PP 03-83 c WHEREAS the planning commission of the City of Palm Desert, California, did on the 19th day of April, 1983, hold a duly noticed public hearing to consider the request of ARMORED TRANSPORT OF CALIFORNIA, INC., for approval of a precise plan of design to allow construction of an industrial building on a parcel in the S.I., S.P. zone on the north side of 42nd Street, west of Eclectic Street, more particularly described . Parcel 4, Parcel Map 18831 WHEREAS, said application has complied with the requirements of the "City of Palm Desert Procedures to Implement the California Environmental Quality Act, Resolution No. 80-89", in that the director of environmenatl services has determined that the project has been previously assessed in connection with PM 18831 and no further documentation is deemed necessary. WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments of all interested persons desiring to be heard, said commission did find the following facts and reasons to exist to justify the granting of said precise plan of design: 1. The design of the precise plan will not substantially depreciate property values in the vicinity. 2. The precise plan will not unreasonably interfere with the use or enjoyment of property in the vicinity by the occupants thereof for lawful purposes. 3. The precise plan will not endanger the public peace, health, safety or general welfare. ' NOW, THEREFORE, BE IT RESOLVED by the planning commission of the City of Palm Desert, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the commission in this case. 2. The development of the property shall conform substantially with exhibits on file with the department of environmental services as modified by the following conditions. I 2. The development of the property described herein shall ' be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and state and federal statutes now in force, or which hereafter may be in force. 3. Construction of a portion of said project shall commence within one year from the date of final approval unless an extension of time is granted; otherwise said approval shall become null, void and of no effect whatsoever. 4. Prior to issuance of a building permit for construction of any use contemplated by this approval, the applicant shall first obtain permits and/or clearance from the following agencies: Riverside County Department of Health Architectural Commission City Fire Marshal Coachella Valley Water District Evidence of said permit or clearance from the above agencies shall be presented to the department of building and safety at the time of issuance of a building permit for the use contemplated herewith. 5. Trash enclosures location and access to be approved by Palm Desert Disposal Company prior to issuance of building permit. i City Fire Marshal 1. Install a water system capable of delivering 3000 GPM fire flow for three (3) hour duration in addition to domestic or other supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is more than 200 feet from a fire hydrant measured along approved vehicular travel ways. A. Hydrants shall not be located closer than 25 feet to any building. B. Exterior surfaces of hydrant barrels and heads shall be painted chrome yellow and the tops and nozzle caps shall be painted green. 3. Prior to issuance of a building permit, the developer shall furnish the original and three (3) copies of the water system plan to the fire marshal for review. Upon approval, one copy will be sent to the building department and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system in Case No. PP 03-83 is in accordance with the requirements prescribed by the fire marshal". 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. 6. Additional fire protection requirements may be necessary when specific building plans are submitted for approval. MINUTES PALM DESERT PLANNING COMMISSION APRIL 19, 1983 D. Case No. PP 02-83 - SOUTHERN CALIFORNIA GAS CO. AND DONALD A. WEXLER ASSOCIATES, Applicants Request for approval of a precise plan of design and Negative Declaration of Environmental Impact to allow construction of a district operations center in the S.I. zone located on the west side of State Street between Mayfair Drive and Sego Lane. Mr. Diaz reviewed the staff report and recommended approval. Commissioner Kryder asked if this development was strictly for office use. Mr. Diaz replied that it would serve as their main service facility. Chairman Wood opened the public hearing and asked if the applicant wished to make a presentation. MR. DePACARMA, representing Southern California Gas Co., stated he was present to answer any questions the commission might have. Chairman Wood asked if anyone present wished to speak in FAVOR or OPPOSITION to this case; there being none, the public hearing was closed. S.P. (service industrial district, scenic preservation) zone on the north side of 42nd Avenue, west of Eclectic. APPLICANTS: ARMORED TRANSPORT OF CALIFORNIA, INC. Mr. Clement Stadler 73-850 Colton Circle Palm Desert, CA 92260 I. BACKGROUND: A. DESCRIPTION OF SITE: The property is a vacant, flat property on the north side of 42nd Avenue. Street improvements are in place except for curb cuts. B. ADJACENT ZONING AND LAND USE: North: S.I., S.P./Vacant South: Industrial/County East: S.I., S.P./Vacant West: S.I., S.P./Vacant C. GENERAL PLAN LAND USE DESIGNATION: Service Industrial D. PREVIOUS PERTINENT CASE: PM 18831 - Parcel Map 18831 divided the property into four parcels. H. PROJECT DESCRIPTION: A. DISCUSSION: The applicant is proposing to construct a 6150 square foot office and storage facility. A portion of the building will be occupied by United Couriers while the remainder will house Armored Transport of California. The majority of the area will be used as a storage area, loading area and service bays. B. SITE PLAN: The building is to be located at the extreme north (rear) portion of the lot. Zero (0) setback is proposed from the side and rear property lines. The majority of the front yard is taken up by parking. Two separate parking areas with a total of 27 spaces are proposed. The outer parking area is for guests and employees while the inner area will be a secured area. A six foot high concrete block wall will separate the parking areas. The code requires that screen walls or landscaping buffer parking areas from view from the street. A second wall or row of landscaping will be required to screen the outer parking area. C. ELEVATIONS: The proposed building is a single story structure ranging in height from sixteen feet to twenty feet. The main walls are to be natural grey, sandblasted - 1 - CASE NO. PP 03-83 APRIL 19, 1983 C. ELEVATIONS (CONTINUED): precision block. Around the top of the building, a band of brown block will provide accent. Across the front, three grey colored steel overhead doors along with the entries to the two businesses are located between the two businesses, a carport facility to park four vehicles is provided, a dark brown fascia is used on the carport to continue the band effect. III. ANALYSIS: A. FINDINGS NEEDED FOR APPROVAL: 1. The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is compatible with other industrial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use or enjoyment of property in the vicinity by the occupants thereof for lawful purposes. Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety or general welfare. Justification: The precise plan complies with all code requirements and has received preliminary design review board approval and will not be detrimental to the public peace, helath, safety or general welfare. Staff feels the findings for approval can be justified for this precise plan. B. ENVIRONMENTAL REVIEW: The director of environmental services has determined that the proposed project has been previously assessed in connection with PM 18831 and no further documentation is deemed necessary. IV. STAFF RECOMMENDATION: Staff feels the proposed project is acceptable; therefore, it recommends: 1. Approval of findings for approval; and, 2. Approval of Planning Commission Resolution No. , approving PP 03-83, subject to the conditions attached thereto. This facility is a very necessary service in our society today. The protection of the public ' s valuables , as well as the speedy delivery of goods from person to person , is beccming more and more important. The location of this building is well-suited to the site , as it is a high-security business, one that is rarely used by the public at the actual site (the business is run mainly by telephone with a long list of regular 'clients. ) f The building is sited to fit snugly in the northwset corner of the property. This allows for a minimum of exposure , thus making the facility less vulnerable . The parking is broken up into secured and unsecured. The secured is mainly used by Armored Transport personnel and storage for United Couriers ' vans when not in use . Armored Transport ' s vehicles , when not in use, will be housed in the building . The unsecured parking will be used by United Couriers ' drivers and the occasional job applicant or other guest . Landscaping will be minimal inside the yard walls , probably being low scrubs to keep anyone from concealing them- selves behind trees or bushes . Unless the demand for electrical generating capacity exceeds our estimates , and provided that there are no unexpected outages to major sources of electrical supply , we expect to meet our electrical requirements for the next several years. Our total system demand is expected to continue to increase annually : however, excluding any unforseen problems , our plans for new generation resources indicate that our ability to serve all customer loads during peak demand periods will be adequate during the decade of the 80 ' s. Current conservation efforts on the part of Edison' s customers has resulted in energy savings . Install Riverside County super fire hydrants so that no point of any building is more than 200 feet from a fire hydrant measured along approved vehicular travel ways. A. Hydrants shall not be located closer than 25 feet to any building. B. Exterior surfaces of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. 3.
