This action is not a project per State CEQA Guidelines section 15378(b)(4) because it involves government fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Further, the action is also not a project per State CEQA Guidelines section 15378(b)(5) because the action is also an administrative activity that will not result in direct or indirect physical changes in the environment. Thus, the proposed action is not subject to CEQA under State CEQA Guidelines section 15060(c)(3). No further environmental review is required for this action.
