Meeting Date: July 9, 2026
Prepared By: Casey Arndt, Director of Capital Projects

Department: Capital Projects
Subject: Study Session: Update on the New Palm Desert Library Facility Project and
Progressive Design-Build Procurement Process
Recommendation
Receive an update on the New Palm Desert Library Facility Project, including the current
progressive design-build procurement process, shortlisted proposer information, and next
steps prior to formal City Council consideration.
Executive Summary
This Study Session provides City Council with an update on the New Palm Desert Library
Facility Project and the ongoing progressive design-build procurement process. No contract
award, budget amendment, or other financial action is requested at this time.
Following City Council direction on March 26, 2026, staff issued a new Request for Proposals
(RFP) for progressive design-build services. Six proposals were received and evaluated,
resulting in three shortlisted teams. Staff originally anticipated returning to City Council in July
2026 with a recommendation for award. However, following the initial proposal evaluations and
interviews, staff determined that additional due diligence with the two highest-ranked
proposers is warranted to ensure the City selects the progressive design-build partner best
suited to deliver this important community investment. Accordingly, this Study Session is
intended to provide an update on the procurement process and next steps before staff returns
with a recommendation for award of a progressive design-build contract.
Staff anticipates returning to City Council in September 2026 with a recommended design-
build team, proposed project delivery approach, updated project budget, and any necessary
contract and financial actions.
Background
The prior design-build process identified a significant cost variance between the City’s
approved project budget and the validation es timate prepared by Tilden-Coil. Following review,
staff determined that the best path forward was to conclude Tilden-Coil’s remaining design-
build scope after demolition and issue a new RFP to identify a team capable of delivering the
5

project in alignment with the City’s budget, program goals, and schedule expectations.
Demolition of the Parkview Complex was completed in May 2026.
The New Palm Desert Library Facility Project has advanced through several major steps:
Date Project Milestone
March 28, 2024 City awarded conceptual design services to Richärd Kennedy Architects.
June 2025 Schematic Design was completed, and cost estimates were used to
establish the City’s approved total project budget of approximately $30
million.
November 13, 2025 City Council awarded a progressive design-build contract to Tilden-Coil
Constructors, Inc.
March 26, 2026 City Council approved Amendment No. 1 to Tilden-Coil’s contract to
compensate for completed preconstruction/design services, add
demolition of the Parkview Office Building, and conclude Tilden-Coil’s
remaining design-build scope.
April 20, 2026 City released a new Request for Proposals for progressive design-build
services.
May 21, 2026 Six proposal submissions were received.
June 15, 2026 First round of interviews with three shortlisted proposers conducted.
Analysis
Staff originally anticipated completing the procurement process and presenting a
recommendation for award at the July 9, 2026, City Council meeting. During the initial
evaluation process, however, the selection committee concluded that additional interviews and
technical discussions with the two highest-ranked proposers would provide greater confidence
in selecting the City's long-term design-build partner. Given the collaborative nature of
progressive design-build delivery and the significance of this investment, staff believes the
additional time spent completing this due diligence will better position the City for long -term
project success.
The objective of the current procurement is to identify a progressive design-build team capable
of partnering with the City to deliver a new library facility that aligns with City Council's program
goals, budget expectations, and schedule objectives. Unlike traditional design -bid-build
procurement, the progressive design-build process places significant emphasis on early
collaboration between the owner, designer, and contractor to validate scope, control costs, and
optimize project delivery before establishing a Guaranteed Maximum Price.
Following the initial interviews and evaluation process, the selection committee , comprised of
staff from Capital Projects, Finance, Library, and contract construction manager, identified the
two highest-ranked progressive design-build teams. While the initial interviews effectively
assessed each firm's qualifications, project team, and overall approach, staff recommend s
conducting a second round of interviews to further evaluate the firm’s proposed design and
project delivery strategies.
6
Page 3
The second interview conducted by the selection committee will provide an opportunity to
engage in more detailed discussions regarding each team's building design philosophy,
approach to progressive design-build delivery, and ability to identify innovative, cost-effective
solutions without compromising project quality or functionality. Staff also intends to further
evaluate each firm's experience delivering progressive design-build projects of similar size,
complexity, and operational requirements, including their approach to preconstruction services,
cost estimating, value engineering, risk management, and collaborative decision -making.
Because the progressive design-build process relies heavily on early collaboration between
the owner, designer, and builder, selecting a team with the appr opriate technical expertise,
communication style, and demonstrated ability to control costs during design development is
critical to the project's success. The additional interviews will allow the City to gain a more
comprehensive understanding of each firm's capabilities and ensure the selected team
represents the best overall value and the strongest partner for successful project delivery.
Given the City's significant investment in this project and the long-term partnership established
through the progressive design-build delivery method, staff believes it is prudent to complete
additional due diligence now to ensure the City selects the right partner rather than adhering to
the original procurement schedule.
Next Steps
Following the Study Session, staff will include City Council feedback regarding the overall
project direction, desired level of design refinement, and budget expectations. Staff will then
complete the second-round interviews with the two highest-ranked progressive design-build
teams and finalize their evaluation of each team's qualifications, project approach, cost
management strategies, and experience delivering projects of similar size and complexity.
Upon selection, the progressive design-build team will collaborate with the City to refine the
project scope, validate construction costs, evaluate value engineering opportunities, and
develop a Guaranteed Maximum Price that aligns with City Council's direction and budget
objectives. This collaborative effort will further evaluate the feasibility of the project’s delivery
options presented during the Study Session.
While the additional evaluation extends the procurement schedule beyond the originally
anticipated July award, staff believes completing this additional due diligence is in the City's
best interest and will help ensure selection of the progressive design -build partner best
qualified to successfully deliver the New Palm Desert Library Facility.
Staff anticipates returning to City Council in September 2026 with a recommendation for
selection of the progressive design-build team, a proposed project delivery strategy, an
updated project budget, and any necessary contract, budget, and financing actions for Council
consideration.

Additional Due Diligence
Selecting a progressive design-build
firm is more than selecting a
contractor. It is selecting a long-term
partner that will collaborate with the
City through design development, cost
validation, value engineering, and
construction.
Progressive Design-Build is built on partnership, not low bid.
The selected firm will influence project scope, cost, schedule, and
quality from design through construction.
Additional interviews allow staff to evaluate technical expertise,
collaboration, innovation, and cost-management strategies.
Taking additional time now helps ensure the City selects the partner
best equipped to deliver the project successfully over the next
several years.6
