A Resolution of the City Council of the City of Palm Desert Designating an
Existing Single Family House at 73411 Bursera Way as a Historic Landmark
Pursuant to Criteria C and F in Palm Desert Municipal Code Section
29.40.010 and Finding Said Action Is Categorically Exempt from the
California Environmental Quality Act Pursuant to State CEQA Guidelines
Section 15038 (Assessor’s Parcel Number 630-081-018)
Case No. CRPC- 26-0008
Whereas, Chapter 29.40 of the Palm Desert Municipal Code (PDMC) allows for the
designation of historic landmarks by the City Council; and
Whereas, Alan Sereboff (“Owner/Applicant”) filed an application, including a
statement of significance, with the City pursuant to the requirements of Title 29 of the
PDMC to designate the existing single-family residence located at 73411 Bursera Way
(Assessor's Parcel Number 630-081-018) (“Property”) as a local historic landmark, and the
Owner/Applicant has submitted written consent to the designation as required by PDMC
Section 29.40.010; and
Whereas, on June 24, 2026, a noticed public hearing of the Palm Desert Historic
Preservation Committee (HPC) was held to consider the Historic Designation under case
CRPC-26-0008 and after reviewing the application materials and considering all public
testimony and comments provided prior to and during the meeting, recommended that the
City Council designate the Property as a landmark, making the following findings pursuant
to PDMC Section 29.40.010:
1. Criterion C: Embodies distinctive characteristics, or is one of the few remaining
examples of a style, type, period, or method of construction, or possesses high
artistic value.
The Property is a substantially intact example of Mid-Century Modern (Desert
Modern) residential architecture, constructed in 1957-1958 by Roberts
Construction Co. The residence exhibits low horizontal massing, a flat roof with
shaded overhangs and projections, clerestory/transom windows, aluminum-framed
sliding-glass walls, floor-to-ceiling glazing, stone veneer accent walls, and white
stucco wall planes, integrated with patios, courtyard areas, and the rear pool
environment, collectively conveying the climate-responsive and indoor-outdoor
design principles central to Mid-Century desert residential architecture.
2. Criterion F: Reflects distinctive examples of community planning or significant
development patterns, including those associated with different eras of settlement
and growth, agriculture, or transportation.

Resolution No. 2026-055 Page 2
The Property reflects significant development patterns associated with Palm
Desert's postwar growth and the community's transition following the 1956
liquidation of the Palm Desert Corporation (PDC). Constructed in 1957 -1958, at the
outset of the City's 1957-1966 “Diversified Development” period identified in the
Historic Context Statement, the residence is representative of the new
subdivisions, speculative construction, and infill development on previously platted
streets that characterized this era, and conveys single-family residential
modernism designed for the desert climate, automobile access, and increasingly
year-round residential use.
Whereas, the HPC further found that the Property retains sufficient integrity of
location, design, setting, materials, workmanship, feeling, and association to convey its
significance under Criteria C and F, as required by PDMC Chapter 29.20; and
Whereas, the City Council has considered the HPC's recommendation, the staff
report, the application materials, and all testimony and evidence presented at the public
hearing;
Now, Therefore, Be It Resolved by the City Council of the City of Palm Desert,
California, as follows:
Section 1. Recitals.
The City Council hereby finds that the foregoing recitals are true and correct and are
incorporated herein as substantive findings of this Resolution.
Section 2. California Environmental Quality Act.
The City Council finds that the landmark designation is categorically exempt from CEQA
pursuant to State CEQA Guidelines Section 15308, Class 8, and that none of the
exceptions set forth in State CEQA Guidelines Section 15300.2 applies.
Section 3. Municipal Code.
Section 29.40.090 of the PDMC requires that the City Council adopt a resolution designating
a historic landmark based upon facts and findings on the criteria outlined in Chapter 29.40
Landmarks.
Section 4. Custodian of Record.
The custodian of the documents and other materials, which constitute the record of
proceedings, shall be the City Clerk. The location of these items is 73510 Fred Waring
