CALL TO ORDER A Regular Meeting of the El Paseo Parking and Business Improvement District Board was called to order by Chair Elliot on Thursday, October 16, 2025, at 8:08 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON-­AGENDA PUBLIC COMMENTS None. 4. CONSENT CALENDAR Motion by: Board Member Fletcher Seconded by: Member Klein To approve the consent calendar as presented. Motion Carried (4 to 0) 4.a APPROVAL OF MINUTES Motion by: Board Member Fletcher Seconded by: Member Klein Approve the Minutes of September 18, 2025. CONSENT ITEMS HELD OVER None. 6. BUSINESS ITEMS By consensus, the Board decided to reorder the agenda to consider Item 6b and 6c before Item 6a. 6.b EPPBID MARKETING UPDATE FOR SEPTEMBER 2025 Stephanie Greene, consultant with FG Creative, provided a written and verbal Marketing Update for the month of September 2025 and responded to Board inquiries. Motion by: Board Member Islami Seconded by: Member Klein Receive and file the September 2025 Monthly Marketing Report. Motion Carried (5 to 0) 6.c MID-YEAR BUDGET ADJUSTMENT DISCUSSION Public Affairs Manager Soule provided a staff report and responded to Board inquiries. During the course of discussion, the Board provided feedback regarding potential funding opportunities for inclusion in a future action plan. Motion by: Chair Elliott Seconded by: Member Klein Receive and file the verbal presentation on the proposed mid-year budget adjustment. Motion Carried (5 to 0) 6.a EPPBID SOCIAL MEDIA STRATEGY REVIEW Thomas Soule, Public Affairs Manager, provided a brief summary of the item. Stephanie Greene, FG Creative Consultant, provided an overview of the Social Media strategies and requested feedback from the Board. Throughout the course of discussion, Board Members emphasized opposition to running digital ads with no relevance to the shops on El Paseo. Motion by: Board Member Islami Seconded by: Board Member Maspero Reaffirm the El Paseo Parking & Business Improvement District (EPPBID) social media strategy as approved in the Fiscal Year 2025 budget. Motion Carried (5 to 0) 7. INFORMATIONAL REPORTS 7.a SHERIFF UPDATE Sergeant Steven Nelson, Riverside County Sheriff's Department, introduced new deputies assigned to the Palm Desert business community and provided an update on enforcement strategies. 7.b MARKETING UPDATE None. 7.c CITY COUNCIL LIAISON City Council Liaison Harnik provided an update on the El Paseo construction project, noting positive feedback from the community, and provided information regarding upcoming events. 7.d CITY STAFF Vanessa Mager, Economic Development Coordinator, provided updates on current projects and staffing. 7.e ATTENDANCE REPORT Report provided; no action taken on this item. 8. REQUESTS FOR ACTION Board Members made the following requests:  A list of existing subcommittees and status of work.  A future discussion item regarding Halloween 2026. 9.
