Division 6, Article 7, Section 15083 of the California Administrative Code) CASE NO: PP 85-24 APPLICANT/PROJECT SPONSOR: I .W. EIGHT, c/o Robert Orr, 198 Madrid, Palm Desert, CA 92260. PROJECT DESCRIPTION/LOCATION: Precise plan of design to allow construction of a 6,000 square foot industrial /warehouse building on the south side of Mediterranean Avenue. The Director of Community Development, City of Palm Desert, California, has found that the described project will not have a significant effect on the environment. A copy of the initial study has been attached to document the reasons in support of this finding. Mitigation measures, if any, included in the project to avoid potentially significant effects, may also be found attached. RAMON A. DIAZ DATE Director of Community Development RAO/dlg / City of Palm Desert Department of Community Development/Planning Staff Report TO: Planning Commission DATE: September 17. 1985 CASE NO: PP 85-24 REOUEST: Approval of a negative declaration of environmental impact and a precise plan of design to allow construction of an industrial building with 6,000 square feet in the S. I . S.P. (service industrial with a scenic preservation overlay) zone on .33 acres located on the south side of Mediterranean Avenue. APPLICANT: I .W. EIGHT C/O Robert Orr 198 Madrid Palm Desert, CA 92260 I . BACKGROUND: A. DESCRIPTION OF SITE: The property is located in the industrial park immediately south of Hovley Lane and east of Cook Street. The property is vacant. B. ADJACENT ZONING AND LAND USE: North: SI/vacant South: SI/industrial building East: SI SP/vacant West: SI SP/vacant C. GENERAL PLAN LAND USE DESIGNATION: Service Industrial II . PROJECT DESCRIPTION: A. GENERAL: The office/warehouse building will contain 6,000 square feet of floor area. The single story building will be 20 feet in height. The floor plan provides a small office area at the front close to the entries and warehouse area to the rear. B. SITE DESIGN. PARKING AND ACCESS: The building has been sited with zero (0) rear yard setback and zero (0) east side yard setback. Access to the site is via a 12 foot wide , STAFF REPORT PP 85-25 CONTINUED driveway at the westerly limit of the lot. This driveway will be combined with a 12 foot driveway on the adjacent lot to the west. Nine parking spaces are located across the front of the lot with three other parking spaces located at the rear. This dead-end aisle is not desirable however, given that it serves only 9 parking spaces and commission's past position on a similar situation staff has not requested a change to the plan. In the west wall along the driveway to the rear an overhead door is or000sed as well as two overhead doors in the west wall to the rear. Having this overhead door in the driveway area could impair traffic circulation to the rear. This is especially true given that this building is a twin to one proposed on the lot to the west which also will have an overhead door opposite this one. This overhead door should be deleted. C. ARCHITECTURE: The architecture of the proposed building will have to be reviewed and approved by the architectural commission. ) The elevations provided show an attractive office/warehouse facility. III. ANALYSIS: A. FINDINGS FOR APPROVAL OF PRECISE PLAN: 1 . The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is attractive and will be compatible with other industrial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use or enjoyment of property in the vicinity of the occupants thereof for lawful purposes. Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise 'plan will not endanger the public peace, health, safety or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace. health, safety or general welfare. STAFF REPORT PP 85-25 CONTINUED Staff feels that findings for approval can be justified for this Precise Plan. B. ENVIRONMENTAL REVIEW: The director of community development has determined that the Proposed project will not have an adverse on the environment and a negative declaration of environmental impact has been prepared. IV. RECOMMENDATION: Staff feels the proposed project is acceptable and recommends: A. Adoption of the findings B. Adoption of Planning Commission Resolution No. approving PP 85-24, subject to conditions. V. ATTACHMENTS: A. Draft Resolution B. Legal Notice C. Draft Negative Declaration and Initial Study 0.
