A Resolution of the City Council of the City of Palm Desert, California,
Authorizing Participation in the County of Riverside's Urban County
Program for Fiscal Years 2027-2028, 2028-2029, and 2029-2030
Whereas, the County of Riverside has initiated the next Urban County qualification
cycle for Fiscal Years 2027-2028, 2028-2029, and 2029-2030 and has requested that
participating jurisdictions adopt a resolution confirming participation in the Urban County
Program and approve a Cooperation Agreement; and
Whereas, the City of Palm Desert has historically participated in federal community
development programs and most recently participated in the County of Riverside's Urban
County Program for Fiscal Years 2024-2025 through 2026-2027; and
Whereas, the Urban County Program is funded through the United States
Department of Housing and Urban Development and includes the Community Development
Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency
Solutions Grant (ESG) programs; and
Whereas, participation in the Urban County Program allows the City to access
eligible federal resources for community development, affordable housing, homelessness
assistance, public services, and related activities, subject to federal program requirements
and annual funding availability; and
Whereas, participation in the Urban County Program enables the City to utilize the
County of Riverside's administrative, reporting, and compliance infrastructure for the
administration of federal grant programs and associated activities; and
Whereas, the Cooperation Agreement establishes the terms and conditions
governing participation in the Urban County Program, including compliance with applicable
federal and state regulations, coordination with County program administration,
participation in required planning and reporting activities, and adherence to CDBG, HOME,
and ESG program requirements; and
Whereas, the Cooperation Agreement provides that participating jurisdictions shall
remain within the Urban County Program for the duration of the three -year qualification
period; and
Whereas, the City Council finds that continued participation in the County of
Riverside's Urban County Program serves the public interest and supports the City's efforts
to address community development, housing, and related community needs.
Now, Therefore, Be It Resolved, by the City Council of the City of Palm Desert as
follows:

Section 1. Incorporation of Recitals.
That the foregoing Recitals are true and correct and are incorporated herein by this
reference.
Section 2. Approval of Cooperation Agreement.
The Cooperation Agreement between the County of Riverside and the City of Palm Desert
for participation as a Cooperating City in the County of Riverside’s Urban County Program
for Fiscal Years 2027-2028, 2028-2029, and 2029-2030 is hereby approved.
Section 3. Authorization to Execute Agreement.
The City Manager, or designee, is hereby authorized and directed to execute the
Cooperation Agreement and any related documents necessary to effectuate the City's
participation in the County of Riverside Urban County Program for Fiscal Years 2027 -2028,
2028-2029, and 2029-2030.
Section 4. California Environmental Quality Act Determination.
The City Council finds that this action is not a project under the California Environmental
Quality Act pursuant to California Code of Regulations, Title 14, Sections 15060(c),
15378(b), and 15061(b)(3), because it is an administrative, organizational, pro cedural,
fiscal, or informational activity that will not result in a direct or reasonably foreseeable
indirect physical change in the environment.
Section 5. Effective Date.
This Resolution shall take effect immediately upon its adoption.
