REGULAR MEETING MINUTES
1. Call to Order
A Regular Meeting of the El Paseo Parking and Business Improvement District Board
was called to order by Chair Rebecca Elliott on Thursday, May 21, 2026, at 8:03 a.m. in
the Administrative Conference Room, City Hall, located at 73 -510 Fred Waring Drive,
Palm Desert, California.

4. Sheriff Update
Deputy Lee, Riverside County Sheriff's Department, provided an update on current and
ongoing proactive enforcement efforts.
Deputy Hindeyeh provided information regarding summer policing strategies and
responded to Board inquiries.
5. Consent Calendar
To approve the consent calendar as presented.
5.a Approval of Minutes
Motion by: Board Member Islami
Seconded by: Member Klein
Approve the Minutes of February 19, 2026.

6. Business Items
6.a Consideration of the FY 2026–2027 El Paseo Parking and Business
Improvement District Board Marketing Budget
Thomas Soule, Public Affairs Manager, provided clarification of the action
requested and next steps for the budget approval.
Stephanie Greene, FG Creative Consultant, presented an overview of the
proposed Fiscal Year 2026-2027 Marketing Budget and responded to Board
inquiries.
Motion by: Member Klein
Seconded by: Board Member Rafferty
Approval of the proposed FY 2026–2027 EPPBID marketing budget in the
amount of $350,000, as presented.
Motion Carried
6.b Update from the Palm Desert Area Chamber of Commerce Regarding the
Putt Putt on El Paseo Event
Alissa Williams, CEO Palm Desert Chamber of Commerce, provided information
regarding the upcoming Putt Putt on El Paseo event and responded to Board
inquiries. No action taken.
6.c Update on the City’s Summer Visitor Capture Campaign and Discussion of
Participation by the El Paseo District
Paulina Larson, Palm Springs Life, provided an update on the City's Summer
Visitor Capture Campaign and responded to Board inquiries. No action taken.
7. Informational Reports
7.a Marketing Update
7.a.1 Marketing Update for April 2026
Dawn McCoy provided an update on the opening of a Warby Parker
storefront on El Paseo and encouraged merchants to utilize collaboration
efforts that have proven to be successful.
7.b City Council Liaison
City Council Liaison Mayor Trubee provided an update on ongoing discussions
concerning restaurant dining decks along El Paseo.
7.c City Staff
7.c.1 Update from City Clerk's Office - Code of Conduct
Monique Lomeli, Recording Secretary, informed the Board of City Council
action to adopt a Code of Conduct for all elected and appointed officials.
