The development of the property shall conform substantially with exhibits on file with the department of community development, as modified by the following conditions. 2. The development of the property described herein shall be subject to the restrictions and limitations set forth herein which are in addition to all municipal ordinances and state and federal statutes now in force, or which hereafter may be in force. 3. Construction of a portion of said project shall commence within one year from the date of final approval unless a time extension is granted, other- wise said approval shall become null , void and of no effect whatsoever. 4. Owner/applicant shall secure reciprocal ingress and egress access easement from the owner of lots 13 and 15 prior to issuance of the grading permit. City Fire Marshal : 1. Install a water system capable of delivering 3000 GPM fire flow from any fire hydrant for a 3 hour duration in addition to domestic supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which_ the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is more than 200 feet from a fire hydrant measured along approved vehicular travel ways. a. exterior surface of hydrant barrels and heads shall be painted chrome yellow and the tops and nozzle caps shall be painted green. b. curbs shall be painted red 15 feet in either direction from each hydrant. 4 PLANNING COMMISSION RESOLUTION NO. 1165 C. hydrants shall not be located closer than 25 feet to any building. 3. Prior to issuance of a building permit, the developer shall furnish the original and three copies of the water system plan to the fire marshal for review. Upon approval , one copy will be sent to the building department and the original will be returned to the developer. 4. The water system plan shall be signed by a registered civil engineer and approved by the water company with the following certification: "I certify that the design of the water system in PP 86-33 is in accordance with the requirements prescribed by the fire marshal". 5. Prior to delivery of combustible materials to the building site, the required water system shall be installed, operating and delivering the required flow, 6. Additional fire protection requirements may be necessary when the applicant submits specific plans for consideration and approval . 7. APPLICANT: BERMUDA PARTNERS 33-255 Date Palm Drive Cathedral City, CA 92234 1. BACKGROUND: A. ADJACENT ZONING AND LAND USE: North: S. I ./Vacant South: S. I ./Vacant East: S.I ./Future electronic games service center West: S.I ./Office/warehouse (proposed Len-Cor) B. SITE DESCRIPTION: The site is within the Corporate Business Center which provide landscaping along street frontages. There is also an electrical vault in the center of the street frontage which restricts driveway access. 11. DISCUSSION: The project is designed to blend with adjacent planned and constructed structures that are in the same vicinity. The project will share a common access easement with the previously approved project to the west for the 1 oad i ng area and is being required to provide same with the project to the east or else provide a hammerhead space at the end for turn-arounds to mitigate the dead end aisle situation. Justification: The design of the use is attractive and will be compatible with other industrial uses existing in the vicinity. 2. The precise plan will not unreasonably interfere with the use or enjoyment of property in the vicinity of the occupants thereof for lawful purposes. Justification: The surrounding land in the vicinity is zoned for the same type of use as proposed and owners would not be deprived the use of their land. 3. The precise plan will not endanger the public peace, health, safety or general welfare. Justification: The precise plan complies with all code requirements and will not be detrimental to the public peace, health, safety or general welfare. Staff feels the findings for approval can be justified for this precise plan. B. ENVIRONMENTAL REVIEW: The director of community development has determined that the proposed project will not have an adverse on the environment and a negative declaration of environmental impact has been prepared. IV. RECOMMENDATION: Staff feels the proposed project is acceptable and recommends: A. Adoption of the findings. B.
