Ar -3- , City of Palm Desert Department of Environmental Services Staff Report TO: Planning Commission DATE: March 6 1984 CASE NOS PP 84-1 PMW 84-1 REQUEST: Approval of a precise plan of design, parcel map waiver and Negative Declaration of Environmental Impact to allow construction of a 10,000 sq.ft. building in a service industrial zone located at the northwest corner of Mediterranean and St. Charles Place. APPLICANT: WILLIAM WILSON 72-047 Highway Ill Rancho Mirage, CA 92270 I. BACKGROUND: A. DESCRIPTION OF SITE: The 29,430 sq.ft. site is vacant and is in the Palm Desert Business Center. B. ADJACENT ZONING AND LAND USE: All surrounding property is vacant and zoned service industrial. C. GENERAL PLAN LAND USE DESIGNATION: Service Industrial II. PROJECT DESCRIPTION: A. GENERAL: The proposed building is to be located on a corner of the site utilizing zero lot lines with the parking located between the building and both street frontages. The structure itself is one-story and will be home of the patio plus warehouse. The project meets all code requirements and has received preliminary architectural commission approval. Staff has worked with the applicant to increase the amount of landscaped area and finds the project acceptable. The parcel map waiver is required to allow building over a present lot line. This is achieved by consolidating the lots. III. ANALYSIS: A. FINDINGS FOR APPROVAL OF PRECISE PLAN: 1. The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is attractive and will be compatible with other industrial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use of enjoyment of property in the vicinity by the occupants thereof for lawful purposes. -1- Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety, or general welfare. Justification: The precise plan complies with all code requirements and has received preliminary design review board approval and will not be detrimental to the public peace, health, safety or general welfare. Staff feels the findings for approval can be justified for this precise plan. B. FINDINGS FOR APPROVAL OF PARCEL MAP WAIVER: The required findings for approval are that the proposed adjustment and the resulting parcels comply with applicable requirements as to area, improvement and design, floodwater drainage control, appropriate improved public roads, sanitary disposal facilities, water supply availability, environmental protection, and other requirements of the municipal code. These findings can be justified since the project complies with applicable city ordinances and can be serviced adequately by the utilities. C. ENVIRONMENTAL REVIEW: The director of environmental services has determined that the proposed project will not have an adverse environmental impact on the environment and a Negative Declaration of Environmental Impact has been prepared. IV. STAFF RECOMMENDATION: Staff feels the proposed project is acceptable. Therefore, we recommend: 1. Approval of findings: 2. Approval of Planning Commission Resolution No. , approving PP 84-1 and PMW 84-1. V. ATTACHMENTS: A. Draft Resolution B. Legal Notice C. Draft Negative Declaration and Initial Study D.
