The development of the property shall conform substantially with exhibits on file with the department of environmental services, as modified by the following conditions. 2. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and state and federal statutes now in force, or which hereafter may be in force. 3. Construction of a portion of said project shall commence within one year from the date of final approval unless an extension of time is granted; otherwise said approval shall become null, void and of no effect whatsoever. 4. Additional storm drain construction shall be contingent upon a drainage study by the private engineer. 12. Complete improvement plans and specifications shall be submitted, as required by ordinance, to the city engineer for checking and approval before construction of any improvements is commenced. Installation of sidewalk on Alessandro Drive shall be done as part of the site development. 17. Size, number and location of driveways to public works specifications. 18. Existing alley way shall be improved to satisfactory condition as determined by the department of public works prior to final occupancy being granted. City Fire Marshal: 20. Install a water system capable of delivering 3000 GPM fire flow from any fire hydrant for a three (3) hour duration in addition to domestic supply. The computation shall be based upon a minimum of 2.0 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow requirements will depend on built-in fire protection provisions of buildings. 21. Install Riverside County super fire hydrants located: a. Install Riverside County super fire hydrants so that no point of any building is more than 200 feet from a fire hydrant measured along approved vehicular travel ways. b. Exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. C. Curbs shall be painted red 15 feet in either direction from each hydrant. d. Hydrants shall not be located closer than 25 feet to any building. 22. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the fire marshal for review. Upon approval, one copy will be sent to the building department, and the original will be returned to the developer. 23. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system in PP 84-21. is in accordance with requirements prescribed by the fire marshal." 24. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering, the required flow. 25. DESCRIPTION OF SITE: The site is vacant, 10,000 square foot in area, and consists of two lots. An unimproved 20 foot wide alley parallels Alessandro Drive at the rear. Power poles also parallel the alley on the subject parcel side and along the west property line. B. ADJACENT ZONING AND LAND USE: North: C-1 and R-3/Commercial and Vacant South: C-I/Commercial East: C-I/Vacant West: C-I/Vacant C. GENERAL PLAN LAND USE DESIGNATION: Core Area Commercial 11. PROJECT DESCRIPTION: A. GENERAL: The proposed project is a two-story commercial building with 5824 square feet of floor area. The lower floor is proposed for furniture use while the second floor is proposed for office use based on the parking provided. B. SITE/ARCHITECTURAL DESIGN: The building is proposed along the east property line with the parking on the west, with vehicular access to Alessandro Drive and the alley. The architectural style of the structure is somewhat Spanish with exterior materials consisting of plain and textured concrete panels, wrought iron railings, bronze glass, wood trim and concrete or Spanish tile roofing. The required parking based on furniture use on the first floor and office use on the second floor is 18 spaces which are provided. -1- Staff Report PP 84-21 & PMW 84-10 July 3, 1984 C. ARCHITECTURAL REVIEW: The applicant has not yet applied for architectural approval. Upon the planning commissions approval the applicant will have to apply for review. D. PARCEL MAP WAIVER: The property consists of two 50 foot by 100 foot deep lots. The applicant has applied for the necessary lot consolidation. in. ANALYSIS• A. FINDINGS FOR APPROVAL OF PRECISE PLAN: 1. The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is attractive and will be compatible with other commercial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use of and enjoyment of property in the vicinity of the occupants thereof for lawful purposes. Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace, health, safety or general welfare. Staff feels the findings for approval can be justified for this precise plan. B. FINDINGS FOR APPROVAL OF PARCEL MAP WAIVER: The required findings for approval are that the proposed consolidation and the resulting lot complies with applicable requirements as to area, improvement and design, floodwater drainage control, appropriate improved public roads, sanitary disposal facilities, water supply availability, environmental protection, and other requirements of the municipal code. These findings can be justified since the project complies with applicable city ordinances and can be serviced adequately by the utilities. C. ENVIRONMENTAL REVIEW: The director of environmental services has determined that the proposed project will not have an adverse environmental impact on the environment and a Negative Declaration of Environmental Impact has been prepared. IV. CONCLUSION• The project is basically acceptable. During the architectural commission review attention should be given to some visual treatment of the east and south walls of the building. The applicant will need to execute agreements to insure inclusion in any future undergrounding districts for the existing power poles. -2- Staff Report PP 84-21 & PMW 84-10 July 3, 1984 Because of the parking provided, the first floor will be limited to uses which do not require more than 1 space per 500 square feet of floor area. Re: Precise Plan 84-21 and Parcel Map Waiver 84-10 The proposed 2 story building is across the street and slightly east of my existing business and rental properties. I endorse this project and have no adverse comments regarding the building or the combination of the two lots into one. I have one concern, however, relating to parking in the area which is generally surrounded by properties developed under the County with little or no concern for future parking needs. The recent approval by the Connission of a commercial building on the north side of Alessandro, directly across from the proposed project further com- plicated the parking problems in the area. Since the north-side building has little "extra" parking, many of the visitors generated by the offices in this building will have to park on the street. Secondly, this building will occupy land that was used for parking by many of the tenants of the adjacent apartment house. These cars will relegated to street parking, since there is no additional space on the apartment prop- erty. Lastly, the Wise Athletic Club continues to generate a large amount of street parking during business hours. In short, there is great potential for a. major parking problem in the area. For this reason, I ask that; the Commission be punctilious in it's attention to the parking needs and requirements of the proposed building in order to forestall such a problem. Install a water system capable of delivering 3000 GPM fire flow from any fire hydrant for a three (3) hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow requirements will depend on built-in fire protection provisions of buildings. 2. Install Riverside County super fire hydrants located: a. install Riverside County super fire hydrants so that no point of any building is more than 200 feet from a fire hydrant measured along approved vehicular travel ways. b. exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. c, curbs shall be paitned red 1S feet in either direction from each hydrant. d. hydrants shall not be located closer than 25 feet to any building. 3. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the Fire Marshal for review. Upon approval, one copy will be sent to the Building Department, and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "I certify that the design of the water system in PP 84-21 is in accordance with requirements prescribed by the Fire Marshal." 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. 6. I endorse this project and have no adverse comments regarding the building or the combination of the two lots into one. I have one concern, however, relating to parking in the area which is generally surrounded by properties developed under the County with little or no concern for future parking needs. The recent approval by the Commission of a commercial building on the north side of Alessandro, directly across from the proposed project further com- plicated the parking problems in the area. Since the north-side building has little "extra" parking, many of the visitors generated by the offices in this building will have to park on the street. Secondly, this building will occupy land that was used for parking by many of the tenants of the adjacent apartment house. These cars will relegated to street parking, since there is no additional space on the apartment prop- erty. Lastly, the Wise Athletic Club continues to generate a large amount of street parking during business hours. In short, there is great potential for a major parking problem in the area. For this reason, I ask that the Commission be punctilious in it's attention to the parking needs and requirements of the proposed building in order to forestall such a problem.
