Box 1977 Palm Desert, CA 92261 SUBJECT: STATE CLEARINGHOUSE NOTICE OF COMPLETION FORM FOR ENVIRONMENTAL DOCUMENT REVIEW Dear Mr. Sawa: The State Clearinghouse would likeyour planning staff to start using the attached revised Notice of Completion and Environmental Document Transmittal Form (NOC) when sending environmental documents to us for state review. It contains minor changes to the NOC form which has been in use for the past year and makes the form easier to read and use. Please feel free to duplicate the NOC form for- your own use. The NOC form was originated in. 1981 to provide a concise, one—page summary of essential information regarding any environmental document. Lead agencies have found it to be an immense improvement over. theCA189 form which was previously required for transmittal of environmental documents to the State Clearinghouse. Several minor changes to the NOC form were suggested by local planners and document reviewers to make it easier to use and read. These formatting and content changes are reflected in this latest version of the NOC form. o• the category for Rivers (Number 6, Project Location) has been changed to Waterways to be more inclusive for bays, lakes, streams, etc. e the category for Mitigated Negative Declarations has been combined with the category for Negative Declarations (Number 7 , Document Type) w the category for Final Document (Number 7 , Document Type) has been added, should. the form be used to accompany a final EIR or final federal document o the categories for Redevelopment and Agricultural Preserve Cancellations (Number 8, Local Action Type) have been added to reflect the increasing numbers of these types of projects that. we receive 2 • the category for Total Project Area has been renamed to Total Acres and placed in a separate category (Number 9, Total Acres) • the category for Sewer/Water Projects (Number 10, Development Type) has been broken into two separate categories, Sewer and Water • the category for Power Generation (Number 10, Development Type) now includes space to indicate the type of power such, as cogeneration, wind, hydroelectric, etc. • the category previously called Focus of Discussion has been renamed Project Issues Discussed in the Document (Number 11) and the list. of issues has been rearranged into alphabetical order • the category for proposed State and Federal Funds has been moved to Number 12 The back of the form is still optional for completion by the Lead Agency. i One copy of the State Clearinghouse NOC must be submitted to us with ten copies of each environmental document when state review is required. This form serves as your Notice of Completion to the State, and no Notice of Completion need be sent to the Resources Agency. (See Section 15085(c) of the CEQA Guidelines which refers to the cover form required by the State Clearinghouse.) This Notice of Completion is an integral part of the State Clearinghouse's computerized information system which we started using in January of 1982. All the information which you provide on the Notice of Completion is entered into the computer system and is made available upon request to other planners, consultants, businesses and state agencies. In this way, we can help planners and consultants re-use environmental information that has already been gathered for particular types of projects or issues to save time and expense in preparing new documents. Categories for Notice of Completion and Environmental Document Transmittal Form (Replaces the old CA-189 form) This form is required to be submitted with ten copies of every draft en— vironmental document which is reviewed by the State Clearinghouse (see CEQA Guidelines Section 15085(c)) . LEAD AGENCY 1 . Project Title: This is the project document's common name. 2. Lead Agency: This is the name of the public agency that. has legal. responsibility for preparation and review of the environmental document. 3 . Contact Person: Name of contact person from the lead agency. 3a. Street Address: This is the mailing address for the contact person from the lead agency. State comments will be mailed to this address. 3b. City: City of the lead agency address. This is not necessarily the city in which the project is located.. 3c. County: County of- the lead agency address. This is not. necessarily the. county in which the project is located. 3d.. Zip: Zip code of lead. agency. Please indicate the new. nine digit zip code if applicable. 3e. Phone: Phone number of contact person at lead agency. PROJECT LOCATION 4. County: County in which the project is located. Most state agencies assign projects for review according to the county of the project: We don't always know the project location based upon the address of the lead agency. Examples of this problem include Los Angeles Water and Power projects. near Mono Lake. 4a. Community: City or town in which project. is located. 4b. Assessor's Parcel. Number (optional) : For locational purposes, we do not need to know the full nine or more digits of the assessor's number. We do need. the first three digits- of the assessor's parcel number. 4c. Section, Township and Range (optional) : Please indicate base meridian. We do not need both 4b and 4c; we will accept whichever you provide. t 2 , . 5a. For Urban, Major Cross Streets and 5b. For Rural, Nearest Comm.: There is a need for a different kind of information in urban areas than in rural areas. Major cross streets help to pinpoint urban project loca- tion as a part of the database abstract. For projects in rural areas, the nearest community helps to locate the project site. 6 . Highways, rivers, lakes, and airports are of consequence to many projects. By restricting our request to highways, waterways, and air- ports within a two-mile radius, unnecessary data collection should be avoided. DOCUMENT TYPE 7 .. This identifies the nature of the environmental document and the nature of the response expected of reviewers. LOCAL ACTION TYPE 8 . This helps reviewers understand the type of: local approvals that will be . required for the project and the nature of the project and. its environ- mental documentation. TOTAL ACRES 9 . The total area that the project encompasses gives some indication of the scope of the project and its regional significance. DEVELOPMENT TYPE 10. This data category helps a great deal to identify projects of a similar character to assist in the reuse of environmental documents. For some of the development types, the form asks for the number of acres, square footage, and number of permanent employees. This is basic information that helps in measuring the scope of the project and again will help retrieve from the computer projects of similar nature. FOCUS OF DISCUSSION IN DOCUMENT 11. These are the topics on which the environmental document focuses attention. These are not necessarily the adverse impacts of the project, but the issues which are discussed in some depth. FUNDING 12. This is a data category intended only for projects receiving state or federal assistance. PRESENT LAND USE AND ZONING 13. This helps to understand the extent of the changes proposed and again helps to identify projects with similar environmental issues for later reuse of information. r s The next two categories require a narrative response. PROJECT DESCRIPTION 14. The planner (or whomever filled out the form) can now put some flesh on the basic information in the data categories that precede this narrative. Hopefully, the data categories will provide guidance and structure to the explanation given in the project description. Project descriptions can be much briefer as a result. of ,the information provided through the data categories and can focus on- other special characteris— tics of the project. Mr. Diaz reviewed the staff report and recommended approval of this case. -6- City of Palm Desert Department of Environmental Services Staff Report TO: Planning Commission DATE: April 19, 1983 CASE NO: PP 02-83 REQUEST: Approval of a precise plan of design and Negative Declaration of Environmental Impact to permit the construction of a district operations center containing two structures of 10,670 main building, a 2052 square foot service building, with associated parking and equipment storage areas. The development is to be located at 75-095 Mayfair Drive, Cook Street Business Park, Palm Desert, CA 92260. APPLICANTS: Southern California Gas Company Box 3249 Terminal Annex. Mail Location 422 Los Angeles, CA 90051 Donald A. Wexler Associates (Architect) 199 S. Civic Drive, Suite 10 Palm Springs, CA 92262 I. BACKGROUND: A. DESCRIPTION OF SITE: The property is a vacant 4.2 acre industrially zoned (S.I.) parcel in the Cook Street Business Park. The site is bounded by Mayfair Drive, State Street, and Sego Lane on the north, south and west and by two .94 acre industrially zoned vacant parcels on the east. The site has been graded and therefore additional grading will be nominal. B. ADJACENT ZONING AND LAND USE: North: S.I./vacant South: S.I./vacant East: S.I./vacant West: S.I./Industrial Building C. GENERAL PLAN LAND USE DESIGNATION: Industrial H. PROJECT DESCRIPTION: The development when completed will serve as a district base for the Southern California Gas Company. The facility will utilize the entire 4.2 parcel with the main building located just south of the corner of Mayfair Drive and State Street. The service building is located in the center of site and will not be directly visible from any street. The applicant wishes to secure the entire site and is accomplishing this by walls and open fencing. 8 foot masonry walls either exist or will be constructed on all sides with the exception of the northeast corner which will utilize an 8 foot high open fence. All wall and fencing material will be approved by the architectural commission. The attached resolution specifies that the open fence shall not be chain-link. The open fencing will permit the main building to be seen from the street. The architectural commission will pay close attention to the wall treatment and landscaping in order to diffuse the impact of the long masonry wall as much as possible. I Although the interior of the facility is generally screened from street view, the applicant and staff have attempted to provide landscaped islands where they are visible from street. Because of the type and size of vehicles that will be stored on the site, care was taken to not create hazards with the landscaped island; these areas are substantially hidden from public view. III. ANALYSIS• A. FINDINGS NEEDED FOR APPROVAL: 1. The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design will utilize the entire 4.2 acre site assuring a well planned totally integrated development. In the design, care has been taken to screen from view service and equipment storage areas. While the development is an industrial facility care has been taken to assure its planning and design are well integrated and aesthetically acceptable. 2. The precise plan will not unreasonably interfere with the use or enjoyment of property in the vicinity of the occupants thereof for lawful purposes. Justification: The development is located in an industrial park and the use proposed is compatible with any potential uses in the area. The design of the facility with limited access points, and service areas in the center of the project, assure that adjacent property can be used for the purposes they have been zoned. 3. The precise plan will not endanger the public peace, health, safety or general welfare. Justification: The plan meets or exceeds all code requirements and care has been taken in its design to assure that during its operation the facility will not impact surrounding areas. B. From the rear and side streets the screen wall can be 8' from the curb face with planting between the curb and the wall. Along the front property line the setback is 18 ' to the wall from the curb face, of which 14' must be landscaped. 2. The City is concerned about seeing the vast number of cars and trucks in the yard from the street. To screen the parking yard either an 8' block wall or a wrought iron fence with shrubs a minimum of 3' high will be required. In addition, at the north and south gates landscaping islands will be required at the ends of the parking rows visible from the street. Interior landscaping at the parking islands can be limited to trees with no ground cover. The emergency gate would need to be solid, or a landscape island installed. 3. The parking layout and parking stalls were reviewed and the following comments were made: - The standard car parking stall is 9' X 20' . The compact stall is 8' X 17' . The employee parking stall is 9' X 17' . There is no provision within the City standards for compact cars in an employee parking lot. The point was made that the parking layout as designed had almost six times the number of stalls required by the City, more than half of them are 9' X 20' so the compact stalls provided in the site plan could be considered unregulated. Mr. Diaz said that he would consider that issue and make a final decision subsequent DONALD A. Note: If compact stalls are not permitted, we would lose approximately 8 parking spaces. - The driveway need only be 24' wide by City standards, whereas we have shown 25' and 30' wide. - Truck parking stalls by City standards must be 9' X 20' . Therefore our stalls shown at 9' X 18' must be increased. If the Gas Company wishes, we could reduce the 10' X 20' stalls and pick up an additional 4 to 6 truck stalls. - Parking lot lighting requirements are that the lighting standard be approved by the City, that they have a maximum height of 30 feet. - An antenna or radio dish may be 65 feet tall. - If a solid masonry wall is used to screen the project from the street, visibility by drivers leaving the project at the gates must be maintained. Either the block wall stops 8' to 12' back of the gate and wrought iron is used so that the drivers can see out, or the block wall must splay so that he has a wide view of the street as he leaves the project. 4. The processing of the application through the City requires a review by the Design Review Board, which takes about three weeks, and concurrently a review of the "Precise Plan" by the City. The Precise Plan requires a notification of owners within a 300' radius of subject property. 5. The Fire Marshall at the time of City review will determine whether the building needs to be sprinkled and/or where fire hydrants will be located. 6. Len Tharaldson of TMAD said that he will have concluded his solar study of first cost and gas consumption by the end of next week.
