PP 85-30 and PMM 85-18 Department of Community Development/Planning: 1. The development of the property shall conform substantially with exhibits on file with the department of community development/planning, as modified by the following conditions. 2. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and state and federal statutes now in force, or which hereafter may be in force. 3. Construction of a portion of said project shall commence within one year from the date of final approval unless an extension of time is granted; otherwise said approval shall become null , void and of no effect whatsoever. 4. Install a water system capable of delivering 3000 GPM fire flow from any fire hydrant for a three hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Upon approval , one copy will be sent to the building department, and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company, with the following certification: "1 certify that the design of the water system in Case No. PP 85-30 is in accordance with the requirements prescribed by the fire marshal ." 5. Prior to .delivery of combustible materials to the building site, the required water system shall be installed, operating, and delivering the required flow. 6. Additional fire protection requirements may be necessary when the applicant submits specific plans for consideration and approval . i 7. All buildings 5000 square feet and over require a fire sprinkler system. Department of Public Works: 1 . I I i i I CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT TO: PLANNING COMMISSION DATE: OCTOBER 15, 1985 CASE NOS: PP 85-30 AND PMW 85-18 REQUEST: Approval of a 13 , 000 square foot single story industrial building located in a service industrial zone at the southwest corner of Mediterranean and Beacon Hill . APPLICANT: BOB SANDIFER BOB RICCIARDI , AIA P.O. Box 1008 45-275 Prickly Pear Lane Rancho Mirage, CA 92270 Palm Desert, CA 92260 I. BACKGROUND: A. SITE DESCRIPTION: The site is located in the Palm Desert Business Center and has been previously graded. The south property line is located parallel to and between two retaining walls. There are currently some dead oleanders in this area. The retaining walls result in the subdivision in which the project is located is elevated 12 feet above the Cook Street industrial park directly to the south. B. ADJACENT ZONING AND LAND USE: NORTH: S. I ./VACANT SOUTH: S. I ./VACANT EAST: S. I . /VACANT WEST: S. I ./VACANT C. GENERAL PLAN LAND USE DESIGNATION: Service industrial . II . PROJECT DESCRIPTION: The applicant has previously had plans approved on a portion of the site for a 8600 square foot, two story industrial building. He now has submitted the subject application which encompasses the previous project site, lot li and an adjacent lot 10 of tract 13915. The project is designed to include Sunshine Landscape Company office and warehouse space along with an additional rental unit. STAFF REPORT CONTINUED i The 13,000 square foot structure is planned adjacent to the street with parking in the back. Behind the parking lot is a 10 foot wide area below the top retaining wall . The structure is designed to be set back 28 feet from the curb or 20 feet back from the property line. Most of the lots within the Palm Desert Business Center, including the subject project site, were required at the time of the subdivision to provide retention basins at the time of development. The two subject lots involved in this application were each required to provide 750 cubic foot basins or a total of 1500 cubic feet for the entire project. In terms of size, this would equate to a four foot deep hole, two feet wide and 37.5 feet long. Because of the two to one slope required for grading the hole would actually be 18 feet wide. Staff is requiring a letter of approval from the association for this application due to the site plan configuration. The main entrance to the building is from Mediterranean while all the parking is in the back. While this situation would not be acceptable for this size of structure in the commercial part of town it does seem acceptable here because: A. offices in the industrial park are not expected to generate the same amount of traffic as elsewhere in the city; B. There is parking for ten cars along the street and; C. The streets of this subdivision are private, which adds emphasis to the association approval . It should be noted that the association approves all building plans in the park, however, staff wants their approval up front in this situation for the record. It should also be noted that the two spaces in front of the building are not required due to the inclusion of loading spaces as part of the parking calculations and will be deleted. Ill . ANALYSIS: A. FINDINGS FOR APPROVAL OF A PRECISE PLAN AND PARCEL MAP WAIVER: 1 . The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is attractive and will be compatible with other industrial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use of or enjoyment of property in the vicinity by the occupants thereof for lawful purposes. 2 ' STAFF REPORT CONTINUED Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety, or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace, health, safety, or general welfare. 4. The proposed consolidation and the resulting parcels comply with applicable requirements as to area, improvement and design , floodwater drainage control , appropriate improved public roads , sanitary disposal facilities , water supply availability, environmental protection and other requirements of this title. Staff feels the findings for approval can be justified in this case. B. ENVIRONMENTAL REVIEW: The director of environmental services has determined that the proposed project will not have an adverse impact on the environment and a negative declaration of environmental impact has been prepared. IV. RECOMMENDATION: Staff feels the proposed project is acceptable and recommends: A. Adoption of the findings. B. Adoption of Planning Commission Resolution No. approving PP 85-30 and PMW 85- 18, subject to conditions. V. ATTACHMENTS: A. Draft resolution. B. Legal notice. C. Plans and exhibits. OF PALM DESERT Per plans submitted, it appears that the location of the parking area in relation to the front entrances to the office space may not be condusive to efficient use. In past experience (not specifically, however in this type of building use) rear parking has lead to extensive street parking because of the proximity of building entrances to the street. Crime Prevention lighting should be provided at all entrances to the building and across the south side entirely because of the number of entrances (including warehouse doors) . Parking lot circulation looks good in terms of the ability of a patrol (law Enforcement) unit to encircle the building for observation during non-business hours. Respectfully Submitted, S. In past experience (not specifically, however in this type of building use) rear parking has lead to extensive street parking because of the proximity of building entrances to the street. Crime Prevention lighting should be provided at all entrances to the building and across the south side entirely because of the number of entrances (including warehouse doors) . Install a water system capable of delivering 30ooGPM fire flow from any fire hydrant for a 3 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow require- ments will depend on built-in fire protection provisions of buildings. 2. Install Riverside County super fire hydrants so that no point of any building is more than 2co feet from a fire hydrant measured along approved vehicular travel ways. a. exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. b. curbs shall be painted red 15 feet in either direction from each hydrant. c. hydrants shall not be located closer than 25 feet to any building. 3. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the Fire Marshal for review. Upon approval , one copy will be sent to the Building Department and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company with the following certification: "I certify that the design of the water system in PP 85-3o is in accordance with the requirements prescribed by the Fire Marshal . " 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. 6. Additional fire protection requirements may be necessary when the applicant submits specific plans for consideration and approval . 7. All buildings over5000 square feet require an approved fire sprinkler system.
