REGULAR MEETING MINUTES

1. CALL TO ORDER
A Regular Meeting of the El Paseo Parking and Business Improvement District Board
was called to order by Chair Klein on April 17, 2025, at 8:00 a.m. in the Administrative
Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert,
California.

None.
4. CONSENT CALENDAR
Motion by: Board Member Rafferty
Seconded by: Board Member Islami
To approve the consent calendar as presented.

4.a APPROVAL OF MINUTES
Approve the Minutes of March 25, 2025.
4.b APPROVAL OF FINANCIALS
Approve the financial statements for the months ending February 28 and March
31, 2025.

6. BUSINESS ITEMS
6.a APPROVAL OF FY 2025-26 EPPBID INITATIVES AND FOCUS AREAS
Public Affairs Manager Thomas Soule provided a staff report and responded to
Board Member inquiries.
Motion by: Board Member Rafferty
Seconded by: Board Member Islami
Approve the EPPBID Initiatives and Focus Areas for Fiscal Year 2025 -26.
Motion Carried (5 to 0)
6.b EL PASEO CONSTRUCTION UPDATE
Senior Project Manager Chris Gerry provided an update on the status of the El
Paseo construction project and confirmed that the project is on track to complete
in the summer of 2025.
City Council Liaison Harnik advised that there will be several smaller project
activities that continue through October 2025, and they should not negatively
impact El Paseo businesses.
Public Affairs Manager Soule advised that dining decks need to be disassembled
by June 1, 2025, to allow workspace for the construction project.
This was an informational update; no formal action was taken.
6.c BANDWANGO ACTIVATIONS UPDATE
Stephanie Greene, FG Creative consultant narrated a PowerPoint presentation
and responded to Board Member inquiries.
Motion by: Board Member Fletcher
Seconded by: Board Member Maspero
Approve the update on Bandwango activations.
Motion Carried (5 to 0)
7. INFORMATIONAL REPORTS
7.a MARKETING UPDATE
7.a.1 MARKETING UPDATE REPORT FOR FEBRUARY AND MARCH 2025
Report provided; no action taken.
7.b CITY COUNCIL LIAISON

City Council Liaison Harnik shared updates on the following items:
Upcoming "Coffee with the Mayor" at iHub on May 6
Noted numerous upcoming capital improvement projects
Provided an update on the Interim City Manager and Assistant City
Manager positions
Requested clarification on whether El Paseo benches were repaired or
replaced.
7.c CITY STAFF
7.c.1 PALM DESERT WAYFINDING AND MONUMENT SIGN
INFORMATIONAL PRESENTATION
Senior Project Manager Gerry provided information regarding the
conceptual design of wayfinding and monument signs.
Design Manager Brandon Reeves narrated a PowerPoint presentation
and responded to Board Members inquiries.
7.c.2 ATTENDANCE REPORT
Report provided; no action taken on this item.
8.REQUESTS FOR ACTION
The Committe requested:
A future discussion regarding pavers over intersections that are not raised crosswalks.
To hold a special meeting in lieu of the meeting scheduled for May 15, 2025, due to
scheduling conflicts.
9.ADJOURNMENT
The El Paseo Parking and Business Improvement District Board adjourned at 9:22 a.m.
