preservation &
Enhancement Regular Meeting minutes of June 19, 2023, as amended.
CONSENT ITEMS HELD OVER:
None.
7. ACTION CALENDAR
A. CHARGING STATION
Management Analyst Swartz presented the staff report and responded to
Committee Member inquiries.
Individual Committee Members offered commentary as follows. The below points
do not necessarily reflect Committee consensus:
• Require the 350 kw chargers as a standard.
• Select a charger compatible with the local climate and consider common
maintenance issues.

• Consider collecting a fee for charging and placing in convenient areas such
as shopping centers or traffic friendly areas.
• Conduct a suitability analysis of potential charging station locations.
8. INFORMATIONAL REPORTS & COMMENTS
A. RESOURCE PRESERVATION & ENHANCEMENT COMMITTEE MEMBERS
The Committee welcomed new member Gustavo Gomez and offered comments
on the following topics:
• The need for a Portola interchange.
• Increased emissions due to new developments on and near Monterey
Avenue.
• Need for individuals to consider alternative modes of transportation.
B. CITY COUNCIL LIAISON
Councilmember Harnik provided an update on Riverside County Transportation
Commission meetings; encouraged residents to voice support for a train station
near Cook Street; and provided information regarding upcoming Cal Cities
meetings concerning water management and heat mitigation.
C. CITY STAFF
Deputy Director Lawrence provided a written report on current projects and
initiatives; offered a verbal update concerning the use of gas leaf blowers; and
responded to Committee Member inquiries.
D. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee
took no action on this matter.
9. ADJOURNMENT
The Resource Preservation and Enhancement Committee adjourned at 3:40 p.m.
