APPLICANT: E. DOMS/E.E.D. DEVELOPMENT CO. 25241 Paseo de Alicia, Suite 200 Laguna Hills, CA 92653 1. BACKGROUND: A. ADJACENT ZONING AND LAND USE: NORTH: S. I ./VACANT SOUTH: S. I ./VACANT EAST: S. I ./INDUSTRIAL BUILDINGS WEST: S. I ./MINI-WAREHOUSES B. GENERAL PLAN LAND USE DESIGNATION: Service industrial . C. SITE DESCRIPTION: The site has previously been rough graded and improved with curb and gutter as part of the subdivision's improvements. Also partially located on the site is a landscaped slope that was installed as part of the subdivision. The balance of this landscaped area is public right-of-way maintained by the association. 11. PROJECT DESCRIPTION: The buildings proposed are both single story and contain a mixture of office and light industrial space. The site plan is designed so that offices occupy the perimeter of the building with parking located along the perimeter of the site. The rear of the buildings face each other with a 30 foot wide alley separating the two structures. Staff's concern with this site plan is that with the height differential between Cook Street and the parking lot, extensive STAFF REPORT CONTINUED landscaping will be required to screen the lot. This is listed as a condition of approval . The applicant will also be required to install sidewalk on Cook Street. A joint access driveway is shown and requires a reciprocal easement. The applicant also owns the adjacent lot and received approval in September, 1985, to construct an identical project on this lot also. III . ANALYSIS: A. FINDINGS FOR APPROVAL OF A PRECISE PLAN: I . The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is attractive and will be compatible with other residential uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use of or enjoyment of property in the vicinity of the occupants thereof for lawful purposes. Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety, or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace, health, safety, or general welfare. Staff feels the findings for approval can be justified for this precise plan. B. APPLICANT: E. DOMS/E.E.D. DEVELOPMENT CO. 25241 Paseo de Alicia, Suite 200 Laguna Hills, CA 92653 1 . BACKGROUND: A. ADJACENT ZONING AND LAND USE: NORTH: S. I ./VACANT SOUTH: S. I ./VACANT EAST: S. l ./INDUSTRIAL BUILDINGS WEST: S. I ./MINI-WAREHOUSES B. GENERAL PLAN LAND USE DESIGNATION: Service industrial . C. 517E DESCRIPTION: The site has previously been rough graded and improved with curb and gutter as part of the subdivision's improvements. FINDINGS FOR APPROVAL OF A PRECISE PLAN: 1 . Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners .would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety, or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace, health, safety, or general welfare. Staff feels the findings for approval can be justified for this precise plan. . B. ENVIRONMENTAL REVIEW: The director of environmental services has determined that the proposed project will not have an adverse impact on the environment and a negative declaration of environmental impact has been prepared. 2 STAFF REPORT CONTINUED IV. RECOMMENDATION: Staff feels the proposed project is acceptable and recommends: A. Adoption of the findings; B. Adoption of Planning Commission Resolution No. approving PP 86-5, subject to conditions.
