CITY OF PALM DESERT
REGULAR MEETING MINUTES
1. CALL TO ORDER
A Regular Meeting of the Civic Engagement Committee was called to order by Chair
Vogt on Thursday, April 17, 2025, at 11:00 a.m. in the Administrative Conference Room,
City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

4. CONSENT CALENDAR

To approve the consent calendar as presented.

5. BUSINESS ITEMS
5.a REVIEW CIVIC ENGAGEMENT PROMOTIONAL STICKER DESIGN
Community Relations Supervisor Ryland Penta presented the staff report and
responded to questions from Committee Members.
Individual Committee Members offered the following feedback, which does not
necessarily reflect a consensus:
• Consider using a more saturated color.
• Reduce the word count; use larger, bolder fonts.
• Maintain brand awareness.
No formal action was taken.
5.b ANNUAL REVIEW OF CURRENT CIVIC ENGAGEMENT PROGRAMS
Community Relations Supervisor Penta provided a staff report and responded to
Committee Member inquiries.
No formal action was taken.
6. INFORMATIONAL REPORTS
6.a CITY COUNCIL LIAISON
City Council Liaison Quintanilla provided an update on the City Council’s recent
decision to adjust the frequency of meetings. She requested input from the
Committee on potential agenda topics and strategies to maximize the effectiveness
of future meetings.
Committee Members shared feedback as follows:
• Emphasis on public safety, particularly in areas with high pedestrian
activity.
• Support for local businesses and ease of process for permits and other
services.
• Ongoing concerns about traffic, especially during school drop-off and pick-
up hours.
• A request for more consistent support from the Sheriff’s Office to manage
traffic in school zones, with focus on peak congestion times.
6.b CITY STAFF
Supervisor Penta provided the following updates:
• Civic Academy is scheduled for October 2025; the application process will
open soon.
• Staffing & Organizational Updates

• A new city website is set to launch in September 2025.
• Members were encouraged to brainstorm ideas to increase community
engagement for the Fire Station 102 Groundbreaking event.
6.b.1 UPDATE TO COMMITTEE STRUCTURE & MEETING PROCEDURES
Recording Secretary Lomeli shared the City Council approved changing
meeting frequency from quarterly to semi-annually and reducing the number
of members to seven through attrition.
6.b.2 UPDATE ON BOARDS, COMMISSIONS, AND COMMITTEE VACANCIES
Recording Secretary Lomeli advised that applications for upcoming board,
commission, committee, and task force vacancies (with July 1, 2025 start
dates) are due by April 30, 2025.
6.c ATTENDANCE REPORT
Report provided; no action taken on this item.
7. REQUESTS FOR ACTION
Chair Vogt requested information on the possibility of extending each Chair's term from
one year to two years. Staff will research and bring an update to the next meeting.
8. ADJOURNMENT
The Civic Engagement Committee adjourned at 11:55 a.m.
