Commissioner Downs assured that the drainage requirements would be met by
Bechtal Corporation and should not be an issue at the next meeting.
B. Case No. PP 84-2 - BOB SANDIFER, Applicant
Request for approval lof a precise plan of design and
Negative Declaration" of Environmental Impact to allow
construction of an •8648 sq.ft. industrial building in a
service industrial zone located at the southwest'corner of
Mediterranean and Beacon Hill.
Mr. Joy reviewed the staff report and noted an addition to conditions of approval.
Add a condition of approval to"read: "Reciprocal driveway easement (twelve feet
wide) to be deeded on the west property line prior to gradingpermit Pe t issuance."
Chairman Wood opened the public hearing and asked if the applicant wished to
make a presentation. The applicant was not present.
Chairman Wood asked if anyone present wished to speak in FAVOR or OPPOSITION
to this case. There being none, the public hearing was closed.
Moved by Commissioner Crites, seconded by Commissioner Richards, approving
findings as recommended by staff. Carried unanimously 5-0.
Moved by Commissioner Crites, seconded by Commissioner Downs, to adopt
Planning Commission Resolution No. 937, approving PP 84-2, subject to conditions
as amended. Carried unanimously 5-0.

Request for approval of a precise plan of design, parcel
map waiver and Negativa Declaration of Environmental
Impact to allow construction of a 10,000 sq.ft. building in a

Mediterranean and St. Charles Place.
Mr. Joy reviewed the staff report and noted a change in conditions of approval:
Delete Condition No. 15.
Chairman Wood o ened the public hearing and asked if the applicant wished to
make a presentation.
MR. GARY KNUTSON, 67-950 Grand View Avenue, Cathedral City,
concurred with findings of staff and was present to answer any questions the
commission might have.
Chairman Wood asked if anyone present wished to speak in FAVOR or OPPOSITION
to this case. There being none, the public hearing was closed.
Moved by Commissioner Richards, seconded by Commissioner Downs, to approve
the findings as recommended by staff. Carried unanimously 5-0.
Moved by Commissioner Richards, seconded by Commissioner Downs, to adopt

THE CITY OF PALM DESERT, CALIFORNIA, APPROVING
A PRECISE PLAN OF DESIGN, A NEGATIVE
DECLARATION OF ENVIRONMENTAL IMPACT AND
PARCEL MAP WAIVER TO ALLOW CONSTRUCTION OF
A 10,000 SQ.FT. INDUSTRIAL BUILDING ON THE
NORTHWEST CORNER OF ST. CHARLES PLACE AND
MEDITERRANEAN.
CASE NO. PP 84-1 and PMW 84-1
WHEREAS, the Planning Commission of the City of Palm Desert, California, did on
the 6th day of March, 1984, hold a duly noticed public hearing to consider the request: of
WILLIAM WILSON for the above mentioned project.
WHEREAS, said application has complied with the requirements of the "City of
Palm Desert Procedures to Implement the California Environmental Quality Act,
Resolution No. 80-8911, in that the director of environmental services has determined that
the project is
WHEREAS, at said public hearing, upon hearing and considering all testimony and
arguments, of all interested persons desiring to be heard, said commission did find the
following facts and reasons to exist to justify the granting of said precise plan of design:
1. The design of the precise plan will not substantially depreciate property
values in the vicinity.
2. The precise plan will not unreasonably interfere with the use or enjoyment
of property in the vicinity by the occupants thereof for lawful purposes.
3. The precise plan will not endanger the public peace, health, safety or
general welfare.
4. That the proposed adjustment and the resulting parcels comply with
applicable requirements as to area, improvement and design, floodwater
drainage control, appropriate improved public roads, sanitary disposal
facilities, water supply availability, environmental protection, and other
requirements of the municipal code.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings
of the commission in this case.
2. That approval of Precise Plan 84-1 is hereby granted for reasons subject to
the attached conditions.
3. That approval of PMW 84-1 is hereby granted.

CONDITIONS OF APPROVAL
Case No. PP 84-1 and PMW 84-1
Department of Environmental Services:
1. The development of: the property shall conform substantially with exhibits on file
with the department of environmental services, as modified by the following
conditions.
2. The development of the property described herein shall be subject to the
restrictions and limitations set forth herein which are in addition to all municipal
ordinances and state and federal statutes now in force, or which hereafter may be
in force.
3. Construction of a portion of said project shall commence within one year from the
date of final approval unless an extension of time is granted; otherwise .said
approval.shall become null, void and of no effect whatsoever.
4. Prior to issuance of a building permit for construction of any use contemplated by
this approval, the applicant shall first obtain permits and/or clearance from the
following agencies:
Palm Desert Architectural Process
City Fire Marshal
Coachella Valley Water District
Evidence of said permit or clearance from the above agencies shall be presented to
the department of building and safety at the time of issuance of a building permit
for the use contemplated herewith.
5. Provide 3.5 foot high landscaping or masonry wall in front of parking lot areas
exposed to streets (except driveways).
6. Replace sidewalk with planter area 5-6 ft. in width adjacent to extreme east wall
of building.
Fire Marshal:
7. The design of the water plan and water plan improvements shall be certified by a
registered civil engineer to provide a minimum fire flow of 3000 gallons per minute
at a residual 20 psi pressure for a 3-hour duration in addition to the calculated
domestic use. The fire flow shall be operational prior to construction of the
proposed building.
8. A fire lane is required along the east driveway.
9. One hour exterior wall construction shall be provided within 10 feet of trash
enclosure.
10. Additional fire protection requirements may be necessary when specific building
plans are submitted for approval.
Department of Public Works:
11. Landscaping maintenance on Mediterranean and St. Charles shall be provided by
the owners.
12. Complete grading plans and specifications shall be submitted, as required by
ordinance, to the city engineer for checking and approval prior to issuance of any
permits.
13. Size, number and location of driveways to public works specifications.

I. BACKGROUND:
A. DESCRIPTION OF SITE:
The 29,430 sq.ft. site is vacant and is in the Palm Desert Business Center.
B. ADJACENT ZONING AND LAND USE:
All surrounding property is vacant and zoned service industrial.
C. GENERAL PLAN LAND USE DESIGNATION:
Service Industrial
II. PROJECT DESCRIPTION:
A. GENERAL:
The proposed building is to be located on a corner of the site utilizing zero
lot lines with the parking located between the building and both street
frontages. The structure itself is one-story and will be home of the patio
plus warehouse.
The project meets all code requirements and has received preliminary
architectural commission approval. Staff has worked with the applicant to
increase the amount of landscaped area and finds the project acceptable.
The parcel map waiver is required to allow building over a present lot line.
This is achieved by consolidating the lots.
III. ANALYSIS:
A. FINDINGS FOR APPROVAL OF PRECISE PLAN:
1. The design of the precise plan will not substantially depreciate
property values in the vicinity.
Justification:
The design of the use is attractive and will be compatible with other
industrial uses existing in the vicinity.
2. The precise plan will not unreasonably interfere with the use of
enjoyment of property in the vicinity by the occupants thereof for
lawful purposes.

Justification:
The surrounding land in the vicinity is zoned for the same type of use
as proposed and owners would not be deprived the use of their land.
3. The precise plan will not endanger the public peace, health, safety, or
general welfare.
Justification:
The precise plan complies with all code requirements and has
received preliminary design review board approval and will not be
detrimental to the public peace, health, safety or general welfare.
Staff feels the findings for approval can be justified for this precise plan.
B. FINDINGS FOR APPROVAL OF PARCEL MAP WAIVER:
The required findings for approval are that the proposed adjustment and the
resulting parcels comply with applicable requirements as to area,
improvement and design, floodwater drainage control, appropriate improved
public roads, sanitary disposal facilities, water supply availability,
environmental protection, and other requirements of the municipal code.
These findings can be justified since the project complies with applicable
city ordinances and can be serviced adequately by the utilities.
C. ENVIRONMENTAL REVIEW:
The director of environmental services has determined that the proposed
project will not have an adverse environmental impact on the environment
and a Negative Declaration of Environmental Impact has been prepared.
IV. STAFF RECOMMENDATION:
Staff feels the proposed project is acceptable. Therefore, we recommend:
