CALL TO ORDER A Regular Meeting of the El Paseo Parking and Business Improvement District Board was called to order by Chair Elliot on Thursday, September 18, 2025, at 8:10 a.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON-AGENDA PUBLIC COMMENTS Elyssa Goldberg, Paint El Paseo Pink, encouraged members of the public to participate in the 2025 Paint El Paseo Pink event scheduled for Saturday, October 11, 2025. 4. CONSENT CALENDAR Motion by: Board Member Klein Seconded by: Board Member Rafferty To approve the consent calendar as presented. Motion Carried (4 to 0) 4.a APPROVAL OF MINUTES Motion by: Board Member Klein Seconded by: Board Member Rafferty Approve the Minutes of August 24, 2025. Motion Carried (4 to 0) 5. BUSINESS ITEMS 5.a EL PASEO PARKING AND BUSINESS IMPROVEMENT DISTRICT BOARD (EPPBID) MARKETING UPDATE FOR AUGUST 2025 Stephanie Greene, of FG Creative, presented the Marketing Update and provided a summary of the Explore El Paseo Bandwango Progr am to-date and responded to Board Members' inquiries. *Vice-Chair Fletcher arrived at 8:40 a.m. During the course of discussion, Board Members provided feedback regarding opportunities to market the Bandwango program. Motion by: Chair Elliott Seconded by: Vice-Chair Fletcher 1. Receive and file the August 2025 Monthly Marketing Report. 2. Approve the reallocation of funds, not to exceed $20,000, to the Fall 2025 marketing budget, with the intent to replenish the funds during the mid - year budget adjustment in Spring 2026. Motion Carried (5 to 0) 6. INFORMATIONAL REPORTS 6.a SHERIFF UPDATE None. 6.b MARKETING UPDATE None. 6.c CITY COUNCIL LIAISON Councilmember Harnik reported on Measure G first -quarter revenues ($6.29M), provided an update on use of funds and upcoming events, and summarized the City Council’s decision on the dining deck program. Docusign Envelope ID: A8F4ED77-C3C9-8E3A-8194-635EE01990F7 EPPBID Regular Meeting Minutes September 18, 2025 3 6.d CITY STAFF Vanessa Mager, Business and Community Outreach Coordinator, reported the following:  Update on businesses planning to reestablish their dining decks.  North side paving on El Paseo and three mid-block crosswalks completed; work on the south side will continue through September 30, with final phase completion expected by October 10.  Repaving of Presidents Plaza III will begin in three phases.  Courtesy carts to return on October 17 with new operator, ACE Parking.  Business license cleanup in progress.  October meeting will include discussion on unhoused individuals and City Net with participation from the Sheriff's Department. Thomas Soule, Public Affairs Manager, will follow up on the Fall Merchant Meeting and announced “Coffee with the Mayor” is scheduled for September 23, 2025. 6.e ATTENDANCE REPORT Report provided; no action taken on this item. 7. REQUESTS FOR ACTION Public Affairs Manager Soule provided information regarding the resignation of Board Member Longmuir. Board Member Fletcher provided the following updates and comments:  Noted upcoming new store openings.  Expressed appreciation to staff for their professionalism and efforts to minimize disruption to merchants during the El Paseo construction project.  Provided information regarding state laws on entertainment zones and mentioned concerns from neighboring businesses about dining decks obstructing pedestrian access; stated restaurants are exploring potential solutions. 8. ADJOURNMENT The El Paseo Parking and Business Improvement District Board adjourned at 9:30 a.m. 9.
