The development of the property shall conform substantially with exhibits on file with the department of community development, as modified by the following conditions. 2. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and state and federal statutes now in force, or which hereafter may be in force. 3. Construction of a portion of said project shall commence within one year from the date of final approval unless a time extension is granted, other- wise said approval shall become null , void and of no effect whatsoever. 4. Install a water system capable of delivering 3000 GPM fire flow from any fire hydrant for a 3 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building i's more than 200 feet from a fire hydrant measured along approved vehicular travel ways. a. exterior surface of hydrant barrels and heads shall be painted chrome yellow and the tops and nozzle caps shall be painted green. b. curbs shall be painted red 15 feet in either direction from each hydrant. ADJACENT ZONING AND LAND USE: North: S.I ./Vacant South: R-1,M/Vacant East: S.I ./Vacant West: S. I ./future office/warehouse B. SITE DESCRIPTION: The site is within the Corporate Business Center where not only are the sites improved by rough grading, curb and gutter but also street landscaping. II. DISCUSSION: The project is being constructed for Toro Landscape Equipment. It not only includes building square footage but also an outdoor service and pipe storage yard. The architectural commission granted preliminary approval to the project at their meeting of June 24, 1986. Staff has required minor site plan changes to allow for more parking lot shading. Staff has also required deletion of the 42nd Avenue access drive closest to Corporate Way to allow for increased planting and reduced number of vehicular conflicts near that Intersection. FINDINGS FOR APPROVAL OF PRECISE PLAN: 1. The design of the precise plan will not substantially depreciate property values in the vicinity. Justification: The design of the use is attractive and will be compatible with other industrial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use or enjoyment of property in the vicinity of the occupants thereof for lawful purposes. Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace, health, safety or general welfare. Staff feels the findings for approval can be justified for this precise plan. B. ENVIRONMENTAL REVIEW: The director of community development has determined that the proposed project will not have an adverse on the environment and a negative declaration of environmental impact has been prepared. IV. RECOMMENDATION: Staff feels the proposed project is acceptable and recommends: A. Adoption of the findings. B. A loft . concrete wall is ideal on the northside of the complex to deter entry. However, this can be by-passed by climbing over a lower 6ft. area near the east gate.
