CALL TO ORDER A Regular Meeting of the El Paseo Parking and Business Improvement District Board was called to order by Chair Rebecca Elliot on Thursday, December 18, 2025, at 8:06 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON-­AGENDA PUBLIC COMMENTS None. 4. CONSENT CALENDAR None. 5. BUSINESS ITEMS 5.a Approval of Final Mid-Year Budget Adjustment for Fiscal Year 2025/26 Stephanie Greene, FG Creative Consultant, and Thomas Soule, Public Affairs Manager provided a verbal report and responded to Board inquiries. Motion by: Board Member Fletcher Seconded by: Board Member Maspero 1. Approve the placement of advertisements in Eisenhower Health’s Healthy Living magazine at a cost of $2,400 each for the January and March 2025 issues. 2. Allocate the remaining $5,000 in the mid-year budget adjustment to a Spring content capture. INFORMATIONAL REPORTS 6.a SHERIFF UPDATE Deputy Hindyeh of Riverside County Sheriff's Department reported that enhanced theft suppression efforts have been highly effective, resulting in increased enforcement actions and continued operations throughout the holiday season. Staff addressed procedural questions regarding parking citations on private property and noted that increased patrols and personnel have mitigated seasonal increases in foot traffic and related concerns. 6.b MARKETING UPDATE The November 2025 Marketing Update was included in the agenda materials; no action was taken. 6.c CITY COUNCIL LIAISON City Council Liaison Harnik provided an informational update regarding the Cit y Council Special Meeting held on December 16, 2025, clarifying that it was convened promptly to address community concerns, correct misinformation, and reaffirm that a prior statement reflected an individual opinion and not City policy. Staff were directed to continue outreach and communication efforts to reinforce that Palm Desert is welcoming to all and to explore additional ways to clearly convey this message. 6.d CITY STAFF None. 6.e ATTENDANCE REPORT Report provided; no action taken on this item. 7. REQUESTS FOR ACTION Vice-Chair Fletcher announced he will be resigning from the Board due to a change in his professional role effective immediately and recommended the Board consider allowing his replacement Amy Smith to represent the shops on El Paseo. 8. ADJOURNMENT The El Paseo Parking and Business Improvement District Board adjourned at 8:59 a.m. 9.
