Install a water system capable of delivering 3000 GPM fire flow From any fire hydrant for a 3 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow requirements will depend on built-in fire Protection provisions of buildings. 2. All buildings over 5,000 square feet require an approved fire sprinkler system. /dlg 5 MINUTES PALM DESERT PLANNING COMMISSION MARCH 4, 1986 After discussion, commission felt some control was needed and ! maximum incentive provided for the applicant to complete phase II. ! Chairman Crites recommended that if after 24 months project number is not completed 15 units in phase I be required to convert to lower ! and moderate income housing. I Commissioner Richards suggested a continuance to allow the commission to receive something in writing. ! Chairman Crites suggested continuing the matter to later in the meeting to allow the applicant and staff to work out the specific wording. Chairman Crites asked if anyone present wished to speak in FAVOR or OPPOSITION to the proposed. There was no testimony. Action: Moved by Commissioner Downs, seconded by Commissioner Richards, to continue the discussion until further in the meeting to allow staff and the applicant to work out an acceptable condition. Continued Case No PP 85-45 MICHAEL HOME, Applicant Request for approval of precise plan for 10,075 square foot industrial building on .64 acres at the northwest corner of 42nd Avenue and Corporate Way. Mr. Drell outlined the salient points of the staff report and recommended approval. Commissioner Richards felt the commission should look at projects that have conversion features and require parking spaces between office and warehouse requirements. Commissioner Downs noted that previously approved projects in that area did not have adequate off-street parking. Mr. Drell indicated that office uses could be limited to the number of parking spaces allowed. Commissioner Wood asked if conversion to office spaces could be done without the owner coming to the city for the alterations. Mr. Diaz replied yes. Commissioner Wood felt that parking should be controlled from the outset. 3 MINUTES PALM DESERT PLANNING COMMISSION MARCH 4, 1986 . Chairman Crites opened the Public testimony and asked the applicant to comment on the added condition that no more office space than listed will be allowed without specific approval by the planning commission. MR. AL COOK, architect, agreed with the requirement. Chairman Crites asked if anyone present wished to speak in FAVOR or OPPOSITION to the proposed. There being no one, the public testimony was closed. Commission noted that this amendment should create a precedent. Action: Moved by Commissioner Richards, seconded by Commissioner Downs, adopting the findings as presented by staff. Carried 5-0. PP 86-1 and PMM 86-2 - ATLANTIS CONSTRUCTION, Applicant Request for approval of a negative declaration of environmental impact, precise plan and parcel map waiver to allow construction of 10 apartment units on .57 acres within the R-3 zone on the south side of Fred Waring Drive, 125 feet west of San Pascual. Mr. Drell outlined the salient points of the staff report and recommended approval. Commissioner Richards felt the architectural commission should take a good look at this project. Chairman Crites opened the public testimony and asked the applicant to address the commission. MR. PROJECT DESCRIPTION: The proposal is for a 10,075 square foot precast concrete building at the corner of Corporate Way and 42nd Avenue. The building will front on Corporate Way with parking located both in front and in the rear. The front lot will have through access from Corporate Way to 42nd. The rear parking area will be dead end with a 20 foot radius turn around. II. ANALYSIS: Pro ect Ordinance Standard Front Setback 66' 20' Street Side Setback 14' 10' Building Height 20' 30' Parking 29 20 The proposal conforms to all applicable service industrial zone standards. In this area, parkway landscaping has already been installed, therefore, sidewalks will not be required. Applicant is proposing to screen front parking area with a dwarf oleander hedge. The site plan and elevations have been approved by the Cook/Hovley Street Association. PP 85-45 FINDINGS: 1 . The design of the precise plan will not depreciate property values in the vicinity. The type and intensity of the proposed use will be identical to surrounding properties. 2.
