Install a water system capable of delivering 3�vGPM fire flow from any fire hydrant for a 3 hour duration in addition to domestic supply. The computation shall be based—upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. Fire flow require- ments will depend on built-in fire protection provisions of buildings . 2. Install Riverside County super fire hydrants so that no point of any building is more than IVO feet from a fire hydrant measured along approved vehicular travel ways . a. exterior surface of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. b. curbs shall be painted red 15 feet in either direction from each hydrant. c. hydrants shall not be located closer than 25 feet to any building. 3. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the Fire Marshal for review. Upon approval , one copy will ,be sent to the Building Department and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company with the following certification: "I certify that the design of the water system in PP $6- 16 is in accordance with the requirements prescribed by the tire Marshal ." 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow. 6. Additional fire protection requirements may be necessary when the applicant submits specific plans for consideration and approval . 7. All buildings over 5000 square feet require an approved fire sprinkler system. Drell explained that this was a Palma Village revitalization project and recommended approval . Commissioner Wood asked about the land next to the proposed project. Mr. Drell replied that it was duplex, and noted that it was for sale. Chairman Crites opened the public_ testimony and asked if anyone wished to speak regarding this project. There being no one, the public testimony was closed. Commissioner Wood noted for the record that the owner of the duplex was notified of the public hearing but did not attend to present testimony. PP 86 I! - RICHARDSON AND SONS, Applicant I Request for approval of a precise plan for a 12,000 square foot industrial building located on .58 acres on St. Charles Place in the Palm i Desert Business Center. Mr. Drell explained that the request was for a cabinet/woodworking shop. Chairman Crites opened the public testimony and asked if the applicant wished to address the commission. MR. CRAIG RICHARDSON questioned the requirement for installation of four feet of sidewalk along St. Charles Place, which would eliminate a good portion of the existing landscaping. Mr. Gaugush explained that the condition was placed on all projects on exterior streets based on direction from the city council . j 6 iI MINUTES PALM DESERT PLANNING COMMISSION APRIL 15, 1986 Staff noted that on the site plan the installation of sidewalk would not interfere with the present landscaping, but recommended the applicant to verify the property line. MISCELLANEOUS A. Request of Coachella Valley Television concerning zoning on property at 74-555 Country Club Drive. Mr. Diaz outlined the request and indicated that the city did not have a record of the land being a separate parcel . Ms. Louise Miller of Coachella Valley Television explained that they would like to have a variance because they have a buyer. Mr. Diaz explained that a use variance could not be granted because of state law, and didn't believe that it could be parceled off. Ms . Miller indicated that she would look further into the matter. B. Clarification from city attorney regarding schools of massage.
